As previously indicated it is important to consider the future developable area on this site. This will
minimize the need to remove proposed infrastructures to extend utilities. What is planned for future
development on this site? Should the water main shown be extended to the end of the driveway to
avoid future removal and replacement of paving? A water main loop through the overall site is
desirable from a reliability standpoint? Is there a master plan for the site to help insure a logical
phasing and layout of water and sanitary sewer utilities? Is the sewer location shown compatible with
future development?

As previously indicated, sanitary sewer mains must maintain a 4 foot minimum depth of bury or
insulation must be installed. If insulation is proposed, provide complete details (i.e. type, width,
thickness, manufacture, etc.). Show and label insulation in sanitary sewer profile view.

As previously indicated, provide easements for the water main/fire hydrant and the sanitary sewer.
Utility easements for sanitary sewer mains are to be 30 feet in width and for water mains are to be 20
feet in width with the water/sewer main centered in the easement. Provide copies of the required
offsite utility easement for the proposed sanitary sewer for our review

As previously indicated, fire hydrants and curb stops must be located within a utility easement. Provide a
permanent utility easement now for the proposed water main and fire hydrant.

No more than about 500 square feet of driveway can drain out of at driveway and that needs to be
done as sheet flow - not flow concentrated within a gutter pan. You have quite a bit more area than
that draining out the driveway. If it needs to go to the street another method for getting it there needs
to be provided. It looks like you could pretty easily take the drainage into the pond.
7/9/03 It is important for water quality to take these flows into the pond and not directly into the street.

Normally for detention pond outlet pipes releasing into the curb and gutter a 6-inch diameter pipe is
the minimum used. Please revise or explain why 4-inch pipes must be used.

Please request a variance for basins 300 and 301, which are not to be detained and are impervious,
in the drainage report with reasons why. The City still strongly urges the basins to drain into the
detention pond bebore draining onto City Right -of -Way.

Staff has reviewed your submittal for LARIMER COUNTY COMMUNITY CORRECTIONS FACILITY -
SITE PLAN ADVISORY REVIEW TYPE II #19-03, and we offer the following comments:

If it is at all possible, please provide some photographs of some buildings that have similar or the
same metal siding that is proposed for this building. I anticipate the choice of materials will be one of
the Planning and Zoning Board's biggest issues. Please provide color renderings that clearly depict
any banding or change in materials or texture. I recommend that your team be prepared to explain
how this proposed building is compatible in materials, colors, and architectural massing to the
neighborhood. The majority of the Planning and Zoning Board discussion is likely to be about this
issue.

Let's arrange a meeting to discuss a win -win solution to the Stormwater comment #19 prior to the
hearing. If at all possible, it may be a good idea for us to meet on this issue prior to the Planning and
Zoning Board worksession (which is Friday 7/11 at noon). If we can't get our schedules to jive prior to
that, let's shoot for either Friday 7/11 after 3 or early next week (the week of the 14th). I will start the
process of contacting city staff on our end to check schedules and to see who should attend. Can
you please do the same on your end? I'll check in with you as soon as I have some available times.

Prior to hearing, in order for our Stormwater Department to have a level of comfort with
recommending approval of the project, we need to work out a resolution to comment #62 (regarding a
letter from the affected neighbor).

Based on the response text to comment #37, it was indicated that adding Rivendell School, Seven
Oaks Academy and Liberty Common School to the list of off-limits locations for clients would not be a
problem. Also, it was indicated that the County would not have a problem restricting clients who walk
or bicycle past Rivendell School to use the opposite side of the adjacent streets from the school as
they travel past. These commitmentsby the County to voluntarily impose these restrictions on the
clients (as part of the location, character and extent application) are the key elements of the
application that gives City Planning staff the comfort level to recommend approval of the "location"
and "extent" components of the application. Can you get me these commitments in writing from
Community Corrections staff prior to the hearing, so it can formally be part of the application? If at all
possible, please have a representative of the Community Corrections staff present at the hearing so
that any questions regarding this issue can be explained by someone who will be involved in the
logistics and operations of the facility.
