Oak Street Fort Collins, CO 80521 Re: Larimer County Community Corrections New Facility at Midpoint Campus Our team is well aware of the traffic congestion issues at the intersection of Timberline and Prospect. As we began the design of the new Larimer County Community Corrections building, we discussed ways that we could move Community Corrections to the site without having a negative impact on the traffic in the area. We quickly concluded that Community Corrections is an unusual facility in that they have complete control over the schedule of their staff, residents and visitors. We asked them to consider modifying their business operations to reduce the number of cars traveling to the site during morning and evening peak traffic periods of 7:30 AM — 8:30 AM and 4:30 PM — 5:30 PM. They have developed a schedule, provided below, that minimizes the traffic impact to "zero". They have made a commitment to establishing a pool van pick up point further west for residents who would normally travel to the facility during evening rush hour. If the City reinstates the City bus service to the Prospect Park neighborhood, this would be welcome as an added convenience. The Community Corrections residents are generally not permitted to have cars. Many travel via foot or bicycle. The Director of Community Corrections provided the following summary and schedule: "The Larimer County Community Corrections Department (LCCCD) has reviewed the operational issues associated with the move to the Midpoint Campus. We have adjusted our schedule to meet the needs of the clients and minimize the amount of traffic during peak hours. The Larimer County Community Corrections Department has 33 FTE who staff the Department 7 days per week, 24 hours per day. (see attached schedule) Community Corrections provides services to adult felony offenders who would otherwise be sentenced or housed in the Colorado Department of Corrections. The Community Corrections Dept. is required to review and approve all client -driving privileges. The vast majority of residential clients (97%) rely on public transportation, bicycles, or rides from coworkers/ family members. Department staff schedules all meetings with the clients and approves their work and pass schedules. Non Residential services/meetings will not be scheduled during the peak traffic hours. ° "The attached schedule is designed to minimize the impact on the Timberline -Prospect intersection, and in some cases decrease the current # of trips through the intersection. We have quite a bit of control as to how and when our clients and staff leave and return to the facility. Closing the Day Reporting Center from 4:30 to 5:30 is probably the most significant impact in the afternoon. Let me know if you need additional information. CONCLUSIONS This study assessed the impacts of the Larimer County Community Corrections Facility on the short range (2006) and long range (2023) street system in the vicinity of the proposed development. As a result of this analysis, the following is concluded: - The development of the Larimer County Community Corrections Facility is feasible from a traffic engineering standpoint. Current operation at the key intersections is acceptable with existing controls and geometry, except at the Prospect/Timberline intersection. Signals will not be installed at any of the key intersections that currently have stop sign control. - In the short range (2006) future, given development of the Larimer County Community Corrections Facility and an increase in background traffic, all of the key intersections are shown to operate acceptably, except for the Prospect/Timberline intersection. The APF criteria will not be exceeded with the development of the Larimer County Community Corrections Facility. In the long range (2023) future, given development of the Larimer County Community Corrections Facility and an increase in background traffic, all of the key intersections are shown to operate acceptably with the recommended geometry and control. Acceptable level of service is achieved for pedestrian, bicycle, and transit modes based upon the measures in the multi -modal transportation guidelines. 22 2 currently exist. Destination area 3 does not exist and will not likely exist in the short range future. The "actual" level of service ' for each factor for destination area 3 is not relevant. The level of service for destination area 3 is only relevant when the City completes Timberline Road to the south of Prospect Road. The Pedestrian LOS ' Worksheet is provided in Appendix G. The minimum level of service for "activity center" is B for all categories. It is expected that the pedestrian level of service will be acceptable. ' Bicycle Level of Service ' Appendix G shows a map of the area that is within 1320 feet of the Larimer County Community Corrections Facility. This site is in a commercial center. There are two bicycle destinations within 1320 feet of the Larimer County Community Corrections Facility: 1) East Prospect Business Park and 2) the office park development north of Prospect Road. There are/will be bike lanes on existing streets. ' This site will meet the bicycle level of service criteria. Transit Level of Service ■ This area of Fort Collins will be served by feeder transit service according to the Fort Collins Transit .Plan. In order to meet the APF criteria with development of the Larimer County Community Corrections Facility, the delay at the Prospect/Timberline intersection could not exceed 124.7 seconds and 133.6 seconds in the respective peak hours. These values reflect a 2 percent increase in delay at this intersection with the current geometry. Using the traffic volumes shown in Figure 6, the key intersections operate in the short range (2006) total condition as indicated in Table 4. Calculation forms for these analyses are provided in Appendix E. The key intersections will operate acceptably during the peak hours except for the Prospect/Timberline intersection. Table 5 shows the intersection level of service and delay using the volumes shown in Figure 6. The increase in delay is 0.5 percent and 0.0 percent in the respective peak hours. It is concluded that the proposed Larimer County Community Corrections Facility does not cause a significant impact at the Prospect/Timberline intersection. The APF criteria is not exceeded. Using the traffic volumes shown in Figure 7 and the recommended geometrics, the key intersections operate in the long range (2023) total condition as indicated in Table 6. Calculation forms for these analyses are provided in Appendix F. The key intersections will operate acceptably during the peak hours. Geometry Figure 8 shows a schematic of the short range (2006) geometry at the key intersections. The geometry at the key intersections in the short range is as it currently exists today. Figure 9 shows a schematic of the long range (2023) geometry at the key intersections. The geometry at the key intersections was determined based upon achieving acceptable operation and meeting the criteria in LCUASS. The Fort Collins Master Street Plan indicates that Timberline Road will eventually be a six -lane major arterial. The forecasted traffic for the year 2023 indicates that this can be handled with a four -lane cross section plus turn lanes at appropriate intersections. Specific lane lengths should be subject of the design of this intersection which will be a capital improvement project by the City of Fort Collins. Pedestrian Level of Service Appendix G shows a map of the area that is within 1320 feet of the Larimer County Community Corrections Facility. There are/will be three pedestrian destination areas within 1320 feet of the site. These are: 1) the East Prospect Business Park; 2) the office park development north of Prospect Road; and 3) the future residential area known as Sidehill. The Larimer County Community Corrections Facility is in an area type termed "activity center." The other traffic studies in this area are for various parcels within Rigden ' Farm, Midpoint Self -Storage, Spring Creek Center, and Centerpoint Plaza. In addition to site generated traffic from other developments, existing traffic volumes were increased by 1.5% per year on all area ' streets. Since site generated traffic from other developments would likely be included in the 1.5% per year increase, background traffic forecasts are considered to be conservative. Total Traffic ' Figure 6 shows the total (site plus background) short range (2006) peak hour traffic at the key intersections with the development of the Larimer County Community Corrections Facility. Figure 7 shows ' the total (site plus background) long range (2023) peak hour traffic at the key intersections with full development of Larimer County Community Corrections Facility. Traffic projections for the long range ' future horizon were obtained by reviewing the NFRRTP and other traffic studies prepared for this area of Fort Collins. Signal Warrants As a matter of policy, traffic signals are not installed at any location unless warrants are met according to the Manual on Uniform Traffic Control Devices. Traffic forecasts indicate that the Prospect/Specht Point intersection meets peak hour signal warrants. ' However, this intersection will not be signalized. Specht Point Drive is classified as a local street. Seldom are arterial/local intersections signalized. It does not meet the spacing requirements ' for signalization. The East Prospect Business Park is served by a signal at the Prospect/Prospect Parkway intersection. Other key intersections are either signalized or do not meet signal warrants. Operation Analysis Capacity analyses were performed at the key intersections. The operations analyses were conducted for the short range analysis reflecting a year 2006 condition and for the long range analysis reflecting a year 2023 condition. Using the traffic volumes shown in Figure 5, the key intersections ' operate in the short range (2006) background condition as indicated in Table 2. Calculation forms for these analyses are provided in Appendix D. The key intersections will operate acceptably during the peak hours) except for the Prospect/Timberline intersection. This intersection will ' operate unacceptably with the existing geometry. The short range (2006) background traffic operation provides the basis of the APF evaluation. The APF analysis must use the existing geometry. PROPOSED DEVELOPMENT ' The Larimer County Community Corrections Facility is an institutional development, located within the East Prospect Business Park, south of Prospect Road and east of Timberline Road, in Fort Collins. Figure 4 shows a site plan of the Larimer County Community Corrections Facility. The short range analysis (Year 2006) includes development of the Larimer County Community Corrections Facility and an appropriate increase in background traffic, due to normal growth and other potential developments in the area. The long range future was assumed to be Year 2023. ' Trip Generation Trip generation is important in considering the impact of a development such as this upon the existing and proposed street system. A compilation of trip generation information contained in Trip ' Generation, 6t" Edition, ITE is customarily used to estimate trips that would be generated by the proposed/expected uses at this site. However, since this type of land use is not covered in the cited reference, trip generation information was provided by the Larimer ' County Community Corrections staff. Staff was sensitive to the APF issues related to the Prospect/Timberline intersection. Analyses indicated that a relatively small number of vehicle trips during the ' peak hours would cause more than a 2 percent increase in delay at the Prospect/Timberline intersection. In light of this, Larimer County Corrections is proposing to adjust the schedules of staff and client travel to/from the proposed facility. Appendix C contains a letter that discusses this. The schedule described in the letter provides a basis for the trip generation for the proposed Larimer County ' Community Corrections Facility. The information provided by Larimer County Community Corrections staff indicates that the following peak hour vehicle trips could be expected at the proposed facility: AM - inbound-2, outbound-3; and PM - inbound-0, outbound-0. Trip Distribution tDirectional distribution of the generated trips was determined for the Larimer County Community Corrections Facility based upon the ' location of trip productions for this type of land use and engineering judgment. Since so few peak hour trips will be produced at the Larimer County Community Corrections Facility, it was assumed that all trips would be to/from the west on Prospect Road. Background Traffic Projections ' Figure 5 shows the short range (2006) background traffic projections. Background traffic projections for the short range future horizon were obtained by reviewing the NFRRTP and various 9 The current operation at the Prospect/Timberline intersection creates an adequate public facilities (APF) issue for the City of Fort ' Collins. The cause of the APF issue is inadequate geometry at this intersection. The "fix" at this intersection is a multi -million dollar improvement that was on a number of recent ballot referendums that were rejected by Fort Collins voters. An APF analysis will be provided in ' this TIS at the request of the City of Fort Collins. Pedestrian Facilities Currently, there are pedestrian facilities along most streets in this area. Sidewalks will be incorporated within and adjacent to this development. As other properties develop, sidewalks will be built adjacent to those developments. ' Bicycle Facilities Bicycle lanes exist within the cross section of Timberline Road. Currently, there are no bicycle facilities along the other area streets. The Fort Collins Bike Map indicates that Prospect Road is proposed to have bike lanes. The Spring Creek Trail is to the north of the Larimer County Community Corrections Facility site. It is an east -west street designated as a ' collector street on the Fort Collins Master Street Plan. Currently, it has a two-lane cross section adjacent to the Larimer County Community Corrections Facility site. The Timberline/Midpoint intersection has right-in/right-out stop sign control on Midpoint Drive. Specht Point Drive is northwest of the Larimer County Community ' Corrections Facility site. It is a north -south street designated as a local street on the Fort Collins Master Street Plan. Currently, it has a two-lane cross section. ' Prospect Parkway is north of the Larimer County Community Corrections Facility site. It is a north -south street designated as a collector street on the Fort Collins Master Street Plan. Currently, it has a two-lane cross section. At Prospect Road, Prospect Parkway has northbound and southbound left -turn lanes, and combined northbound and southbound through/right-turn lanes. Existing Traffic ' Recent peak hour traffic counts at the key existing intersections are shown in Figure 2. The traffic data was collected in March 2003. Raw traffic counts are provided in Appendix A. Since traffic data was collected on different days, the volumes between the intersections was averaged and balanced, and is shown in Figure 3. Existing Operation ' The counted intersections were evaluated using techniques provided in the 2000 Highway Capacity Manual. Using the peak hour traffic shown in Figure 3, the peak hour operation is shown in Table 1. Calculation ' forms are provided in Appendix B. A description of level of service for signalized and unsignalized intersections from the 2000 Highway Capacity Manual and a table showing the Fort Collins Motor Vehicle LOS Standards (Intersections) are also provided in Appendix B. The key intersections ' operate acceptably overall during both the morning and afternoon peak hours, except for the Prospect/Timberline intersection. This intersection operates at level of service E during both peak hours ' with the current geometry. Acceptable operation at signalized intersections during the peak hours is defined as level of service D or better, overall. Any leg or any movement may operate at level of service E at signalized intersections. EXISTING CONDITIONS The location of the Larimer County Community Corrections Facility is shown in Figure 1. It is important that a thorough understanding of the existing conditions be presented. Land Use Land uses in the area are primarily either commercial, office, industrial, or institutional. There are various commercial/office uses to the east and northeast of the site. Land adjacent to the site is flat (<2% grade) from a traffic operations perspective. The Larimer County Detention Center is located adjacent to the site to the east. The center of Fort Collins lies to the west of the proposed Larimer County Community Corrections Facility. Roads The primary streets near the Larimer County Community Corrections Facility site are Prospect Road, Timberline Road, Midpoint Drive, Specht Point Drive, and Prospect Parkway. Condition diagrams of key intersections are provided in Appendix A. Prospect Road is to the north of the Larimer County Community Corrections Facility site. It is classified as a four -lane arterial in this area of Fort Collins, Currently, Prospect Road has a four -lane cross section in this area. At Timberline Road, Prospect Road has two travel lanes in each direction, and eastbound and westbound left -turn lanes. The Prospect/Timberline intersection has signal control. At Specht Point Drive, Prospect Road has two travel lanes in each direction and a westbound left -turn lane. The Prospect/Specht Point intersection has stop sign control on Specht Point Drive. At Prospect Parkway, Prospect Road has two travel lanes in each direction, eastbound and westbound left -turn lanes, and a westbound right -turn lane. The Prospect Road/Prospect Parkway intersection has signal control. The existing speed limit in this area is 35 mph. Timberline Road is to the west of the Larimer County Community Corrections Facility site. It is classified as a six -lane arterial beyond the year 2015 on the Fort Collins Master Street Plan. Currently, Timberline Road has a two-lane cross section near the Larimer County Community Corrections Facility site. At Prospect Road, Timberline Road has one travel lane in each direction, northbound and southbound left - turn lanes, and a southbound right -turn lane. At Midpoint Drive, Timberline Road has one travel lane in each direction and a northbound right -turn lane. The Timberline/Midpoint intersection has stop sign control on Midpoint Drive. The existing speed limit in this area is 40 mph. 2 I. INTRODUCTION ' This transportation impact study (TIS) addresses the capacity, geometric, and control requirements at and near the proposed Larimer County Community Corrections Facility. The proposed Larimer County ' Community Corrections Facility is located south of Prospect Road and east of Timberline Road in Fort Collins, Colorado. ' During the course of the analysis, numerous contacts were made with the project planning consultant (VF Ripley), the project general contractor (Delta Construction, Inc.), the project owner/developer (Larimer County Community Corrections and Larimer County Facilities), and the City of Fort Collins staff. This study generally conforms to the format set forth in the Fort Collins transportation impact study guidelines as contained in the "Larimer County Urban Area Street ' Standards" (LCUASS). A Base Assumptions Form and related information are provided in Appendix A. The study involved the following steps: Collect physical, traffic, and development data; Perform trip generation, trip distribution, and trip assignment; - Determine peak hour traffic volumes; ' - Conduct capacity and operational level of service analyses on key intersections; Analyze signal warrants; - Conduct level of service evaluation of pedestrian, bicycle, and transit modes of transportation.
