CONCLUSIONS ' This study assessed the impacts of the Timberline Village development on the short range and long range street system in the vicinity of the proposed development. As a result of this analysis, the following is concluded: - The development of the Timberline Village is feasible from a traffic engineering standpoint. At full development, the Timberline Village will generate approximately 7857 external daily trip ends, 397 external morning peak hour trip ends, and 777 external afternoon peak hour trip ends. Current operation at the key intersections is acceptable. ' - While the Timberline/Milestone intersection will meet peak hour signal warrants, this intersection will not be signalized according to Fort Collins Traffic Operations. The Harmony/MHP Access/Snow intersection may be signalized at some future date. In the short range (2006) future, given development of the ' Timberline Village and an increase in background traffic, the key intersections will operate acceptably, overall. - In the long range (2022) future, given development of the Timberline Village, the key intersections will operate acceptably, overall. ' - A channelized T-intersection will operate acceptably at the Timberline/Milestone intersection. The only difference between the short range and long range geometry are the additional through lanes on Harmony Road. In the long range future, the geometry is that which is practical at the Harmony/Timberline intersection. If the City widens Timberline Road to a six -lane cross section or builds turn lanes where they do not currently exist, then the level of service shown in Table 6 will be improved. Pedestrian Level of Service Appendix H contains a map of the pedestrian influence area that is within 1320 feet of the Timberline Village site. There will be five pedestrian destinations within 1320 feet of the Timberline Village. These are: 1) the residential area northeast of the site, 2) the Poudre Valley Hospital South Campus, 3) the Harmony Crossing commercial area, 4) the Mobile Home Park, and 5) the few homes west of Timberline Road. This site is in an area type termed "transit corridor." There are some sidewalks adjacent to the Timberline Village site. With this development, it is assumed that gaps in the sidewalk system will be completed. The pedestrian level of service (LOS) for this area type is B for all factors, except visual interest and amenities, which is LOS C. The Pedestrian LOS Worksheet is provided in Appendix H. With the assumed future pedestrian facilities adjacent to the site, the pedestrian level of service will be acceptable for those destinations within 1320 feet of the Timberline Village, except for the continuity factor. There will be a gap in the sidewalk adjacent to the Mobile Home Park and on the west side of Timberline Road. Bicycle Level of Service Appendix H contains a map of the bicycle influence area that is within 1320 feet of the Timberline Village site. Based upon Fort Collins bicycle LOS criteria, there are two destination areas within 1320 feet of the Timberline Village site. These are the 1) Poudre Valley Hospital South Campus and 2) the Harmony Crossing commercial area. A bicycle LOS worksheet is provided in Appendix H. The bicycle level of service is acceptable. Transit Level of Service ' Currently, this area has no transit service. The Fort Collins Transit System Map shows that Timberline Road will have high frequency (20 minute) transit service and that Harmony Road will be an enhanced travel corridor (10 minute service) in the future. A future transit ' level of service worksheet is provided in Appendix H. With the current geometry, the delays to the minor ' street leg (Milestone) will be unacceptable. While the level of service is shown to be F, the delays to each approach vehicle are not reasonable. The channelized T-intersection reduces the delays to the ' minor street leg, significantly. Using the traffic volumes shown in Figure 11, the key intersections operate in the long range total condition as indicated in Table 6. Calculation forms for these analyses are provided in Appendix F. The key intersections will operate acceptably, overall. As with the long range background traffic, some movements and one leg ' are expected to operate at level of service F at the Harmony/Timberline intersection. It is expected that motorists will seek alternative routes if delays become excessive. At the Timberline/Milestone ' intersection, the channelized T-intersection reduces the delays to the minor street leg, significantly. ' Since acceptable operation was achieved at the Timberline/ Milestone intersection with a channelized T-intersection, the connection from the Timberline Village site to the MHP Access was not analyzed. If the City decided that westbound minor street left turns should be ' eliminated at the Timberline/Milestone intersection, then the southbound left turns at the Harmony/Timberline intersection (Figures 8 and 9) would move to the MHP Access. Also, the southbound through vehicles at ' the Harmony/Timberline intersection (Figures 8 and 9) would move to the Harmony/RT-in/RT-out/LT-in intersection and westbound left turns at the Harmony/Timberline intersection. These changes would not cause a significant change in operation of the key intersections. However, elimination of the westbound minor street left turns at the Timberline/Milestone intersection would cause the existing traffic to ' find another route. That route may be through the parking lot of the Timberline Village development. The City should consider this possibility before taking the action of restricting movements at the Timberline/Milestone intersection. Geometry The short range (2006) geometry is shown in Figure 12. The short range geometry is the same as the current geometry at the Harmony/ Timberline intersection. The Timberline/Milestone intersection was analyzed as a channelized T-intersection, as shown in Tables 5 and 6. A schematic diagram of a channelized T-intersection is provided in ' Appendix G. A channelized T-intersection allows the minor street left turns to be made in two steps. In the first step, the minor street left turn crosses the northbound lanes and enters a protected median area. In this maneuver, the major street traffic consists of the northbound traffic and the southbound major street left turns. The second step is a merging maneuver into the southbound through traffic lanes on Timberline Road. A channelized T-intersection requires a raised median. Figure 8 shows the short range (2006) site generated peak hour traffic assignment for the Timberline Village. Figure 9 shows the long range (2022) site generated peak hour traffic assignment for the Timberline Village. In the initial traffic assignment, no traffic was assigned to the Harmony/MHP Access intersection. Initial site plans indicate no connection from the Timberline Village to the MHP Access. It is expected that this connection would not be made unless it was the only route for Timberline Village exits to the east. It is also the function of the ability to secure easement to the MHP Access. Figure 10 shows the short range (2006) total morning and afternoon peak hour traffic at the key intersections. Figure 11 shows the long range (2022) total peak hour traffic at the key intersections. Signal warrants As a matter of policy, traffic signals are not installed at any location unless warrants are met according to the Manual on Uniform Traffic Control Devices. While the Timberline/Milestone intersection will meet peak hour signal warrants, this intersection will not be signalized according to Fort Collins Traffic Operations. The ' Harmony/MHP Access/Snow intersection may be signalized at some future date. Traffic on the future south leg (Snow Drive) will likely cause the peak hour signal warrant to be met. 1 Operation Analysis ' Capacity analyses were performed at the key intersections. The operations analyses were conducted for the short range analysis, ' reflecting a year 2006 condition. The long range analysis reflects a year 2022 condition. Using the traffic volumes shown in Figure 6, the key intersections operate in the short range background condition as indicated in Table 3. Calculation forms for these analyses are provided in Appendix C. The key intersections will operate acceptably during the peak hours. Using the traffic volumes shown in Figure 7, the key intersections operate in the long range background condition as indicated in Table 4. Calculation forms for these analyses are provided in Appendix D. The key intersections will operate acceptably, overall. However, in the afternoon peak hour, some movements are expected to operate at level of service F at the Harmony/Timberline intersection. PROPOSED DEVELOPMENT Timberline Village is a commercial development consisting of a ' grocery store, 3 sit-down restaurants, a drive-in bank, and 34,750 square feet of retail. Timberline Village is located in the northeast quadrant of the Harmony/Timberline intersection in Fort Collins. Figure ' 4 shows a site plan of the Timberline Village. The short range analysis (Year 2006) includes development of the Timberline Village and an appropriate increase in background traffic, due to normal growth and ' other potential developments in the area. The long range analysis year is considered to be 2022. ' The site plan shows three accesses to.the Timberline Village site. One access is a full -movement access to Milestone Drive. Milestone Drive intersects with Timberline Road at a full movement, stop sign controlled intersection. The second access, to Timberline Road, is a ' right-in/right-out only access. The third access, to Harmony Road, is a right-in/right-out/left-in access. Trip Generation Trip generation is important in considering the impact of a development such as this upon the existing and proposed street system. A compilation of trip generation information contained in Trip Generation, 6t° Edition, ITE was used to estimate trips that would be generated by ' the proposed/expected uses at this site. Table 2 shows the expected trip generation on a daily and peak hour basis. Trip Distribution Directional distribution of the generated trips was determined for the Timberline Village. Future year data was obtained from the NFRRTP and other traffic studies. Figure 5 shows the short range (2006) and long range (2022) trip distribution used for the Timberline Village. Background Traffic Projections Figures 6 and 7 show the respective short range (2006) and long range (2022) background traffic projections. Background traffic projections for the short range and long range future horizons were obtained by reviewing the NFRRTP, reviewing traffic studies for other developments, and reviewing historic count data for this area of Fort Collins. The long range background traffic assumes that all vacant parcels in the area of the Timberline Village are developed. ' Trip Assignment Trip assignment is how the generated and distributed trips are ' expected to be loaded on the street system. Raw traffic data is provided in Appendix A. The traffic data for the Harmony/Timberline intersection was collected in January 2002, and the traffic data for the Timberline/Milestone and Timberline/Timberline Lane/RT Access intersections was collected in August 2002. Traffic data at the Harmony/MHP Access intersection was obtained in October 2002. Since the traffic counts were performed on different days and at different times during the year, traffic volumes were averaged and balanced between the key intersections, as shown in Figure 3. Existing Operation The key intersections were evaluated using techniques provided in the 2000 Highway Capacity Manual. Using the peak hour traffic shown in Figure 3, the current peak hour operation is shown in Table 1. Calculation forms are provided in Appendix B. A description of level of service for signalized and unsignalized intersections from the 2000 Highway Capacity Manual and a table showing the Fort Collins Motor Vehicle LOS Standards (Intersections) are provided in Appendix B. The key intersections operate acceptably during both the morning and afternoon peak hours. Acceptable operation at signalized intersections during the peak hours in mixed -use districts is defined as level of service E or better, overall. At unsignalized intersections, acceptable operation is considered to be at level of service F for any approach leg for an arterial/local intersection. Pedestrian Facilities There are pedestrian facilities along Harmony Road adjacent to the Harmony School and adjacent to developed properties on the south side of Harmony Road. There are sidewalks on the east side of Timberline Road. Except for a short segment near Harmony Road, there are no sidewalks on the west side of Timberline Road. Sidewalks exist along both sides of Milestone Drive. Sidewalks will be incorporated within and adjacent to this development. Bicycle Facilities Bicycle lanes exist on Harmony Road and Timberline Road. Milestone Drive has no bicycle lanes. Bike lanes are not required on local or connector streets. It is important that a thorough understanding of the existing conditions be presented. 1 Land Use ' Land uses in the area are primarily either residential or commercial/office. Roads The primary streets near the Timberline Village site are Timberline Road, Harmony Road, Milestone Drive, and the Mobile Home Park Access. Currently, Timberline Road has a four -lane cross section near the Timberline Village site. At the Harmony/Timberline intersection, Timberline Road has two travel lanes in ' each direction, northbound and southbound dual left -turn lanes, and northbound and southbound right -turn lanes. The Harmony/Timberline intersection is signalized. At the Timberline/Milestone intersection, Timberline Road has two travel lanes in each direction, a southbound ' left -turn lane, and a northbound right -turn lane. The existing speed limit in this area is 40 mph. Harmony Road is adjcent to the south side of the Timberline Village site. It is an east -west street designated as a six -lane arterial street on the Fort Collins Master Street Plan. Currently, it has a four -lane cross section with appropriate auxiliary lanes. At the Harmony/Timberline intersection, Harmony Road has two travel lanes in each direction, eastbound and westbound dual left -turn lanes, and eastbound and westbound right -turn lanes. The existing approach speed limit in this area is 45 mph. Milestone Drive is to the north of the Timberline Village site. It is an east -west street designated as a local street on the Fort Collins Master Street Plan. Currently, it has a two-lane local street cross section near the site. INTRODUCTION ' This transportation impact study addresses the capacity, geometric, and control requirements at and near the proposed development of the Timberline Village. The proposed Timberline Village site is ' located in the northeast quadrant of the Harmony/Timberline intersection in Fort Collins, Colorado. ' During the course of the analysis, numerous contacts were made with the project developer (Miller/Weingarten), the project planning consultant (Cityscape Urban Design), the project engineering consultant ' (JR Engineering), the Fort Collins Traffic Engineering staff, and the Fort Collins Transportation Planning staff. This study generally conforms to the format set forth in the Fort Collins transportation impact study guidelines contained in the "Larimer County Urban Area ' Street Standards." A Base Assumptions Form and related information are provided in Appendix A.
