Issue Contact: EJ Fast Created: 3/5/2003 Page 3 Department: Current Planning Topic: Review Process Number: 26 Issue Contact: Cameron Gloss Created: 3/5/2003 The requested Fort Collins Urban Growth Management Boundary change will trigger an amendment to the Intergovernmental Agreement (IGA) between the City of Fort Collins and Larimer County, The IGA amendment would include a modification to Exhibit 1, the Fort Collins Growth Management Area (GMA) Map. Such an action, which takes approval by the City Council and Larimer County Board of Commissioners, would need to precede any action by the City of Fort Collins to annex the Bridewater Farms property. Based upon the requirements of City Plan and the development review procedures found in the City's Land Use Code, staff has identified the following sequence of events for the applicant's request for IGA/UGMA/Structure Plan amendment and annexation: 1. City of Fort Collins Planning and Zoning Board review and recommendation to City Council. Staff has tentatively scheduled this review for the April 3, 2003 meeting. The staff will be recommending that the Board deny the applicant's request to amend the UGMA boundary based upon the recommendations provided through the first phase of the City Plan 5-year update and recommendations of Larimer County Parks and Open Lands, 2. Review of a City Council Resolution initiating an amendment to the UGMA boundary and IGA. If the City Council votes in the affirmative at this point in the process, any approval would be conditioned upon Larimer County approval of the amendments. 3. Larimer County Planning Commission review and recommendation to the Larimer County Board of Commissioners. 4. Larimer County Board of Commissioners review and action on the requested amendments. 5. City Council public hearing and Ist reading of an ordinance annexing the property and zoning. Topic: Traffic Operations Number: 24 No problems. Policy GM-2.1 states that the property must be currently located within the GMA to be annexed, or the boundary must be amended by actions of the City and County. 2. The timing of this proposal to amend the GMA and annex into the City is a challenge now for staff to respond with support. An update of City Plan is currently taking place. Recent discussions between staff, City Plan Advisory Committee, City Council and the County reflect little or no support for a GMA expansion in this area and subsequent annexation. As a result, City staff at this time will not support the Project. Number: 5 Created: 2/21 /2003 Growth Management Area Boundary (GMA) 1. An amendment to the GMA requires a decision by both the City Council and Board of County Commissioners. As mentioned above, the City Council appears reluctant to support a GMA expansion at this time. Furthermore, the County is interested in pursuing implementation strategies to preserve agricultural lands within this area and in-between Wellington and Fort Collins further to the north. Page 1
