If you have any questions regarding these issues or any other issues related to this project, please feel free to call me at (970) 221-6750. Yours Truly, Bob Barkeen City Planner Page 3 Topic: Lease Number: 143 Created: 9/25/2003 In order to move forward with the lease, a plat of the leased area will be needed, as previously discussed. Completion of the plat will be required prior to Certificate of Occupancy on the building, unless complications arise if the plat is appealed. In this case a substitute form of documentation (to be determined) of the leased area will be required and the plat will no longer be required. It is anticipated that the review and hearing process for the plat (barring an appeal) could be completed quickly. Topic: Overall Utility Plan Number: 138 Created: 9/23/2003 1 still have not received the variance request to have less than 2' of cover over the stormpipe in Canyon. Please submit a variance request for this item so that we can determine the best solution to be implemented. Topic: Utility plans Number: 134 Created: 9/23/2003 The stormpipe in Canyon is not allowed to be PVC. Please remove that option from the plans. Department: Light & Power Issue Contact: Doug Martine Topic: Electric Number: 126 Created: 9/16/2003 The developer will need to provide a location for a pad type transformer. The developer is aware of this requirement, but as of 9-16-03, a final decision on the location has not been determined. Department: Stormwater Utility Issue Contact: Wes Lamarque Topic: Drainage Number: 137 Created: 9/23/2003 If there are changes to the drive isle or the crest elevation is lowered to meet minimum drive grade requirements, than a review will need to take place of the proposed floodproofing design. Please see other minor reclined comments on the plans. Topic: Erosion/Sediment Control Number: 136 Created: 9/23/2003 Please contact Bob Zakely for a brief meeting on this project to discuss requirements on the plans and in the report. Department: Water Wastewater Issue Contact: Jeff Hill Topic: General Number: 127 Created: 9/22/2003 Coordinate landscape and site plan to reflect the same information shown on the utility plans (i,e. layout of plaza). Number: 128 Created: 9/22/2003 Currently a conflict occurs between a thrust block on the fire line and the water service. Perhaps using restrained joint pipe and mechanical fittings with Meg -A -Lugs would correct this conflict. Number: 129 Created: 9/22/2003 Per our discussion with the mechanical engineer please provide the documentation for the shared sanitary sewer service (i.e. Shared ownership between the commercial properties and the residential with in the building). Number: 130 Created: 9/22/2003 Coordinate the location of the fire line and water services with the architect to assure they project into the mechanical room from the street. See site, landscape and utility plans for other comments. Page 2 igas rr IN I City of Fort Collins STAFF PROJECT REVIEW VF RIPLEY ASSOC CATHY MATHIS 401 W. MOUNTAIN AVE. #201 FT. COLLINS, CO 80521 Date: 9/29/2003 Staff has reviewed your submittal for HOWES/CANYON MIXED -USE PDP - TYPE II (LUC) & FINAL COMPLIANCE, and we offer the following comments: ISSUES: Department: Current Planning Issue Contact: Bob Barkeen Topic: Lease Number: 144 Created: 9/29/2003 The underground storage facilities will need to be shown on the landscape plan. A minimum of 7 feet separation must be kept from existing trees and the underground units. Department: Engineering Issue Contact: Katie Moore Topic: Canyon Avenue Profile Number: 135 Created: 9/23/2003 The minimum flowline grade allowed is 0.5%, and a portion on the profile is shown at 0.44%. Please revise. Topic: General Number: 131 Created: 9/22/2003 The proposed widening of the bump out into the street will not be permitted due to the adverse effects on parking on the north/west side of the street. Please work within the horizontal layout previously approved. Steeper slopes may be permitted on the driveway (6-8%) as long as adequate visibility of pedestrians is maintained. Other suggestions for working on the driveway include notching up the building structure over the driveway to attain more headroom and adding a floodgate to keep storm flows from entering the garage. As stated in the meeting by Stormwater, do your best to keep as much flow as possible in the gutter. Number: 132 Created: 9/22/2003 Since the proposed drive -over curb and gutter does not match a standard detail, please submit a detail drawing and variance request. Also, please note on the plans that this curb can never be altered due to stormwater problems (further elaboration may be needed on the plans), Number: 139 Created: 9/23/2003 There is still one door on the east side of the building shown to open over the ROW. Please remove or recess this door. Mike Gebo in Building and Zoning is a good person to talk to regarding this requirement. Topic: Grading plan Number: 114 Created: 4/15/2003 It looks like there will be a problem with cars bottoming out when coming out of the parking garage. Changing the grades isn'trequired, but please know that the property owner/developer will be responsible for the maintenance of that driveway. 9.22.03 - Repeat as FYI. Topic: Landscape plan Number: 140 Created: 9/23/2003 Please show the outlines of the underground storage units and note that no excavation will be allowed within 7' of the center of any trees (per the City Forester), Number: 142 Created: 9/23/2003 The landscape plan shows two different stormpipe layouts. Please show only the correct one. Page I
