Continuity- There are no gaps in the sidewalk system within the study area. However, some of the sidewalks were built under previous Fort Collins design criteria. It is not reasonable to expect a small development proposal to bring all sidewalks up to the current City design standard. Y Therefore, the existing sidewalk system was deemed to be acceptable. Street -- A11--signalized intersections have marked pedestrian Crossings- crossings. Visual Interest All land within the study area, is developed. The And Amenity- sidewalk system in much of this area was built with some landscaping and sidewalk furniture, therefore the goal of LOS A is satisfied. Security- Most of the study area has good lighting levels and pedestrians are clearly visible to motorists. Also, since this area is a "pedestrian district," drivers of motor vehicles expect heavy pedestrian activity. Therefore, the goal of LOS A is satisfied. Bicycle Level of Service As stated in the pedestrian level of service section, generally the primary bicycle destination areas for Cambridge House Apartments will be Colorado State University and, to a lesser extent, the commercial uses along W. Elizabeth Street. There are bicycle facilities along Shields Street, W. Elizabeth Street, and W. Plum Street. The Bicycle LOS Worksheet is provided in Appendix D. Transit Level of Service Currently, this area is served by transit routes 2, 3, 6, 11, and 61. In the future, transit service will be improved as depicted on the Fort Collins Transit System Plan. Appendix D contains a future transit level of service worksheet. As indicated, the future level of service will be in the B category. Conclusion The Cambridge House Apartments Expansion will have minimal impact on traffic and operation at the key intersections. No additional auxiliary lanes should be built at the key intersections. There is adequate intersection sight distance at the key intersections. The alternative modes level of service is acceptable. 2 Site Proposal The site plan for Cambridge House Apartments Expansion is shown in Figure 3. As indicated on the site plan, there will be a building with 18 apartment dwelling units and 3,100 square feet of office. With the, proposed Cambridge House Apartments Expansion, the RT Access to Shields Street will be eliminated. Therefore, access to the site will be via the existing East Access and West Access to W. Plum Street. Trip generation was calculated using Trip Generation, 6" Edition, ITE as the reference document. Land use codes 220 (Apartment) and 710 (Office) were used. Table 2 shows the calculated daily and peak hour" trip generation for the Cambridge House Apartments Expansion. It is expected that -this -development will generate 154 daily trip ends, 14 morning peak hour trip ends, and 17 afternoon peak hour trip ends. The trip distribution for the Cambridge House Apartments residential development is shown in Figure 4. The trip distribution was determined from existing counts and in consideration of the site location relative to Fort Collins. Figure 5 shows the site generated traffic that is associated with the proposed Cambridge House Apartments Expansion. Total Peak Hour Traffic Traffic volumes in this area of Fort Collins are relatively stable. Therefore, the background traffic is considered to be the existing traffic. The site generated traffic was added to the existing traffic volumes at the key intersections and is shown in Figure 6. Table 3 shows the peak hour operation at the key intersections. Calculation forms are provided in Appendix C. The key intersections will continue to operate acceptably. Based upon criteria in the Larimer County Urban Area Street Standards, northbound and southbound right -turn lanes are required on Shields Street approaching W. Plum Street. However, due to physical constraints, these right -turn lanes are not likely to be built. Therefore, the geometry at the key intersections will remain as it exists today. A sight distance analysis indicated that there is adequate sight distance at the key intersections. Pedestrian Level of Service Appendix D shows a map of the area that is within 1320 feet of Cambridge House Apartments Expansion. There are four pedestrian destinations within 1320 feet of Cambridge House Apartments Expansion: 1) Colorado State University, 2) residential areas to the north of the site, 3) commercial uses along W. Elizabeth Street, and 4) residential areas to the south of the site. While there are residential neighborhoods within 1320 feet of Cambridge House Apartments, the affinity between the likely residents of Cambridge House Apartments and those neighborhoods is very small. This site is in an area termed "pedestrian district." The minimum level of service for "pedestrian district" is A for all measured categories, except for the street crossings category which is level of service B. .The Pedestrian LOS Worksheet is provided in Appendix D. Plum Street in Fort Collins, Colorado. The site location is shown in Figure 1. A scoping conversation was held with Eric Bracke, Traffic Engineer, Fort Collins Engineering Department. The Shields/W. Plum and Site Access intersections were the intersections that were requested to be analyzed. Existing Conditions The proposed site is.in an area of primarily residential uses. There are commercial uses to the south of the site. Colorado State University is to the east of the site, across Shields Street. The Shields/W. Plum intersection has signal control. At the Shields/W. Plum intersection, Shields Street has northbound and southbound left - turn lanes and two through lanes in each direction. Also at this intersection, W. Plum Street has all movements in a single lane on the west approach and all movements in separate lanes on the east approach. Shields Street is classified as a four -lane arterial street. There are existing bike lanes with no parking on Shields Street. West Plum Street is classified as a collector street west of Shields Street. There is parking on West Plum Street. The posted speed on.Shields Street is 30 mph. Existing Traffic Recent peak hour traffic counts at the Shields/W. Plum, W. Plum/East Access, W. Plum/West Access, and Shields/RT Access intersections are shown in Figure 2. Raw count data is provided in Appendix A. Traffic'volumes at the Shields/W. Plum intersection were obtained on April 29, 2003 and traffic volumes at the Site Access intersections were obtained in June 2003. Table 1 shows the current peak hour operation at the key intersections using the volumes shown in Figure 2. Calculation forms are provided in Appendix B. A description of level of service for signalized and unsignalized intersections from the 2000 Highway Capacity Manual and a table showing the Fort Collins Motor Vehicle LOS Standards (Intersections) are also provided in Appendix B. The key intersections operate acceptably during both the morning and afternoon peak hours.
