Question 7; 3.5.1G:
CSU would like to address the building height comments concerning 3.5.1G by a written response
to the four objectives of 3.5.1 G, items 1 through 4, and how the design addresses these criteria as
follows:
Views:
a. Views from the North: Property to the north is owned by CSU. CSU is not
concerned with blocked views from this property.
b. Views from the East: Property to the east is owned by CSU. CSU is not concerned
with blocked views from this property.
C. Views from the South: The property to the south of the new Residence Hall consists
of a 4-story, U-shaped apartment building. The building is separated from the CSU
Residence Hall with a large parking lot and 35' setback. The end facades of the
wings of the U-shaped building contain no residential windows on the north facade
facing the Residence Hall.
d. Views from the West: There are four 1 1/2-story apartment buildings on the west
adjacent property which have windows facing the east towards the CSU Residence
Hall. The entire property line will be screened with a solid fence and landscaping.
The south two apartment buildings will be looking into a courtyard with direct views
into the Residence Hall over 220 feet away. The north two apartment buildings are
60 feet from the Residence Hall but do allow for a northeast and southeast view. In
no case are any west views blocked.
2. Light and Shadow:
Shadowing is not a concern for CSU on the adjacent north or the east property as this
property is owned by CSU. Shadowing is not an issue for the property south of the
Residence Hall. The two south apartments on the west adjacent property should see little
shadowing except from the east in the early hours of the morning. Due to the "S" shape of
the Residence Hall, there is a 300 SE bearing angle where the Residence Hall will not cast a
shadow on the north apartments on this site. Again, only the east morning sun will be
shadowed.
3. Privacy:
The only concern for privacy separation is the apartments on the property west of the
Residence Hall. The design minimized orienting Residence Hall units towards these
apartments to the greatest extent possible. A privacy fence, as well as landscaping and
courtyards, are designed to increase this privacy.
4. Neighborhood Scale:
The Residence Hall is located on CSU Main Campus. To the north and east of the project
site are several buildings four stories or greater. In addition, the housing apartment building
to the south is a 4-story building. Also, the building steps down to three stories at several
locations to reduce the overall scale and visual impact. The roofs are pitched to blend with
the character of the surrounding residential neighborhoods.

CSU intends to construct additional parking off -site. The off -site parking is included on
the project context drawing.
Number 46
CSU is willing to have the connection designated as either `open' or `emergency only'.
Neighbors has expressed the desire for the connection to be `emergency only'. CSU will
follow the confirmed recommendation of the city.

Letter regarding the designation of ROW is included.

This information will be clarified as the actual design is developed and the information
will be included in the final submission of construction drawings.

Letter is included regarding easements for the utilities. It is the intent for CSU to provide
easements for the water main loop, hydrant and curb stop. CSU intends to own and
maintain the sewer laterals. Therefore, easements for the sewer lines would not be
necessary.

The building is approximately 18 feet from the Pitkin Street curb. The setback if from a
CSU street and is roughly similar setback as nearby buildings.

The proposed 15-inch storm sewer will connect to the City's 24-inch storm sewer by
using a concrete manhole. At this manhole, the 15-inch storm sewer will be set at an
elevation to match the crown of the existing 24-inch pipe. These features will be shown
in plan and profile sheets that will be submitted to the Fort Collins Stormwater Utility
Depertment.

These details will be included in the final submission of construction drawings.

These detailed cross -sections will be included in the final submission of construction
drawings. It is believed that the calculations, which has been done and included in
submitted information, indicate that the design is valid.

A letter from the property owner where the storm water diversion wall is to be
constructed is included. There are other design solutions if the land owner and CSU do
not come to terms. It is also the intent is to obtain construction easements, and this is
included in an attached letter.
Number 61
The 10-foot margin will be maintained between City utilities and trees.

The erosion plan will be included in the final submission of construction drawings.

Neighbors expressed desire for a fence at this location to reduce temptation for people to
park near their buildings to access the new dorm. CSU will follow confirmed direction of
the City.

Additional drawing of the project context is included indicates an existing bike path to
the east of this project. This was recently developed as an access onto campus. The
design of this project considers the desire to not preclude future assess through the site.
Number 45
Visitor access is via the two main entrances at the center section of the complex.
Number 9
Fire lane is 30 feet wide. Second point of access is 24 feet wide and is connection to
James Court as indicated on drawing included. A temporary fire lane will be submitted
prior to start of construction.
Number 10
Fire hydrants are indicated on drawing included and are within the 300 feet as required.
The civil engineer on this project (TEC) has determined that adequate fire flow exists for
this project. Due to time constraints, the City of Fort Collins Utilities was not able to
provide a letter stating that adequate fire flow is available for this area. This letter should
be forthcoming. Further questions on this subject can be forwarded to Roger Buffington
at the City of Fort Collins Utilities, 221-6700.
Number 11
Design of the fire system will be based on PFA guideline.
Number 12
Intend to continue detailed dialog with PFA and to meet the Code and PFA requirements.

Fire sprinkler will be based on NFPA 13 requirements.
Number 14
Building fire alarm requirements will be developed as design develops and PFA shall be
consulted.
Number 15
Knox Box will be included. The type and location will be coordinated with PFA.

The electronic security doors will be installed as fail-safe type. Electronic security doors
are planned for the exterior doors and secondary internal doors. There has not yet been a
final decision for the type of hardware for the actual living quarters. When this is
determined, CSU will consult with PFA to work out any issues.

Sign will be included along Pitkin Street and be the standard CSU building designation
sign. This is the free-standing sign with building name and street address typical of most
CSU buildings.

The following is in response to your Staff Project Review letter dated 2/26/2003 for the
CSU SOUTH DORMITORY SITE PLAN ADVISORY REVIEW #50-02A:
Number 63
CSU feels that the entrance is in the functionally correct place. As Mr. Chase explained
to the Planning Commission in a work session, this is a dormitory for freshman students
and security has to be tightly controlled. In this case there will be a 24 hour manned
station at the central entrance. One of the reasons we selected this design is because it
balanced access to the building from the street and the rear parking areas. It also creates
a central activity area that placing the entrance on Pitkin would not make possible.

Revised fence and landscape plan is included. We believe the revision responds to the
concerns.
