The response has been spurred by questions about the facility's residents and their impact on criminal activity in the surrounding area, specifically on nearby bicycle/pedestrian trails. As many as seventy-five (75) percent of the approximately 176 residents living at the existing facility do not have drivers' licenses and they must rely on friends/family or alternative transportation means (walk/bike) to get to work or their daily activity. It is assumed that with the facility's expansion, the majority of the additional 151 residents will also rely on friends/family or alternative transportation means to get to work or their daily activity. Case managers work with the residents to develop a direct route to their work or daily activity, and each resident must sign in and out upon arrival/departure from the facility. Each resident is allotted a specific travel time, determined by the mode of transportation. Higher risk offenders may also be monitored by GPS, if necessary. Administration randomly monitors residents' attendance and travel time as regulated by the State of Colorado. If residents violate the facility's rules, they can be terminated from the Community Corrections Program and may be sentenced to prison. The Community Corrections Facility administration has no knowledge of incidents involving resident crimes on or near the area bicycle/pedestrian paths, nor in the immediate neighborhood. In fact, facility residents are often assigned to pick up trash on the area bicycle trails as a "recreational activity." The City of Fort Collins Police Department has not found any incidents of significance at or around 2255 Midpoint Dr. (Community Corrections) for the past year (according to Laurie Frank, Crime Analyst for Police Services). The facility does not appear to pose an increased risk of criminal activity for that immediate area. The clientele of Community Corrections are very aware of the consequences if they are involved in criminal behavior, especially if they engage in that behavior at or close to the Community Corrections facility. There is no evidence to suggest that by having Community Corrections clients utilizing the trail system around the facility increases the criminal activity for the area. 281 North College Avenue • P.O.
