block veneer and horizontal metal siding. This type of architectural
treatment is predominant in this region and should not be detrimental to any
adjacent uses. The addition is intended to be seamless and appear
harmonious with the massing. Traffic impacts will also be minimal since all
of the residents either bike or walk to work. Only a small increase in visitor
and employee trips will occur. General deliveries and food product
transportation will remain as currently scheduled. Throughout the design
process, we are taking the LEED approach to ensure the addition meets
certain sustainable requirements and construction methods. Larimer County
expresses the desire to minimize waste impacts and maximize energy
efficiency and workplace comfort.
The site plan complies with all standards imposed by the Land Use Code
and the supplementary regulations and as outlined on the application.

Project Description
This request for review from Larimer County is to construct a three story
addition to the existing Community Corrections Facility. This facility is known
most commonly as a "halfway house" or alternative sentencing unit.
Residents are typical of those nearing successful completion of their
sentencing. Case managers provide guidance and counseling to help
transition residents back into the workforce and a responsible way of life.
The addition will house an additional 151 residents, provide separated
entrances for population division, and facilitate additional staff for the new
residents. The addition contains 23,240 gross square feet total on all three
floors. Combined with the existing facility of 32,400 gross square feet, the
new proposed facility will total 55,640 and house 327 residents. The first
floor program will currently be dedicated for women. This level is separated
from the rest of the building by providing for its own entrance, lobby, check -in
core, and visitation areas. The second and third floors are currently going to
be a capacity increase to the existing men's population programs. All three
floors in the addition provide for additional bedrooms, bathrooms, laundry
facilities, mechanical spaces, storage, resident multipurpose areas, and
support office cores on each floor. The existing kitchen facilities and outdoor
areas will be preserved as they currently are. No additional loading areas
are proposed as the main loading area was designed to accommodate the
phase II addition.
Impacts to local school safety will not increase. The location of the existing
Larimer County Community Corrections Facility has proven its safety record.
The previous application declared that the school grounds and adjacent
walks of Liberty Common School, Seven Oaks Academy, and Rivendell
School be declared off-limits to residents. The addition will continue this
restriction to residents.
Site alterations include the addition of another 145 bicycle parking and the
relocation of the existing trash enclosure. No alterations will be done to the
existing parking area and parking landscape. Existing trees that are located
within the addition area are planned to be relocated on site. New foundation
plantings are proposed to match that of the existing facility. Storm drainage
is still managed on site with an increase to the north basin capacity.
