There is a discrepancy between the site / landscape and the utility plan on the driveway cut onto James
Court. One plan has it Identified for emergency access only, while the utility plan has it open for public
access. It is requested that the drive be open to both emergency vehicles and the public.

Please dedicate the required right of way (ROW) for James Court and Shields St. with this submittal. James
Court is a local street which consists of a 51-foot total ROW, and Shields St. is a 4-Lane Arterial with a 115-foot
total ROW from centerline. A sidewalk (detached preferred) will need to be constructed along the frontage
of James Court from Shileds St. and connect to the existing attached sidewalk along Burton Court.

Without a more detailed and dimensioned site plan, it's hard to tell if they comply with the front setback
requirement found in Sec. 4.24(D)(2)(C). Based on what I assume to be the front lot line as shown on the
utility plan, it looks like they donl comply with the minimum setback.

Need sidewalk ramps at the Handicap parking spaces. Need at least one van accessible handicap parking
space.

Their narrative states that the City will accept off -site parking since they donl provide the minimum on -site
that is required. That is true, but they need to provide a vicinity plan or something showing where the
alternative parking location is.

Please provide 40-hour extended detention water quality calculations in the report, including volume
required and orifice sizing.
Number: 56 Created: 2/24/2003
Please provide a water quality outlet structure detail on the plans showing all dimensions and structural
components.
Number: 57 Created: 2/24/2003
Please provide storm sewer plan and profiles for all storm sewers. Due to this project being a site plan
advisory review, the most critical area that needs to be shown is the connection to the City storm sewer in
Pitkin Street and any pipe in the right-of-way. Tailwater effects from the City storm sewer do not need to be
applied to this ouffall, thus the HGL of the ouffall pipe does not need to be calculated or shown on the
profiles.
Number: 58 Created: 2/24/2003
Please provide any details that are applicable to this site. (Inflow curb and gutter for Pitkin st., manholes,
sidewalk chases, curb cuts, etc.)
Number: 59 Created: 2/24/2003
Please provide cross -sections for the proposed grading to ensure that the offsite flows can pass through the
site as suggested. This should be done at the west and east ends. These cross -sections should be on the
plans as well as the report and include all elevations.
Also, please provide pond spillway cross -sections labeled with elevations and WSEL.
Number: 60 Created: 2/24/2003
If the retaining wall or any other improvements, including grading, is to be located off -site, a drainage
easement will be required. If access to any off -site properties is required to construct any of the on -site
improvements, a temporary construction easement will be required.

Please provide at least 10-feet separation between center -line of storm sewer and any trees.

limits in all directions.

Please clearly Indicate the location of the emergency access lane, labeling radii around curves.
Number: 25 Created: 2/7/2003
Please label the existing ROW along both Shields and James Court. If either streets are lacking in ROW to
meet the Master Street Plan, please dedicate ROW to standards as required by the Land Use Code. James
Court is a Residential Local needing a total width of 51'- this development would be responsible for half that
width from the centerline of the existing road, or 25.5 feet.
Shields is a 4-lane arterial, with a total ROW requirement of 115 feet.
This development is also responsible for improvements to these streets to bring them up to current standards.
Number: 26 Created: 2/7/2003
Please dedicate any needed easements. For example, the standard utility easement along local street ROW
Is 9 feet, while along arterials it is 15 feet wide.

Staff has reviewed your submittal for CSU SOUTH DORMITORY SITE PLAN ADVISORY
REVIEW #50-02A, and we offer the following comments:
ISSUES:
Department: Current Planning Issue Contact: Bob Barkeen
Topic: General
Number: 63 Created: 2/26/2003
The landscape and site plan will need to be consistent. There are discrepancies among the two plans,
Would it be possible to provide a building entrance along the north elevation that is central to the building?
The proposed entrance onto Pitkin Avenue is secondary, and does not provide an emphasis along the north
building facade.
Number: 64 Created: 2/26/2003
A six-foot fence is shown along Burton Court. If an access point is located off of Burton Court, this fence may
pose a safety concern with sight distance. It could be possible to end the fence at the houses along James
Court then provide low growing shrubs in this area for parking lot screening. Additional parking lot screening
should be provided at the western edge of the lot, adjacent to Shields Street. Pedestrian connections could
occur from the parking lot to Burton Court with the fence removed.
Number: 65 Created: 2/26/2003
There are two islands within the southern portion of the parking lot that appear to missing canopy trees.

Topic: General
Number: 18 Created: 2/7/2003
The utility plan is highly conceptual at best. Please submit utility plans according to the Lorimer County Urban
Area Street Standards, as well as a completed utility plan checklist (LCUASS appendix E), a soils report, etc.
Number: 19 Created: 2/7/2003
The site and utility/grading plans do not match. Please ensure that these match on future submittals.
Number: 20 Created: 2/7/2003
There are new ADA requirements for pedestrian ramp texturing. Please see the attached handout for the
detail to use.
Number: 21 Created: 2/7/2003
Any proposed work to be done offsite will require letters of intent from affected property owners and
completed offsite easements submitted to the City prior to final City signoff of the plans.
Number: 22 Created: 2/7/2003
Gray lines on the plans are too light to be reproducible. Please darken them so that they are.
Number: 33 Created: 2/7/2003
Please submit all documents relating to this project at the some time (i.e. the TIS and grading plans, etc.,
should have been submitted along with all other plans and reports).
