Please modify the note, to that effect and add that the City would only maintain the detention pond after certification and acceptance of that pond, and after the two-year warranty period. Response: Topic: Utility Plans Number: 112 Created: 7/28/2003 Please add the abbreviation labeling of Roof Drain, R.D. to the abbreviation list as well as that of Domestic Service, D.S. Please specify what type of pipe will be used for the drainage coming off the roof of Building 1. Provide a cleanout at the bend. Response: The requested abbreviations have been added. Topic: Utility Plans Number: 91 Created: 6/6/2003 9/10/03 As previously indicated, show and label all location of proposed as well as existing curb stops and meter pits. All existing water services must have a curb stop attached to them or there is no way to control the water. Response: All meter pits and curb stops have been labeled. Page 5 -Please create an existing and proposed striping plan for Harmony Road. The proposed striping plan sheet should label/indicate striping to remain and proposed striping areas. In addition, indicate "existing bike lane striping from taper to intersection to be refreshed". On the existing striping plan, show with cross -hatching areas of striping which are to be removed. Response: A demolition plan, sheet 17b, has been added for Harmony Road showing the limits of striping removal. The existing bike lane striping has been shown to be "refreshed". -Please provide what the building square footages are for the existing gas station and school uses that would use this development for circulation. This will be filled in item 11 of the access permit. Response: The square footages have been calculated based on the survey information. The gas station is 1,900 SF and the school is 12,810 SF. -As a "heads -up", at the time the plans are approved and signed off, 5 copies (signed and stamped for the construction plan) of the following sheets will need to be provided for CDOT's purposes: >Cover Sheet >General Notes >Horizontal Control Plan >Grading Plan >Existing and Proposed Harmony Road Striping Plan >Details Sheets >Cityscape's Site & Landscape Plan (also, 3 additional copies of the proposed and existing striping plan for CDOT is needed) Response: Noted Department: Stormwater Utility Issue Contact: Basil Hamdan Topic: Erosion Control Number: 64 Created: 4/7/2003 Please provide an erosion control escrow calculation in the text of the report. Third Review July 23, 2003 Please schedule a meeting with Bob Zakely to discuss this plan. Response: Randall Provencio met with Bob Zakely and Bob's comments were resolved. Second Review June 3, 2003 The plan is still incomplete and difficult to follow, please correct. Response: Randall Provencio of JR Engineering met with Bob Zakely and Bob's comments were resolved. Page 4 2. Indicate curb type along the medians for the channelized-T proposed and provide a detail 3. Turning movements for large vehicles (WB-50) need to be verified on this design, especially because of commercial trucks using this to serve the site and it allows them to head east on Harmony Road. 3. The proposed design is considered safe from a Traffic Operations standpoint, provided that the work north of Timberline (as being designed by North Star Design) is completed concurrently. The channelized-T without these improvements is a safety issue. It is required that this offsite design is approved concurrently with these plans if not already approved with the Caribou Apartments project. This may involve needing to place the plans from North Star into this submittal or getting North Star to separate this plan set out from the Caribou Apartments design to be approved independently. In addition, this offsite construction will need to be done prior to or concurrent with the channelized-T construction. As Caribou Apartments is under final compliance review, this may not be a concern, but if that project does not move forward, the construction would need to fall upon this development; there would be reimbursement available from Street Oversizing for this. [7/23/03] After review of the submitted turning movements for a WB-50 and further analysis of turning movements using the provided CAD drawings, please "shave off' portions of the medians as redlined. This would appear to make the turning movements easier for these larger vehicles. [9/16/03] Please be aware that Caribou Apartments has not completed final compliance review. As such, the development agreement will need to obligate the developer of both design and construction of the offsite improvements north of the channelized-T should Caribou Apartments not have these respective items completed relative to the desired schedule of Harmony School Shops 4th. Response: A southbound approach taper design has been provided that will provide a safe transition to the channelized-T intersection. Number: 105 Created: 7/28/2003 There is some concern on the amount of cross slope from the crown to the east side of Timberline directly in front of Milestone Drive, it appears relatively flat. Please explore raising the east side of this median to achieve greater fall across Timberline. It seems counterintuitive that the elevation noted at STA 15+97.25 is higher than the spot elevations on either side. Please see redlines on plan view and cross section sheets. [9/16/031 Please look at further raising the east side of the median from STA 17+50 to 18+50 to provide more of a cross fall, it would be preferred if the slopes can at least match existing slopes. Also, please show street patching as shown on the redlines with the typical street patching note. In addition, please show patching limits of 6' past (half the lane width) where curb and gutter is to be added and add the same note regarding limits of repair that is shown on Sheet 5. Response: The cross slopes for Stations 17+50 through 18+50 have been increased to match the existing cross slope. The minimum proposed cross slope is 1.5% where the existing cross slope is less than 1.5%. The limits of street paving, shown on sheet 20, have been revised per the redlines and the requested note has been added. Number: 115 Created: 9/10/2003 Based on conversations with CDOT in processing their access permit, please address the following items: -Add a note to Sheet 8 indicating that the access opening onto Harmony Road is to be centered upon the 35' opening in the deeded access control line. Response: The requested note has been added. Page 3 2. Plat does not meet requirements of Sections 1.2.2 and 1.2.4 in Appendix E-6 of the Larimer County Urban Area Street Standards. 3. Comments from March 26, 2003 Sheet have not been addressed. (#2 & #6) 4. If lot lines to be vacated were removed the plat would be cleaner. 5. Drainage/detention area at NEC of plat needs a Tract #. 6. Some easements are not locatable. [7/28/031 Technical Services offered the following comments: 1. Plat needs sheet No. 1 of 2 and 2 of 2. 2. Some easements are not locatable. 3. The title (subtitle) of the plat is wrong - ("being a replat of lots 2 & 3 Harmony School Shops 1st...) 4. Is there a way to identify the lot corners (new) with a symbol? Lot lines are hard to distinguish. (9/16/031 These comments are left as unresolved because of the plat being revised by the applicant. Response: Comments dated 7128103 were partially addressed in the August 25, 2003 response but the plat was in the process of being re formatted and so several issues remained outstanding. The issues should be addressed with the current submittal. Specfic responses follow: 1. Plat needs sheet No. 1 of 2 and 2 of 2. This comment was because both sheets were labeled] of 2'. The plat has been reformatted to have a total of three sheets and all are now labeled correctly. 2. Some easements are not locatable. I believe all easement lines have been labeled and tied down by offset or bearing and distance so all easements should now be locatable 3. The title (subtitle) of the plat is wrong — ("being a replat of lots 2 & 3 Harmony School Shops 151... ) I didn't understand what was wrong with the subtitle as written however; it has been revised and hopefully addresses the concern. 4. Is there a way to ident6 the lot corners (new) with a symbol? Lot lines are hard to distinguish. The interior lot corners have been identified with a solid dot. Found corners are identified with an open circle, and set monuments are identified with a smaller dot and two concentric rings as shown on the legend. I thing the format revision of breaking into 3 sheets has helped a lot in clarifying lot lines, lot corners, and monuments. Number: 110 Created: 7/28/2003 In general, it is difficult to follow the information on the plat. The lot lines within the platted boundaried are hard to follow. The plat labels a 20' utility, drainage, access easement (Reception# 97028752) which seems to point at a hatched area designated as an emergency access easement and there are other labels which are difficult to place where they are defined. [9/10/031 This comment is left as unresolved as the applicant has indicated an updated plat is still forthcoming. Response: Similar comment as item 90. Concerns are addressed in the above comments Topic: Utility Plans Number: 76 Created: 5/22/2003 Based upon discussion among City Transportation on 6/5, the horizontal alignment of the channelized-T design is satisfactory. The following items related to this design though, does need to be addressed. 1. Cross sections along the channelized-T at 50' intervals (as well as critical point such as median noses) are needed to verify drainage patterns and vertical "ride". [6/4/03] It should be verified who will be working on the permit for CDOT to underground the overhead line within the development. Because I believe the line is Xcel's, they likely need to be working with the Developer for that portion of the utility permit. [9/16/031 This comment is left as unresolved just as a heads -up for the applicant. Response: Noted Number: 54 Created: 41212003 Letters of intent are required for all offsite easements prior to the scheduling of a hearing. This appears required for the property to the northeast as well as southwest. [6/4/03] The owner of the mobile home park also needs to sign a letter of intent for the sidewalk connection. [7/23/031 A letter of intent from ARC was not received with the submittal, only a legal description of the area. [9/9/03] As neither a letter of intent or the actual easement has been provided for the proposed design, final compliance has not been met and the drawings cannot be finalized for approval and signature. It is my understanding that an alternative design for the trail is being looked at, this needs to be provided on the construction plan set.
