My name is Steve Glass and I attended a neighborhood meeting on Monday
August 19, 2002. The meeting was specifically about Beau Cair and their proposed
development of 302 Cherry Street, in Fort Collins. The meeting had a city mediator
present. In short there was a lot of finger pointing and bad mouthing of Beau Cair, and of
the person in charge Lynette McClain.
As the meeting progressed neighbor issues were brought up and Beau Cair said
they would immediately try to solve any and all of the problems being extremely
amicable. Well as this continued a gentleman asked, "If all these problems are remedied
would you mind Beau Cair being there." There was an immediate roar through the
neighbors as I heard "no we do not want them here."
My point is, even if Beau Cair, who helps troubled youth, was perfect and had no
problems, the local neighbors do not want Beau Care at 302 Cherry. I write this to say I
think this location is perfect for Beau Cair and I hope their development proposal passes
and that this can be the future location of their facilities. The site is located in an area
where commercial buildings can be and close to the park where Beau Cair's clients can
go out and enjoy the outdoors. Tfor one, hope Beau Cair is granted their development
proposal.

SUBJECT: Beaucaire Youth Services
Beaucare Youth Services plans to expand their current residential treatment facility at
302 Cherry Street. This facility currently houses six teenage youths, who are undergoing
rehabilitation. They are proposing to add two teenage clients and a day -treatment facility
of possibly another twenty clients. Their administrative offices would be relocated there
as well.
As part of the development review process, a neighborhood meeting was held on August
14, 2002. There were approximately 20 people in attendance at this meeting. The
adjacent neighbors were very outspoken about the current facility, and were very critical
of its ongoing management. Since the applicant, Lynette McClaine, does not work at this
facility, she was not aware of the situation and will try to resolve the issues. The letter
from Mr. Glass is in support of her project, stating that if the issues raised by the
neighbors could be ameliorated, that the project would still be unacceptable because of an
expressed neighborhood fear. The issues raised by the neighbors at the meeting appear to
be very real, and will need to be considered in the review of this application.
The project has not been submitted to the City for review, and will be presented to either
the Administrative Hearings Officer or the Planning and Zoning Board for consideration
(Type I or Type II review). A decision made through either process may be appealed to
the City Council.
Beaucaire Youth Services has been awarded Community Development Block Grant
(CDBG) funding in the amount of $35,600 to assist in acquiring the property.
