Proposal:
Beaucaire Youth Services is proposing to open a supervised apartment
program for committed emancipating adolescents in Larimer County in a four-
plex located at 1104 LaPorte Avenue.
Property description:
In the current four-plex at 1104 LaPorte Avenue there are four
apartments, two on the upper level and two on the garden level. There is a shed
and one covered parking space on the North end of the lot. There are 8 paved
parking spaces located in front of the units. The apartment complex is currently
being rented by private citizens. The current rental population totals 10 people.
Project Plan:
The Beaucaire Supervised Apartment Program will be licensed as a
Residential Child Care Facility and approved as a Level A - Residential
Treatment Center by the State Department of Human Services. Beaucaire has
received approval of financing from the bank and from the current owner to
purchase the property. The two upper units, a three bedroom and a two
bedroom unit will be linked together by a common door. This unit will be
staffed with 24 hour staff and will offer 8 beds. The lower two apartments, one
of which is a three bedroom and the other a two bedroom, will house
adolescents in a supervised living situation and will not be licensed.
Adolescents may pay their own rent or receive subsidized housing in the lower
levels and will live independently. The lower levels can house up to 8 youth.
None of the adolescents will be allowed to drive but there may be up to three
staff cars present at a time.
Beaucaire History: ,
Beaucaire Youth Services was founded in 1994 to provide intensive
supervision and treatment services to paroling youth and have served over 200
local youth. They currently have a six bed Residential Treatment Center that has
been operational since May of 2001 and have served 30 youth. It is located at
302 Cherry Street. They offer day treatment and educational services at their
administrative offices located at 406 N. College Avenue. Beaucaire currently has
a funding request pending it the City of Fort Collins CDBG office for expansion at
the 302 Cherry Street Property. The expansion project would add 2 more beds to
their RTC and would provide space for their day treatment program and
administrative offices as well.
