The west access currently exists and has a curb return design at the Milestone Drive intersection. The east access is proposed and will access the "main body" of Timberline Village. Marc Virata has requested justification for the curb return design for the east driveway access to Milestone Drive. The applicable detail for a standard drive approach is depicted on Drawing 7-07 in the "Larimer County Urban Area Street Standards." The proposal is that this access would be a Type III Standard Driveway Approach. According to the "box" on Drawing 7-07, this access would be categorized as a commercial access and would, by definition, have a curb return design. It appears that the designation of whether it is a high volume driveway only applies to residential land uses. A high volume driveway is defined as having a volume greater than 350 trip ends per day or a volume greater than 35 trip ends per hour. However, in the event that the east access must be shown to be a high volume driveway, I have reviewed the cited transportation impact study. Figure 8 shows the short range site generated traffic. The traffic at the Timberline/Milestone intersection must go to/from one of the two accesses. The work sheets from the traffic assignment process indicate that the volume on the east access will 120 in the morning peak hour and 289 in the afternoon peak hour. Both of these are significantly over 35 trip ends per hour. It is concluded that this access meets the criteria of a commercial access and a high volume driveway. It should be designed as a curb return standard drive approach.
