The result of that discussion as well as conversations with CDOT is below. I think the TIS issues (1-3) aren't a concern with the project as much as wondering why. #5 is an item Tom was going to contact Cityscape on. #4 though is the item that could be another "biggie". JR Engineering has asked me to set up a meeting to look at the Harmony and Timberline Road designs (including the channelized-T). Would you be interested in attending? Right now, I'm looking at Monday 2pm to discuss this. If this time doesn't work, please let me know your availability next week. The project was discussed at Trans Cord this morning. The group as a whole reached an agreement on some issues and this will be reflected in my comments to go out to the Developer. With this in mind, I thought I should mention these, as you may see things differently and would have better knowledge on a lot of these questions. (I plead ignorance on your previous email regarding the NFRT model if it addresses these concerns). 1) The TIS notes approach speeds on Harmony as 45 mph instead of 50 westbound, 55 eastbound. The TIS should correct this information and if any of the numbers generated in the report are dependent on posted speed, those results should likewise be amended. 2) The TIS shows a drop in total peak hour traffic on some movements in the Harmony/Timberline intersection when compared to the 2015 numbers in the PVHS study. The TIS should explain why this change occurs. 3) The TIS shows EB Harmony to NB Timberline turning movements at 8 (AM) & 6 (PM) while the same turning movement into the site off the 3/4 access directly east is at 61 (AM) & 123 (PM). The TIS should explain how this distribution split was determined. 4) Based on CDOT requirements (given the existing posted speed limit), when Harmony Road is widened to 6 lanes, the required stacking for the dual -left turn lanes will likely eliminate the 3/4 turning movement into the site, reducing the driveway out to Harmony Road as a right -in, right -out movement. 5) City Transportation staff is suggesting that the drive aisle intersecting the main east -west driveway at an angle should be moved to the east to create a more right-angled access to the main driveway. Let me know your thoughts (or anyone else reading this).
