The arrow needs to point to a lot line, so the note needs to be moved, or a lot line needs to be drawn. As requested, the note has been relocated. This concludes the written comment response portion of this response letter. The following responses specifically address the supermarket architecture/big box comments from City Planning staff. The materials and colors have been changed to correspond to adjacent retail building. a. Brick color field brick interstate brick "baja brown". Accent brick: interstate brick color "tumbleweed". b. EIFS colors will correspond to adjoining building. Main field color: Senergy #421 oatmeal. Accent band: Senergy #3052 Cardamom. c. Storefront: All aluminum storefront will be clear anodized aluminum to match automatic entry and exit doors used by Albertsons. d. Glazing will be 1" insulated clear glass, except at the 2-story glass section "evergreen" color glass will be used to reduce the heat gain into the building. e. The canopy material will be corrugated pre -finished metal color: forest green. The frame and decorative turnbuckles for the canopy will be black. f. The block wainscot will be a architectural split -face integral color masonry to correspond to adjoining building. Color: #924 clalite g. Number: 92 Created: 6/6/2003 Reconfigure storm sewer and water main layout between bldg 8 and 9 to avoid multiple utility crossings as well as several unnecessary fittings on the water main. Number: 93 Created: 6/6/2003 Provide the design specification for our review for the geoweb proposed for the access road on the sanitary sewer main. The sewer cleaning trucks are approximately 40 to 45 tons. A "grasscrete" type system may be needed to carry loads in this range. Please refer to the response letter provided by JR Engineering that addresses this comment Page 12 Department: Traffic Operations Issue Contact: Eric Bracke Topic: Transportation Number: 69 Created: 5/20/2003 There have been discussions and preliminary designs for a channelized "T" intersection at Timberline/Milestone. The new set of plans shows a full movement intersection without the benefit of the channelizing medians. Why? If the developer has decided not to go with the channelized "T", then a full median will be constructed resulting in aright-in/right-out access at Timberline/Milestone The connection to the east has not changed. It still appears circuitous and meanders through the parking lot rather than functioning as a true cross access. The channelized T has been added to the site plan. The design of the Channelized "T" was not completed at the time of the last re -submittal hence it was not included in the plans. An agreement has been made between the applicant and the Transportation Planning Department allowing the connection to exist as proposed within this plan set. Department: Transportation Planning Issue Contact: Tom Reiff Topic: Transportation Number: 27 Created: 3/28/2003 Harmony corridor is identified as a future 'Enhanced Travel Corridor and Timberline will be a high frequency corridor on the City's Long Range Transit Plan. According to the LUC (4.19 (E.1c) neighborhood commercial centers are major stages for the transit network (existing or future). Integration of a transit stop needs to be included in future submittals. A meeting with Transportation Planning and Transfort is requested to discuss the stop locations. (FOLLOW UP COMMENT 6-2-03) The proposed right turn lane into the site from Timberline will suffice as the future transit stop on the Timberline corridor. However, the Harmony stop needs to be located as close as possible to the primary driveway and walkway system into the site (see red lines). Even though no concrete pads will be required at this time, please show on the site plan the walkway connection, landing area, and shelter pad. (see redlines for stop locations) A follow-up meeting with Tom Reiff was held on June 30, 2003 and the new transit location was determined. This "new" location is expressed on the site plan. Number: 28 Created: 3/28/2003 The proposed private drives that provide cross access to the eastern property need to be realigned and more direct. (Follow Up Comment 5-29-03) Since the City is not requiring a public street connection to the east, the primary east -west drive aisle should be designed to function similar to a street. Furthermore, this drive access may become very important for this development if the 3/4 turn movement from EB Harmony Road is closed at some future date, which according to CDOT is very likely. Please see the provided sketches for the reconfigured drive aisle and intersection. A meeting with the City Transportation Planning Department on June 30 resulted in the agreed upon layout and alignment. An additional walk was added from the northeast of building 3 to the eastern most property line providing the desired connectivity without sacrificing desired parking stalls and beneficial landscape screening and shade. Number: 32 Created: 3/28/2003 Directional access ramps are required within the public Right of Way. Please install directional ramps at the two drive aisle entrances off of Milestone Drive (see red lines). An additional ramp on the north side of Milestone Drive is required to align with the ramp directed to the north. Also change the radial style ramps shown at the Harmony Road access to east to west directional ramps only. (Repeat Comment 5-29-03) Please show directional access ramps at the driveway intersections with Milestone Dr. in accordance with the LCUASS (see red lines). The requested directional ramps have been shown on the plan per the City of Fort Collins Redlines Page 11 Topic: Plat Number: 60 Created: 4/4/2003 6/4/03 Does the area where the existing detention pond from the previous filing is located have a drainage easement on it. If yes, then you need to vacate any existing drainage easement no longer needed on the plat. Please refer to the response letter provided by JR Engineering that addresses this comment Topic: Storm sewer profiles Number: 66 Created: 4/7/2003 6/3/03 Specify maintenance responsibility for all storm sewers. City will only maintain lines in the public ROW. Number or name different storm lines. Call out clearance from proposed sanitary sewer and water lines. Some clearances, i.e the sanitary sewer clearance by STMH-1 seem to be very small. Please keep 10 year HGL within the pipe. Please refer to the response letter provided by JR Engineering that addresses this comment. Topic: Utility Plans Number: 61 6/4/03 Created: 4/4/2003 Provide a legend. Identify what DP stands for (Drainage Pipe). Please call out existing storm sewers. Reference detail sheet for facilities. Call out all inlet sizes and types on the overall utility plan. Call out types of pipe used for drainage. Please specify if these DP (Drainage Pipes) will be RCP Class III, ADS etc... ?? There are still many areas that are unreadable on the plans. The overall utility plan is too busy with text notations. Please reroute the storm sewer to the southeast of building 8 in a manner that would minimize the amount of crossings over the proposed water line. Please maintain a minimum 18" vertical clearance between sanitary lines and storm lines whenever possible. The overall utility plan has many unreadable/overlapped labeling. Please clarify and correct. Legend is missing on some of the plans. Please provide a phasing plan. Clarify what will be built with first phase, how will future phases be dealt with in the interim, will they be overlot graded and stabilized ?? Please refer to the response letter provided by JR Engineering that addresses this comment: Page 10 Topic: Erosion Control Number: 64 Second Review June 3, 2003 Created: 4/7/2003 The plan is still incomplete and difficult to follow, please correct. March 7, 2003 Delete the grading and erosion control notes (Larimer County Urban Street Standards) from the note sheet #2 of 20. The erosion control plan is very incomplete. Among other things missing are the notes, schedule, BMP legend, etc. Please complete your plan properly and resubmit. Please refer to the response letter provided by JR Engineering that addresses this comment. Topic: Grading Plans Number: 62 6/4/03 Created: 4/7/2003 Show spillway location. Call out berm and spillway elevations. Provide a spillway detail. Provide spot elevations; call out all high points and low points. Use different line thicknesses for proposed contours, building footprints and property lines. Please call out the pan elevations in the pond. Why does it end suddenly end where it does??? clarify grades. Specify which existing trees in the detention pond will be affected by regrading operations. Please provide mitigation since these trees provided a buffer for the residences to the north. Please tie in contours to neighboring properties. Label existing contours. Topic: Off -site Drainage improvements Number: 63 Created: 4/7/2003 6/4/03 The off -site storm sewer improvements that were built previously by the developer were not certified to the City, please provide one. During a site visit it was observed that the areas disturbed during the installation process were not adequately vegetated/seeded. This should be done prior to the approval of this project. The City of Fort Collins has agreed to wait until the improvements associated with this project, Harmony School Shops, 4t'' Filing, are made. The City requested that this pond certification be identified as a separate item on the Development Agreement. Page 9 Number: 79 Created: 5/29/2003 Use caution when installing trees over primary electric lines. See Utility and Landscape Plans. So noted. Thank you. Topic: Drainage plan Number: 65 Created: 4/7/2003 6/4103 Provide Legend. Use one sheet if possible. Please call out inlet sizes, pipe sizes etc... on utility plans rather than on drainage plan. Topic: Site Plan Number: 71 Created: 5/21/2003 Please add a note on the site plan indicating that: "Buildings 3, 4, 5, and 6 are approved with regards to land use only. Subsequent development of each building will require City approval of site specific utility plans (prepared by a licensed engineer in the State of Colorado) for the area surrounding each building currently noted as "Future Phase" on the Harmony School Shops 4th Filing utility plans. Said approval shall be in conjunction with an associated minor or major amendment (as applicable). Drainage reports, erosion control deposits, and inspection fees may also be required with the development of each building." A similar note will be required on the development agreement for the project. Said note has been added to the Site Plan. Please see JR Engineering's response to comments regarding the Development Agreement. Topic: Transportation Number: 85 Created: 6/2/2003 The TIS notes approach speeds on Harmony as 45 mph instead of 50 westbound, 55 eastbound. The TIS should correct this information and if any of the numbers generated in the report are dependent on posted speed, those results should likewise be amended. A TIS amendment in letterform has been included in this submittal addressing this comment. Number: 86 Created: 6/2/2003 The TIS shows a drop in total peak hour traffic on some movements in the Harmony/Timberline intersection when compared to the 2015 numbers in the PVHS study. Number: 87 Created: 6/2/2003 The TIS shows EB Harmony to NB Timberline turning movements at 8 (AM) & 6 (PM) while the same turning movement into the site off the 3/4 access directly east is at 61 (AM) & 123 (PM). Department: Light & Power Issue Contact: Alan Rutz Topic: General Number: 77 Created: 5/29/2003 Transformer behind Building 1 must be accessible by an electric line truck. Provide a detail of the proposed transformer enclosure. Please see enclosure detail on Sheet 7 of 14 Number: 78 Created: 5/29/2003 Remove shrubs at the electric vault located 120' NE of Building 5. (See Overall Utility Plan 10 of 20 and Landscape Plan 5 of 14) The requested shrubs have been removed. Page 7 Number: 76 Created: 5/22/2003 Based upon discussion among City Transportation on 6/5, the horizontal alignment of the channelized-T design is satisfactory. The following items related to this design though, does need to be addressed. 1. Cross sections along the channelized-T at 50' intervals (as well as critical point such as median noses) are needed to verify drainage patterns and vertical "ride". Also provide spot elevations on any plan view. 2. Indicate curb type along the medians for the channelized-T proposed and provide a detail. 3. Turning movements for large vehicles (WB-50) need to be verified on this design, especially because of commercial trucks using this to serve the site and it allows them to head east on Harmony Road. 3. The proposed design is considered safe from a Traffic Operations standpoint, provided that the work north of Timberline (as being designed by North Star Design) is completed concurrently. The channelized-T without these improvements is a safety issue. It is required that this offsite design is approved concurrently with these plans if not already approved with the Caribou Apartments project. This may involve needing to place the plans from North Star into this submittal or getting North Star to separate this plan set out from the Caribou Apartments design to be approved independently. In addition, this offsite construction will need to be done prior to or concurrent with the channelized-T construction. As Caribou Apartments is under final compliance, review, this may not be a concern, but if that project does not move forward, the construction would need to fall upon this development; there would be reimbursement available from Street Oversizing for this. Please refer to the response letter provided by JR Engineering that addresses this comment. Number: 88 Created: 6/2/2003 Based on CDOT requirements (given the existing posted speed limit), when Harmony Road is widened to 6 lanes, the required stacking for the dual -left turn lanes might eliminate the 3/4 turning movement into the site, reducing the driveway out to Harmony Road as a right -in, right -out movement. So noted. Thank you. Topic: Plat Number: 70 Created: 5/21 /2003 There are numerous areas defined internal to the plat that are not locatable. Please refer to the response letter provided by JR Engineering that addresses this comment. Number: 74 Created: 5/22/2003 Note 1 on the plat is a potential concern. The blanket easement being created by the note technically results in all buildings being built on this easement (and perhaps legally prevents the buildings from being built) because building envelopes aren't defined on the plat. Please refer to the response letter provided by JR Engineering that addresses this comment. Number: 90 Created: 6/5/2003 Technical Services offered the following comments: 1. Boundary & legal closes 2. Plat does not meet requirements of Sections 1.2.2 and 1.2.4 in Appendix E-6 of the Larimer County Urban Area Street Standards. 3. Comments from March 26, 2003 Sheet have not been addressed. (#2 & #6) 4. If lot lines to be vacated were removed the plat would be cleaner. Page 6 Number: 54 Created: 4/2/2003 Letters of intent are required for all offsite easements prior to the scheduling of a hearing. This appears required for the property to the northeast as well as southwest. It has been noted that letters of intent for all offsite easements will be given to staff prior to the scheduling of a hearing. [6/4/03] The owner of the mobile home park also needs to sign a letter of intent for the sidewalk connection. Number: 58 Created: 4/2/2003 The existing cross access easement shown on the plat, which would facilitate connectivity to the east, does not line up with the driveway connection shown on the plans, which has been moved north. A cross access easement will need to be maintained at the finalized location for the driveway connection to the east. [6/4/03] Please ensure that cross access is maintained to the east by showing an access easement on the plat starting from the access point off Harmony north then proceeding east along the driveway which is meant to continue east into the future developable area. In addition, the site plan should make reference to the driveway continuing east upon development of the neighboring property. Please refer to the response letter provided by JR Engineering that addresses this comment. Number: 68 Created: 5/16/2003 It was not noted initially that Timberline Village is an existing name of a recorded plat in the City; the documents cannot have Timberline Village as the name associated with the City. The name on all the documents should be changed to Harmony School Shops 4th Filing. This also allows for this project to be filed in the same physical location as the previous filings of Harmony School Shops. The name of the project has been changed to Harmony School Shops, 4th Filing for purposes of recordation only. The project will continue to be referred to as Timberline Village for marketing and signage. Number: 73 Created: 5/21/2003 Both the site plan and the utility plan needs to show a design for the 6' asphalt walk indicated on the site plan to connect to Snow Mesa Road. The proposed walk has been shown on the Overall Site Plan to connect to Snow Mesa Road. Number: 75 Created: 5/22/2003 Based upon discussion among City Transportation on 6/5, it was concluded that additional right-of- way along Harmony Road adjacent to this site is not required. This is a result of the determination that the right-of-way in place today will "work" in the ultimate 6-lane configuration of Harmony Road. Future edge of pavement to determine the 80' setback should still be verified. At a June 25, 2003 meeting with City Staff and CDOT staff it was agreed upon that the 80-foot setback from the existing edge of pavement would be sufficient. Any future widening of Harmony Road will encroach into the 80-foot setback. It was agreed that there was no way to precisely determine the future location of the Harmony Road ultimate edge of pavement. Page 5 ROW issues have been resolved on both Timberline Road and Harmony Road. No additional dedication of ROW is necessary on either frontage per discussions between JR Engineering and the City of Fort Collins. At a June 25, 2003 meeting with City Staff and CDOT staff it was agreed upon that the 80-foot setback from the existing edge of pavement would be sufficient. Any future widening of Harmony Road will encroach into the 80-foot setback. It was agreed that there was no way to precisely determine the future location of the Harmony Road ultimate edge of pavement. Number: 47 Created: 3/31 /2003 Ensure 9' utility easement is provided on Milestone Drive, 15' utility easements are provided on both Harmony and Timberline Road behind the ultimate right-of-way for each, and 80' of setback for the Harmony Corridor plan behind the future edge of pavement (6 lane section) for Harmony Road. Utility easements have been shown on the landscape plans. [6/4/03] 15' of utility easement along Harmony Road is not evident on the plat. In addition, 80' of setback from the future edge of pavement is also not evident on the plat. Please refer to the response letter provided by JR Engineering that addresses this comment. Number: 51 Created: 4/1/2003 Utility, access, and landscape permits are likely to be required by CDOT as the project continues. So noted. Thank you. [6/4/03] It should be verified who will be working on the permit for CDOT to underground the overhead line within the development. Because I believe the line is Excel's, they likely need to be working with the Developer for that portion of the utility permit. Please refer to the response letter provided by JR Engineering that addresses this comment. Number: 52 Created: 4/1/2003 The tree protection/mitigation plan shows landscaping to be removed/relocated outside of the property boundaries. Because this is off -site, the off -site easement required should also include a provision for tree removal/relocation. Another option is for the off -site property owner to sign off on the tree mitigation plan. (It appears that the offsite and onsite entities are one in the same, so this shouldn't be an issue). [6/4/03] Prior to a hearing, the landowner to the north should indicate if any issues exist on the proposal. The applicant has requested that the City Forrester, Tim Buchanan, email City of Fort Collins Engineering Staff a note of approval or denial of the mitigation plan as proposed in this plan set. Please contact me directly if additional action on this item is necessary. Number: 53 Created: 4/1 /2003 Show the installation of a Type III barricade along the eastern boundary of this site at the termination of the private drive, as well as the internal sidewalk system. [6/4/03] With the need to construct a sidewalk to Snow Mesa to meet LOS requirements, the Type III barricade is no loner needed. So noted. Thank you Page 4 Topic: Lighting Plan Number 14 Please lighten up the landscape and utility layers or freeze layers for this plan. Plan is difficult to read. Original submittal was much easier to read. The utility layers have been frozen on the lighting plan and the background of the plan has been lightened to emphasize the pole locations and the foot candle numbers. Topic: Lighting Schedules and Details Number 15 Please amend the Luminaire Schedule regarding the height of the wall -mounted lights. Are they proposed a 30' height? The luminaire schedule has been amended and the wall -mounted lights have been placed at a height of 22 feet. Number 16 The Dark Bronze color fixture and pole are the most preferable of the.color proposed. Please specify this color in the Luminaire Schedule. The Dark Bronze colored fixture and pole will be used in the construction of this project. The pedestrian fixtures and poles will be Dark Bronze or Black in color. This information was inadvertently left off of the plans but will be included on the Final Compliance Set. Number 17 Provide an elevation and section of the proposed wall adjacent to the mobile home park. Please see Sheet 3 of 14 for an elevation and section of the proposed wall behind the supermarket building. The wall is proposed to match the color of the structures on site. Fractured face block with a capstone will be used to provide more visual interest and a shadow line. Number 18 Please provide pedestrian scaled lighting at all plazas. Pedestrian scaled lighting has been provided at all of the plazas. Please see the specification sheets for more information. Department: Engineering Issue Contact: Marc Virata Topic: General Number: 45 Created: 3/31/2003 The internal parking lot and building layout design will likely be altered due to additional right-of-way width required on Harmony and Timberline Roads. Harmony Road requires an additional through lane per the City's Master Street Plan. Timberline Road also requires additional lanes and per the TIS, also requires additional right-of-way for the channelized-T intersection design with Milestone Drive. Interim/ultimate street designs are needed (which will also require CDOT approval) this will help establish right-of-way, utility, & Harmony Corridor setback requirements. [6/4/03] The plat appears to reflect the additional right-of-way required on Harmony Road correctly. However, this change in property line is not reflected on the horizontal control plans. Using the City's horizontal control plan for the Harmony Road alignment, it then appears as a result that the building placements fall short of the 80' setback from the future edge of pavement. Because the channelized-T design along Timberline has not been completed, there may be right-of-way impacts of the design, which in turn may affect the building placement along Timberline. Page 3 Number 6 Add pedestrian scaled fixtures to each plaza. Provide a detail and spec sheets for ped lights. Pedestrian scaled fixtures have been added to each plaza. Detail sheets and specs of these pedestrian lights have been included in this submittal set. Topic: Site Plan Number 7 Please remove the Lot Line label that points to nothing or move label to proper location. This label has been moved.
