See site, landscape and utility plans for othe comments. Current Planning: 1. Be sure to show the location of the electrical transformer. The source of power is on the north side of Lincoln east of the site. The transformer must be screened from view from both public streets. This may best be accomplished by a three -sided enclosure made of materials to match the building. Please add a General Note Number 13 indicating that the transformer will be screened. (See redlines.) 2. The Lighting Plan did not provide information on the building -mounted light fixtures. We have had some problems on recent projects with a several Page 10 make a deliberate left turn and prevent people from trying to cut the corner as they enter Lemay or block the driveway entrance. Topic: Transportation Number: 25 Created: 6/4/2003 [10/22/03] Follow-up comment: After discussions with other departments and the applicant at the Wed. 10-22-03 meeting a possible future cross access drive to the north was recommended. This connection will be an extension of the north /south drive aisle on the east side of the property and terminate at the north edge of the property. Parking layout and site design should not preclude future cross access to development that may occur to the east or north of this site. Please ensure that this remains the case in subsequent submittals. Please also bear in mind that the driveway providing access to E. Lincoln should be a right -in / right -out only. Furthermore, as properties develop to the east a new shared access point to Lincoln will be required. Cross access opportunities also apply to pedestrian facilities, such as walkways and not be precluded by landscaping. Please work closely with the adjacent developer / property owner on identifying the cross access locations with this submittal. Number: 77 Created: 10/24/2003 [10/24/03] It is unclear from the plan sets what the interim and ultimate improvements for the Lemay / Lincoln intersection will include. Please keep in mind that the ultimate intersection improvements need to account for all necessary turn lanes, a ped. refuge and a 6' bike lane. The interim improvments do not need to include the ped refuge. Number: 78 Created: 10/24/2003 [10/24/03] The latest submittal includes an attached sidewalk along the property's Lincoln frontage. The pedestrian Level of Service and the street standards require that a landscaped parkway be located between the sidewalk and right turn lane. After discussions with transportation staff it was determined that the parkway width can be reduced from 10 feet to 6 feet if necessary. Instead of transitioning the bike lane at the development's new driveway location, the bike lane should continue next to the curb and transition closer to the intersection. The transition should began approximately 200 feet from the intersection and transition back to the curb within a 75 foot distance. Please see engineering's red lines. Page 9 Topic: Utility Conflicts Number: 37 Created: 6/10/2003 [10/24/03] Due to the strong potential for utility conflicts for the pipe crossing of Lemay Avenue a utility coordination meeting with ALL affected utility providers is strongly recommended. Such a meeting should take place before any potential re -submittal is considered. Previous comments regarding utility conflicts : The proposed storm sewer crossing of Lemay Avenue may have some major utility conflicts. Please show and call out on the pipe profiles the existing City of Fort Collins, ELCO and North Weld Irrigation District lines. Please provide a minimum of 18 " of clearance from these lines. Show the electric duct bank crossing of the proposed storm line at Lemay Avenue. Will there be a conflict between the proposed storm line on the north side of Lincoln and any proposed duct banks as the storm sewer alignment seems to coincide with the area that Electric utilities are usually located. There seems to be a utility conflict at the crossing of the 8" water line and the existing storm sewer. Please pothole to check existing elevations. There needs to be a roadway swale design that drains into the storm sewer system to evacuate water off of the the ROW in the interim condition. Topic: Pipe alignment Number: 81 Created: 10/24/2003 [10/24/03) Please make sure that the storm sewer along Lemay will not be affected by proposed trees in the parkway strip. In the future when this alignment of Lemay is vacated, this pipe will need to be in a designated drainage easement. Topic: Storm Sewer Profile Number: 36 Created: 6/10/2003 [10/24/03] This comment was not addressed The storm sewer along Lincoln Avenue has an invert out at the manhole that is higher than invert in. Please redesign the proposed storm line, projecting the storm sewer elevations back through the Lemay Avenue intersection such that there would be a positive slope at the manhole and throughout the pipe profile. If raising this storm sewer causes a cover problem at Lemay Avenue then this should be discussed at a utility coordination meeting. The plan indicates silt fencing on the west, north, and east sides of the project. Why not the south? What is to protect the surrounding area from sediments from the southerly storm pipe installation? 2. Are the detention areas to be landscaped? Topic: Floodplain Comments Number: 61 Created: 10/21/2003 [10/21 /03] 1. The site is in the FEMA 100-year and 500-year floodplain. The off -site access is in the City 100-year Dry Creek floodplain. 2. A floodplain use permit will be required for both the offsite work and the on - site work that is in the 100-year floodplain. A $25 permit fee is required for each permit. 3. Please see attached floodplain review checklist for items to be included on the plans and in the drainage report. If the floodplain information causes the drainage/ and or grading plan to become too cluttered, a separate floodplain plan can be included. 4. Please see additional minor comments in the drainage report. 5. Sizing of the storm sewer along Lincoln should look at the FEMA 100-year discharges in addition to local runoff if a swale is not going to be provided. Topic: Grading Plan Number: 38 [10/24/03] Created: 6/10/2003 There seems to be grading to the north and east of the property line. Any such grading would require an off -site grading easement from the property owner. Why is the pavement thickness on the grading plan ?? Please remove. Please provide a legend. Final limits are to be determined in the field by the City Engineering Inspector. All repairs are to be in accordance with City street repair standards. For private easements (grading easement with neighbor) a copy of the completed easement will need to be submitted to the city prior to mylar approval. Contact City Forestry for a copy of the tree preservation notes that need to added to the plans (Landscape, Grading, etc.). Add a detail to the Utility Plan showing how the orange construction fencing needs to be placed around the trees (Tree Protection Standards LUC 3.2.1(G)(3)). Label the trees that are required for mitigation as "mitigation trees". Mitigation trees are added above and beyond normally required development required standards. Number: 82 Created: 10/24/2003 [10/24/03] The median on Lemay should be centered on the existing line separating the northbound through lane and the southbound turn lane to minimize the lane offsets for vehicles traveling north and south on Lemay. Additional pavement may be needed on both sides of Lemay to accommodate this. Travel lane widths should be maintained at 12'; there is a location on southbound Lemay where the lane was narrowed to 10', and this is too narrow. Increased traffic in the future may result in the access point becoming right-in/right-out only. Topic: Striping Number: 68 Created: 10/21 /2003 [10/21/03] The striping shown on Lincoln east of the site doesn't seem to work. With a double -yellow line in the middle of the street, the center left turn lane will be removed, but the way the double yellow ties into the existing striping on Lincoln doesn't end up re -starting the center left turn lane. What happens to it? Topic: Traffic Number: 58 Created: 10/21 /2003 [10/21/03] The TIS identifies the need for a left turn lane into the proposed access road on Lincoln, but this lane is not shown on any of the plans. Please design this lane and provide for any needed construction/re-striping for it. Topic: Utility Plan Number: 12 Created: 6/2/2003 [10/23/03] Any cuts/edges of mill/inlays need to be made at the edge of a lane line or the middle of a vehicle travel lane. They are not allowed in the middle of bicycle lanes. Page 4 sections. More information is needed to determine whether the area will drain properly. Original comment: Please provide the full design (detailed, not preliminary) of Lincoln along the property's frontage, including the full lengths of the turn lanes that stretch east of the property. Beyond this, to the east, please show the horizontal alignment as a possible future alignment of Lincoln, to be designed by others, and remove the vertical design as well. Number: 11 Created: 6/2/2003 [10/23/03] Station equations weren't provided. The cross -sections should contain more information as required in LCUASS. Enough vertical information regarding the design of Lemay needs to be provided to assess whether the sidewalk being built along Lemay will be in the correct location with the ultimate buildout of Lemay. There are approved designs of Lemay avenue stretching from south of this site north to Vine (in the Mulberry/Lemay Crossings, C3-1814, and Buffalo Run plans, C3- 1724). These plans may be used and referenced by this project, or, if this project wishes to redesign Lemay, then both ends of the new portion need to tie into the approved design(s) (station equations, vertical matches). Detailed design of Lemay along the property's frontage is needed. Number: 59 Created: 10/21 /2003 [10/21/03] Please provide station equations to tie the proposed designs to existing designs. The design on Lincoln needs to show that, when Lincoln is widened and the ultimate median is constructed, the grade from the median to the ultimate curb and gutter on the north will be a straight grade meeting standards. The ultimate curb and gutter placement on both Lincoln and Lemay should ensure that grades between the sidewalk and curb and gutter do not exceed 4:1 and should also provide for a 2' shallow -graded area adjacent to the sidewalk on each side. Number: 60 Created: 10/21 /2003 [10/21/03] The grading shown for Lemay needs to provide an area for water to drain off of the pavement into perhaps a swale or small ditch. The edge of pavement (and the bike lane) should not beat the low point. Also, as discussed in a previous meeting, these flows from the streets need to be diverted into the pond. Number: 62 . Created: 10/21/2003 [10/21/03] When adding pavement to an existing street, the slope of the new pavement should be at least as steep as that of the existing pavement (per LCUASS). It isn't as critical where the pavement is being added to the center of the street, starting with a shallower slope and dropping off to a steeper slope toward the edge of the road. It is more important where the center of the roadway is steeper Page 3 4. 20' utility easement cannot be located on the easterly side of lot 1. 5. How was the south line nw 1/4 determined? ' Topic: Storm Sewer Profile Number: 65 Created: 10/21 /2003 [10/21/03] It appears that there will not be enough cover over stormpipe 1 in the ROW. (min 2' to scarified subgrade). Please call to set up a meeting with representatives from Stormwater, Engineering, and other utilities (water/wastewater, ELCO, N. Weld) to discuss this issue. Topic: Street design Number: 9 Created: 5/30/2003 [10/23/03] No variance requests were received. Please submit variance requests for: 1. Driveway separation distances. 2. The design of the left turn lane on Lincoln. 3. Sub -standard ROW dedication on Lincoln (typically, another 12' of ROW would be required for the right turn lane at the intersection). The sidewalk and parkway as shown are not acceptable. While we mentioned at an earlier meeting that the City would entertain a variance to reduce the parkway width, it was not anticipated that there would be no parkway at all. A minimum parkway width of 6' needs to be provided, tapering to the standard parkway width at the property line to the east, and this will still require a variance. The sidewalk and parkway should be within dedicated ROW. Original comment: The access points shown do not meet the minimum separation distance from an intersection as required by the Larimer County Urban Area Street Standards. Please submit a variance request according to LCUASS 1.9.4. It is the City's intention to support the variance, but not without conditions. Adding to comment #1 from Traffic Operations, the medians required to restrict access to ri/ro for both the access on Lincoln and the one on Lemay should be standard medians in the center of the street. "Pork chop" islands in the driveways would be insufficient. Also, please note that the access location on Lincoln is approved on an interim basis only, and should be noted that it will be removed in the future. When the property to the east develops, a shared access needs to be provided with a greater separation from Lemay than is shown with the current access. It is suggested to work with the adjacent property owner(s) regarding cross access from this parcel to both the north and the east.
