Compact parking spaces need to have signage addressing them as such 9 Street trees need to be added along Birch 10 Need to add foundation plantings 11 Why "sand" in front of the building facing into the parking lot Page 5 32 The 15-inch pond outlet pipe will not transition well with the sidewalk chase at the end of the pipe. A 12-inch pipe would be allowed in this situation due to the outfall having to be released at grade. A flared -end section may also be needed. Please reconfigure. 33 Please add corner lot elevations to the grading plan and the City's vertical control benchmark used on the cover sheet. 34 Are grades not changing on the northeast corner of the site? Please add proposed contours to this area due to new building footprint being proposed here. 35 In house calculations showed the volume needed in the pond was around 3000 cf. This would put the WSEL at just under 5032. Since the weir invert is at this same elevation, and the berm around the pond is an additional 1 foot for freeboard, the pond is OK as designed. The pond is essentially acting as if the 100-WSEL is at 5032 anyway. MOE are at least 1 foot higher as well. 36 A drainage easement is needed for the extent of the 100-year WSEL of the detention pond and for the outlet stormsewer. This can be done by separate document if there is no replat. Topic: ErosionlSediment Control 28 1. Your plan doesn't show any BMP's (that I can find). 2. Your EFF calculations indicate existing/established grass as a BMP, yet the site appears to be completely utilized for development. How does this all fit together? 3. What is the plan for revegetation of disturbed areas? 4. Why is the detention pond not being utilized as a sediment trap during construction? Department: Transportation Planning Issue Contact: Tom Reiff Topic: Transportation 21 Please identify and label access ramps on all plan sets. Also design ramps to allow for bike access to racks 22 Walkways need to be 6 feet in width where cars overhang. Please increase the width of the walk around the building to 6 feet. This can be accomplished by decreasing the length of the parking stalls to 17 feet, instead of 18 feet. 23 Suggest that the trash enclosure be relocated to the other side of the drive aisle and further west near the alley. This will allow for a access ramp and walk to facilitate bike and pedestrian circulation to the building from the parking lot as well as the trash enclosure. It will also allow for more landscaping near the entrances to the units. 24 Scale on the site plan is incorrect. Should be 1" = 20'. 25 Compact parking on alley should be signed and striped for small cars so as not to impede the alley. From experience with the parking structure signage should read "Small Car Parking Only - No Trucks". Page 4 54 Add the following note where the pavement will be cut to install the curb chase(s). Limits of street cut are approximate. Final limits are to be determined in the field by the City Engineering Inspector. All repairs to be in accordance with City street repair standards. 55 What do the walls look like? Need to provide details and x-sections of the walls. Provide top of wall and bottom of wall elevations. Are these retaining walls or just landscape walls? 56 How does the 15 in dia drainage pipe tie into the 4 5/8 in high curb chase? Department: Light & Power Issue Contact: Doug Martine Topic: Electric 1 Individual electric meters will be required for each apartment. This project will qualify as redevelopment and initiate Light & Power Development charges. Developer is encouraged to coordinate power requirements and availability with Light & Power engineering as soon as possible, Department: PFA Issue Contact: Michael Chavez Topic: General 18 Address Numerals: Address numerals shall be visible from the street fronting the property, and posted with a minimum of 6 inch numerals on a contrasting background. 97 UFC 901.4.4 19 Water Supply: No commercial building can be greater then 300 feet from a fire hydrant. Fire hydrants are required with a maximum spacing of 600 feet along an approved roadway. Each hydrant must be capable of delivering 1500 gallons of water per minute at a residual pressure of 20 psi 97 UFC 901.2.2.2 20 Sprinkler Requirement: This proposed building shall be fire sprinklered. 97 UFC 1003.2.9 NOTE: This proposed building contains more then 16 units and is therefore required to be fire sprinklered. Also a minimum 6-inch fire line is required. PFA requires a "Knox Box" to be mounted on the front of every new building equipped with a required fire sprinkler or fire alarm system. 97 UFC 902.4; PFA Policy 88-20 Department: Police Issue Contact: Joseph Gerdom Topic: General 14 Circulation: Is alley adequate to handle turning movements into property and onto Birch? See drainage report. 27 Please provide 40-hour extended water quality volume for this site using the City's standard water quality outlet structure. The grades should allow for this outlet structure. 31 Please provide existing contours to 50 feet off of the property line around the perimeter of site and show proposed grading ties into existing contours. Page 3 38 An access easement needs to be dedicated for the access driveway. An access easement does not exist here unless it was dedicated by separate document at some time. If so please provide the reception number and a copy of the easement. If half of the drive is on the adjacent property, an access easement on that property is needed as well. 39 ` Need to see 150 feet of off site area surrounding the lot. What is there - need to show grade lines beyond the property boundaries. 40 There is a 40-foot parking setback for the parking spaces on the driveway from the street. This will eliminate a few spaces. 41 What is the actual pavement width of the private drive? Is it wide enough to provide the head in parking you are showing and the parallel parking that is existing (or being done) today on the west side? 42 Sidewalk in front of the parking spaces needs to be a minimum of b feet wide. It is being shown as 4 feet. 43 What is the width of the existing sidewalk on Birch? May need to be widened if it doesn't meet requirements. 44 Drainage can not drain across the sidewalk from the private drive. It will need to get out to the street via a sidewalk chase or an inlet. 45 Will need to dedicate easements as needed for the site either by separate document or by plat if you end up replacing. 46 Need to provide curb and gutter details. 47 What is the proposed parkway width on Wagner? The walk needs to go around the fire hydrant 48 Need to dedicate row to the back of the new sidewalk on Wagner. 49 No sewer services are shown. 50 Use current general notes. See appendix E-1 of LCUASS 51 Provide applicable construction notes from appendix E-1 of LCUASS 52 See Check sheet for other missing information. 53 Need a detail of how the new sidewalk will tie into the existing sidewalk and ramp. COLLINS, COO 80524 Staff has reviewed your submittal for CLOCK TOWER APARTMENTS PDP - TYPE I (LUC) #37-02A, and we offer the following comments: ISSUES: Department: Current Planning Topic: General 57 Issue Contact: Bob Barkeen The site does not include a central feature or gathering place which meets the requirements of Section 4.5(D)(3) of the Land Use Code. Such an are may be incorporated into the entry features of the building from Birch or Wagner Drive. 58 The landscape plan needs to include foundation plantings along Birch and Wagner Drives. Also, the areas around the rear balconies should include some landscaping, rather than just sand. The upright junipers should be replaced with a lower shrub on the for left island (for visibility). 59 The building entrances onto Birch and Wagner Drive need to be designed to be a substantial part of the building. The entrances should also be a functional part of the building, allowing residences to access the building off of Birch or Wagner Drive, then to each unit. 60 Will the trash enclosure be better located across the parking lot in the adjacent island? It looks like there may be additional room for it here. 61 The sidewalks leading to the rear of the site should be increased in width adjacent to vehicle overhang areas. Also, the sidewalk leading from the east may be better served if located adjacent to the building rather than adjacent to the retaining walls. Please include details of the retaining walls on the site plan. It will need to be noted on the site plan the elevation of the retaining walls. 62 Please indicate window wells and other overhang (stairs, balconies, etc.) on the site plan. Please include the breakdown of the number of bedrooms/unit for proposed units. 63 A vehicle turn -around area will need to be provided at the end of the parking lot. Department: Engineering Topic: General 37 Issue Contact: Sheri Wamhoff The existing plat has a 30-foot BSB (building setback line) line adjacent to all row. The building you are proposing goes beyond this line. I don't know for sure how you can get rid of this line. Since it is on the plat, a replat maybe required. Page I
