A 220 acre area County enclave near the southwest corner of South Taft Hill and Drake
Roads has become eligible for annexation into the City of Fort Collins. Under the State
Constitution, County areas completely surrounded by the municipality may be annexed
three years after the enclave has been created. At the direction of City Council, staff is
preparing an Annexation Impact Report outlining the likely impacts the South Taft Hill
Seventh Annexation may create should it be incorporated into the City.
As an agency providing a specific service, you are being asked to provide possible costs
to your department/agency stemming from needed equipment and personnel, the types
and number of employees needed to extend the current level of services to this area
(shown on the attached maps), and potential future revenue.
The following information is being provided for your review:
1. Annexation plat (key agencies will receive a 24" x 36" version; all others I I" x 17");
2. Annexation petition;
3. Enclave Annexation Evaluation Matrix;
4. Aerial Photograph showing existing uses, streets, parks and floodplain boundaries;
and
5. Aerial Photograph showing a possible Buildout Scenario, with potential future
residential units and future street connections.
Please provide a written response in the Development Management System (DMS)
to the fiscal impact and revenue issues identifed in the Enclave Annexation
Evaluation Matrix. Those reviewers not connected to the DMS may e-mail them
directly to me at cQloss(i ,fc2ovxom or send a hard copy of the matrix with the
appropriate areas filled in. Note: evaluations should be completed for both existing
conditions and the potential development buildout scenario.
