Extent—Currentlythe intersection of Prospect Road and Timberline Road provides level of service F during rush hours. The Traffic Operations Department staff indicates that a proposed shuttle service and a staggered staff work schedule allows the proposal to avoid additional impacts to this failing intersection during rush hours (See pages 24 and 25 of the traffic study for a description). A shuttle bus. is proposed to bring residents from the facility, past the Timberline/Prospect intersection, to a drop-off point to be designated somewhere along Riverside Avenue. From the drop-off point, the applicant anticipates that the residents would access public transportation, have prearranged rides meet them, walk or possibly ride bikes (a bike rack will be fitted to shuttle vans). The applicant anticipates that vans would pick up residents from the designated point every 15 to 20 minutes during rush hour and transport them back to the facility. The existing Rivendell School borders Prospect Road and Riverside Avenue, both of which are major routes of travel of residents getting to and from their employment destinations. The applicants have ,indicated that they would not have a problem restricting clients traveling by bike or on foot to the opposite side of the street from Rivendell School at all times. Staff finds that the extent of the proposed Larimer County Community Corrections Facility is appropriate because the application specifies that facility residents, while walking or bicycling, will be required to travel only on the south side of Prospect Road and/or the west side of Riverside Avenue while traveling adjacent to Rivendell School. CONCLUSIONS: After reviewing the Larimer County Community Corrections Facility, Site Plan Advisory Review, File #19-03, staff offers the following conclusions: 1. The location of the proposed Larimer County Community Corrections Facility is appropriate because the application includes the clarification that the school grounds and adjacent sidewalks of Liberty Common School, Seven Oaks Academy, and Rivendell School be declared off-limits to residents. 2. The character of the proposed Larimer County Community Corrections Facility is compatible with its surroundings. 3. The extent of the proposed Larimer County Community Corrections Facility is appropriate because the application specifies that facility residents, while walking or bicycling, will be required to travel only on the south side of Prospect Road and/or the west side of Riverside Avenue while traveling adjacent to Rivendell School. Larimer County Community Corrections Facility, Site Plan Advisory Review, File #19-03 P&Z Meeting July 17, 2003 Page 3 applicant has stated that the staff at the Community Corrections Facility will have a high degree of control over client movement in the community, with the ability to dictate specific routes of travel and modes of transportation, and that clients are never allowed to walk around the neighborhood at will. Global Positioning Systems (GPS) ankle monitors can be used on any offender considered to be a high risk, giving Correction Facility staff information on all locations, specific streets traveled and rate of speed for all movement in the community as well as alerting staff of any off-limits traveling. The applicant has indicated that Liberty Common School, Seven Oaks Acadamy, and Rivendell School are willingly able to be declared off-limits to residents. Staff finds that location of the proposed Larimer County Community Corrections Facility is appropriate because the application includes the clarification that the school grounds and adjacent sidewalks of Liberty Common School, Seven Oaks Academy, and Rivendell School be declared off-limits to residents. B. Character - The new building will house 176 residents on approximately 2.84 acres, and will contain 32,400 square feet of floor area including offices, visitation rooms, kitchen/dining areas, classrooms, resident's bedrooms, day rooms and laundry facilities. Although the State Statute does not specifically require the application to follow municipal Land Use Code standards in the case of location, character & extent reviews, the design of the project attempts to satisfy standards of the LUC where feasible. Street trees are provided along Midpoint Drive in the parkway strip between the sidewalk and the curb. Foundation plantings are provided along all facades. Parking lots are adequately landscaped. Parking spaces meet minimum parking space requirements, and are sized adequately. Handicap spaces are provided and are located convenient to the main building entry. Site lighting provides adequate lighting for safety without over -lighting. The proposed exterior building materials are similar to those already being used in the neighborhood, and consist of 4" CMU veneer (including horizontal bands of varying colors), metal siding (also with color changes), and a standing -seem metal roof. Detailed information regarding building colors will be consistent with the character of neighboring properties provided. The massing of the building is consistent with the massing of the adjacent detention center building. The service entry and trash enclosure are adequately screened and located out of prominent views. The parking lot is oriented behind the building rather than being located between the building and the street. Sidewalks connect the street sidewalk with the main building entrance. Bicycle parking is provided convenient to the building entrance. Building setbacks match those of existing buildings in the vicinity. Staff finds that the character of the proposed Larimer County Community Corrections Facility is compatible with its surroundings. Background The surrounding zoning and land uses are as follows: N: E — Midpoint Drive, vacant land, a convenience store with fuel sales, Prospect Road; NE: E — Intersection of Midpoint Drive and Specht Point Drive, existing office 1 and 2 story office buildings (also housing Seven Oaks Acadamy); Advance Energy, Liberty Common School; E: E - Larimer County Detention Center; Midpoint Drive, Advance Energy; S: T — Vacant land, Great Western Railroad tracks; LMN & I — existing farmstead (within the limits of the approved Sidehill ODP); W: E — Existing warehouse building, Timberline Road. The property was annexed in September 1973 as part of the East Prospect First Annexation. 2. Process The City has agreed with the County to process this review under Section 31-23-209, C.R.S., which states: "When the commission (Planning and Zoning Board) has adopted the master plan of the municipality or of one or more major sections or districts thereof, no street, square, park, or other public way, ground or open space, public building or structure, or publicly or privately owned public utility shall be constructed or authorized in the municipality or in such planned section and district until the location, character and extent thereof has been submitted for approval by the commission. " Under the statute, if the Planning and Zoning Board disapproves the site plan, such disapproval may be overturned by a two-thirds vote of the Board of Commissioners. 3. Location. Character and Extent: A. Location - The proposed half -way house will be located adjacent to the existing Detention Center complex. Neighboring land uses include primarily office and employment uses; however, there are two schools (Liberty Common School & Seven Oaks Acadamy) within 750 feet of the site. Additionally, Rivendell School is located at the northeast corner of Riverside Avenue and Prospect Road. The ITEM NO. 3 MEETING DATE 7�177/03 STAFF Troy cones Citv of Fort Collins PLANNING AND ZONING BOARD STAFF REPORT PROJECT: Larimer County Community Corrections Facility, Site Plan Advisory Review, File #19-03 APPLICANT/ OWNER: Larimer County Facilities Department 2555 Midpoint Drive, Suite D Fort Collins, CO 80521 PROJECT DESCRIPTION: Larimer County requests a Site Plan Advisory Review to construct a Community Corrections Facility to house 176 residents on approximately 2.84 acres just west of the existing Detention Center. The new facility will replace the existing Halfway House located on West Laurel Street. The building will contain 32,400 square feet and will include offices, visitation rooms, kitchen/dining areas, classrooms, resident's bedrooms, day rooms and laundry facilities. Portions of the building are intended to allow for future expansion in the longer -term future. The property is zoned E - Employment. RECOMMENDATION: Approval EXECUTIVE SUMMARY: This request for review from Larimer County is submitted to the Planning and Zoning Board as a Site Plan Advisory Review pursuant to State Statute Section 31-23-209, which limits the City's review to the location, character and extent of the new facility.
