6. There will be no outside supervision between the hours of 9:00 p.m. and 9:00 a.m.
7. With the above two statements considered, there will be consistent outside supervision
between the hours of 9:00 a.m. and 9:00 p.m.
8. Not allow smoking on the property by youth and staff.
9. Order nametags as soon as possible and always wear the nametags when working on the
property.
10. To be available 24 hours a day and 7 days a week to receive phone calls from the
neighbors regarding any issue.
11. Log all phone calls coming from the neighborhood.
12. Create a list of staff, the days and hours each staff person works, and corresponding
phone numbers by Wednesday, August 21. That list is to be distributed by Beaucaire staff
to all neighbors in the immediate area and to the Neighborhood Resources Office.
13. Meet in two weeks at the Neighborhood Resources Office to further discuss issues and
open communication with the neighborhood.
The Neighbors agree to:
1. Call Beaucaire when they have an issue.
2. Log all phone calls to Beaucaire.
3. Meet in two weeks at the Neighborhood Resources Office to further discuss issues and
open communication and trust with Beaucaire.
4. Keep from talking to the kids living at Beaucaire.
Neighborhood Resources Office agrees to:
1. Facilitating a meeting every two weeks between Beaucaire staff and Martinez Park
neighbors to help open up communication lines and develop trust.
2. All further meetings between Beaucaire and the Martinez Park neighbors will be held at
the Neighborhood Resources Office.
3. Meetings will continue under the facilitation of NRO for two months.

❑ Beaucaire kids regularly allowed outside the fence

o Beaucaire kids regularly throwing gang signs and shouting "South Side Rules!"
❑ Noise coming from within the Beaucaire facility that can be heard outside — fighting
between kids
Beaucaire's Perspectives:
❑ Lynette wants to make sure that the Beaucaire facility is well managed and believes it is.
❑ She is unaware of most of the issues the neighborhood has brought to the discussion.
❑ This is Beaucaire's first attempt in managing a half -way house so they are learning as
they go.
❑ The kids who stay at Beaucaire must pass a rigid process to become eligible to be part of
Beaucaire's program. The kids selected to be at Beaucaire are those who pass the rigid
process and show the potential for becoming worthy citizens and not returning to the
corrections facilities.
❑ The kids at Beaucaire can have extreme behavior "swings" so they are in intensive
programs to help them manage their behavior, emotions, and prepare them for living in
the community without support.
❑ During the day, there should not be any kids at the facility because they all are out either
working, attending school, or receiving support services.
o Because the kids are under 18 and wards of the state of Colorado, there are more
stringent rules regarding their identities. All records and their identities must remain
confidential according to Colorado law.
❑ Lynette and her staff manage Beaucaire.
o Lynette is responsible to her board of directors and the state licensing board.
❑ Beaucaire contracts with the Colorado Department of Corrections to house and support
the youth living at the facility.
❑ The staff is trying hard to curb the swearing.
❑ The properties are very close. They know the neighbors can sometimes hear what is
going on inside their building. And they can also hear what is sometimes going on in the
neighbors' homes.
Agreements reached between Beaucaire and the Neighborhood to be in effect for the next
30 days:
Purpose: The immediate situation with Beaucaire occupying the facility at 302 Cherry will not
be changing. How can the neighbors and Beaucaire staff begin to build some trust and positive
communication?
Beaucaire agrees to:
1. Determine their policy regarding integration of the kids into the neighborhood and bring
that policy to the neighborhood at the next meeting.
2. Consistently watching out for neighborhood children during after school hours — 3:00 to
9:00 p.m. — Staff will regularly be outside to watch for children.
3. When someone is backing out of the property to have another person there to watch for
children and people.
4. Keep all kids behind the fence.
5. Have outside supervision 50% of the time in a 24 hour time period

Neighborhood Perspectives regarding Beaucaire:
❑ In and out traffic from the house — driveway backing out, throwing gravel, not watching
for children
❑ Construction noise, dirt, and safety
❑ Stormwater concerns because it always floods right in front of the house
❑ Will there be a road behind the axle repair place so there can be a back entrance
❑ How many staff are on duty
❑ Rocks in the street and tires spinning which results in rocks being thrown
❑ "Neighborhood Children Safety"
❑ Parking on the property
❑ A 15 foot wide curb cut after the new construction
❑ Long term issues since the arrival of Beaucaire that are still unresolved and need
immediate attention
