On behalf of the Windsor Reservoir & Canal Company (WRCC), I have reviewed the
referenced project as submitted to me with your Project Comment Sheet dated January 24, 2003.
WRCC owns the ditch which basically lies along the westerly boundary of the project
which is the subject of this annexation proposal.
As you know, this ditch is significantly involved in planning of other developments in the
immediate area as well as a part of the master plan drainage project currently under way.
WRCC has no comment relative to the request for annexation or zoning.
The owner/applicant needs to be cautioned that development of this ground as generally
outlined in the January 21, 2003 letter of V.F. Ripley Associates to you will significantly involve
our client's ditch property. This is particularly true in the areas of developed stormwater
discharge and crossings.
