The standard requires at least two distinct roof features. The flat roof/parapet
with cornice is one feature. The second roof can be one of the following:
• Overhanging eaves, extending no less than three feet past the
supporting wall
• Sloping roofs that don not exceed the average height of the
supporting walls, with an average slope greater than or equal to
one foot of vertical rise for every three feet of horizontal run, and
less than or equal to one foot of vertical rise for every one foot of
horizontal run.
• . Three or more roof slope planes.
Please add one additional roof type in order to satisfy the standard.
3. Pedestrian Flows
A. Planting Bed
Along the west elevation, there needs to be a six foot wide planting bed
separating the minimum eight foot wide sidewalk from the building but only where
there is not an entry, awning, overhang or wall plane projection. Appropriate
landscape materials should be added to this planting bed for foundation
landscaping.
B. Weather Protection Features
Please indicate on the plans how the architectural treatment of the projecting
modules and decorative awnings provide weather protection within 30 feet of all
customer entrances. This requirement may already be satisfied but it is difficult
to determine. Perhaps an additional detail on the plans could be provided.
This concludes my review of compliance with Section 3.5.4 of the Land Use
Code commonly referred to as the "big box" standards. As always, please call if
you have any questions about these comments or to set up a meeting or
conference call to discuss the issues in depth.

• The elevation could be enhanced by projecting the pilasters out to
eight to 12 inches.
• The elevation could be enhanced by widening the pilasters to 18 to
24 inches in width.
• The pilasters could be enhanced by adding an additional projecting
element to each pilaster.
• The elevation could be enhanced by extending the material #3202
across the entire length at the base of the facade to match the
planter wall and across the top of the facade.
• A decorative sloping awning could be added across the top of the
either the three modules or in between the modules. Such an
awning could be hung with attractive ornamental iron with wall
plates, escutcheons and turnbuckles.
• Decorative "gooseneck" wall -mounted light fixtures could be added.
• The "tulip block" detail could be added and repeated horizontally.
• The planter wall could be raised in height from 2' 4" to 3' or 3'6' .
• Faux windows could be introduced along the facade.
The primary purpose of these recommendations is to create a sufficient level of
detail and ornamentation to the north elevation to satisfy the "wall plane
projection" standard. Staff is available to discuss these suggested features and
combinations of features at your convenience.
2. Roofs
A. Cornice
The standard requires that parapets concealing flat roofs and rooftop mechanical
equipment feature a three-dimensional cornice. A detail should be providing
illustrating a side view of a cornice. I have enclosed some images of a recently
constructed big box where a cornice with significant recesses was constructed
out of foam and synthetic stucco. The color of the cornice should resemble
masonry. The cornice would not have to be included on those portions of the
west elevation that feature material #3202 (split -face, buff -colored c.m.u.) as the
top of the wall.

At the request of Mr. Rob Beery, Miller -Weingarten, and based on our meeting of
May 27th, I am providing comments on Timberline Village/Albertsons
Supermarket. These comments are exclusively related to compliance with the
City of Fort Collins standards for large retail establishments and not for any other
aspect of the center.
1. Facades and Exterior Walls
A. West Elevation
The west elevation, at 318 feet in length, is required to provide 20%, 64 feet, of
the fagade in a wall plane projection. The two projecting modules, at 26 feet
each, total only 52 feet. Therefore, the west elevation is 12 feet short of the
projecting wall plane requirement. It appears this can be resolved by simply
increasing the two projecting modules by six feet across the front of the elevation
perhaps by three feet on either side.
B. North Elevation
It is questionable whether or not the three projecting planters with trellis are
sufficient to qualify as a "wall plane projection." In order to fully satisfy the
standard, and to remove any potential doubt by the Planning and Zoning Board,
these three projecting modules should be enhanced. Staff recommends that
such enhancement may consist of the following:
• The modules could be enhanced to more closely match the two
projecting modules on the west elevation. This would include
adding a horizontal band across the top that includes material
#3202 (buff -colored, split -face c.mu.) and material #3201 (brick).
• The modules could be enhanced by adding three shed -style
awnings (material #3207) symmetrically placed between the
pilasters. The color could be black or an earth -tone.
