only occur if the current Lincoln /Lemay Avenue configuration remains as is.
Furthermore, the future of the existing Lincoln Avenue is uncertain at this time.
The East Mulberry Corridor plan indicates some changes will most likely occur
when Lincoln Avenue to the east. It is projected as shifting in a more northerly
alignment to connect with a future 2 lane arterial (International) street. The
portion of Lincoln Avenue from the future connection to Lemay is shown in the
plan as a 4 lane arterial which will require extensive intersection reconfiguration
improvements which may impact any existing improvements previously installed
by this and existing developments.
Recommendation:
Since the ultimate final design or construction timing for Lincoln and Lemay
avenues is not within the near future, and the final intersection alignment has not
been determined it is likely that changes to the existing streets will occur. Based
upon the fact that the Bank One Development is not being required to make any
ultimate Lincoln Avenue improvements except for the sidewalk installation it
seems realistic to not be concerned with the proposed sidewalk location being an
attached or detached sidewalk at this time. The sidewalk as proposed may
become an attached walk in the future, yet allows for a detached sidewalk if the
future alignment is modified to a different configuration then what is envisioned
today. Therefore, staff supports the sidewalk configuration and location as
shown on the City approved Final Development Plan Documents. The sidewalk
as proposed is not anticipated to compromise the public health, safety and
welfare.

RE: Sidewalk Variance request to LCUAAS
Issue:
Approve a variance to the Larimer County Urban Area Street Standards to allow
the installation of an attached seven foot wide sidewalk adjacent to Lincoln
Avenue in -lieu of the City standard detached six foot wide sidewalk with a ten
foot parkway strip between the street and the sidewalk.
Discussion:
Interim stormwater improvements to Lincoln Avenue limit the design options
adjacent to the proposed Bank of Colorado project at the Northeast corner of
Lincoln and Lemay Avenues. The City is requiring this project to provide a
stormwater retention pond, which is required to be of much greater capacity then
the normal detention pond, due to the lack of an adequate out fall system down
stream of this project. Consequently, the retention pond size is substantially
larger when compared to the normal detention pond size when an outfall system
is in place. The required retention pond is currently located as far south and is
located as centrally as possible to the east west property lines as practical for
this project.. With the enlarged pond and a possible future right turn lane there
is not sufficient room to provide for a detached sidewalk should the future Lincoln
Avenue be constructed at it's current location. In order to accommodate the
pond sizing and a future right turn lane this project is proposing a 7 foot wide
sidewalk adjacent to the property line to compensate for the lack of a parkway
