Dear Ron:
This letter is intended as a formal summary of our meeting last Friday to discuss City fees
applicable to the proposed dormitory at the On the Ropes Course site.
After conferring with several City departments and the Poudre School District, the City
has taken the following position relative to the fees:
• The dormitory is considered a "residential" development;
• Each of the 175 four -bedroom suites would be considered a "multi -family dwelling"
for purposes of calculating fees. Please note that the Capital Expansion fees have
thresholds based upon the net square footage of each dwelling.
• The building will be subject to Plan check and Permit fees, Street Oversizing fees,
Development Charges for Water, Sewer and Stormwater, Water and Sewer fees,
Electric Service Charge, School District Impact Fee, Storm Drainage Basin fee, and
Capital Expansion fees, including the Parks fee;
• Should the University wish to appeal the City's decision to apply a particular fee, a
formal appeal may be filed with the City's Finance Department. Such appeal must
include an impact study justifying the requested fee waiver. In our meeting, you had
expressed some reservation about the application of school district fees, parkland fees
and, potentially, other components of the Capital Expansion fees.
