This completes staff (and outside reviewing agencies) review
and comments at this time. It is possible that these issues
can be addressed without going through another formal round of
review. Please contact Engineering, Stormwater, and
Water/Wastewater to work out arrangements on how to respond to
these comments. This proposal is subject to the 90-day
revision re -submittal requirement (from the date of this
comment letter, being July 14, 2004) as set forth in section
2.2.11(A) of the Land Use Code. Be sure and return all red -
lined plans if / when you re -submit. .

The revised pond outfall plans call for a 24" CMP and a swale
from the junction box north to the outfall on Taft Hill Road.
Please provide a detail for the the proposed grate over the
junction box.
Please call out a seeding for the swale and provide erosion
protection during construction.
Please provide buried riprap at the downstream end of the
pipe.
This pipe is on County ROW and serves City property, there
will need to be an agreement between the City and the County
as to who is responsible for maintenance of this pipe.
Apparently the pipe is in its entirety within County ROW and
Larimer County_Engineering should be routed these plans, and
should sign off on these prior to City approval.
Please call out the type and size of the storm pipe north of
Building 2.

Third Review
June 28, 2004 .
1. The surety calculation is incorrect. Cost for silt
fencing is low, cost for revegetation for the entire acreage
is now $725 per acre for areas greater than 5 acres, $775 per
acre for areas less than 5 acres. Also, not all of the BMP's
indicated on the plan are included.
2. There must be a project schedule on the plan indicating
when various BMP's are to be installed and/or removed in
relation to the stages of construction. Don't name specific
months, use Month 1, 2, 3, etc.
3. Is the'sediment trap in the pond to be accomplished by
over -excavation or by utilization of an outlet filter ?
Please indicate on the plan.
4. The southeast bank of the New Mercer canal is not
protected by any silt fencing. This would seem to indicate
that the triangular area near Taft Hill Road will not be
disturbed by this project, although new sidewalks are.shown
here. Why is the canal not protected from these upslope
constructions. Please correct appropriately.
5. The sidewalk construction along LaPorte Ave. is outside
the area protected by the silt fencing there. What will
protect downstream areas (LaPorte Avenue) from this
construction?

that the ditch company does not need this access point and
that it can be removed.

mylar each of the Site, Landscape, & Building Elevation Plans,
and 3 mylars of the subdivision plat (at least 1 mylar must
have original signatures) will be submitted to the Current
Planning Department.

(4/28/041 The developer should look at having the water line
connection as well as the new driveway approach out to Taft
Hill Road constructed in advance of the City's in -place street
work on Taft Hill in order to avoid cutting into a newly
redone street. The developer would need to fill out an
excavation permit through Engineering in order to accomplish
this. The developer will need to have City licensed concrete,
utility and asphalt contractors to do this work. Contact Rick
Richter (221-6605) in order to coordinate.
