sheet.

Current Planning:
1. Be sure to show the location of the electrical transformer. The source of power
is on the north side of Lincoln east of the site. The transformer must be
screened from view from both public streets. This may best be accomplished
by a three -sided enclosure made of materials to match the building. Please add
a General Note Number 13 indicating that the transformer will be screened.
(See redlines.)
2. The Lighting Plan did not provide information on the building -mounted light
fixtures. We have had some problems on recent projects with a several

make a deliberate left turn and prevent people from trying to cut the corner as they
enter Lemay or block the driveway entrance.

[10/22/03] Follow-up comment: After discussions with other departments and the
applicant at the Wed. 10-22-03 meeting a possible future cross access drive
to the north was recommended. This connection will be an extension of the
north /south drive aisle on the east side of the property and terminate at the
north edge of the property.
Parking layout and site design should not preclude future cross access to
development that may occur to the east or north of this site. Please ensure that this
remains the case in subsequent submittals. Please also bear in mind that the
driveway providing access to E. Lincoln should be a right -in / right -out only.
Furthermore, as properties develop to the east a new shared access point to Lincoln
will be required. Cross access opportunities also apply to pedestrian facilities, such
as walkways and not be precluded by landscaping. Please work closely with the
adjacent developer / property owner on identifying the cross access locations with
this submittal.

improvements for the Lemay / Lincoln intersection will include. Please keep in mind
that the ultimate intersection improvements need to account for all necessary turn
lanes, a ped. refuge and a 6' bike lane. The interim improvments do not need to
include the ped refuge.

[10/24/03] The latest submittal includes an attached sidewalk along the property's
Lincoln frontage. The pedestrian Level of Service and the street standards require
that a landscaped parkway be located between the sidewalk and right turn lane.
After discussions with transportation staff it was determined that the parkway width
can be reduced from 10 feet to 6 feet if necessary.

transitioning the bike lane at the development's new driveway location, the bike lane
should continue next to the curb and transition closer to the intersection. The

Due to the strong potential for utility conflicts for the pipe crossing of Lemay Avenue
a utility coordination meeting with ALL affected utility
providers is strongly recommended. Such a meeting should take place before any
potential re -submittal is considered.
Previous comments regarding utility conflicts :
The proposed storm sewer crossing of Lemay Avenue may have some major utility
conflicts. Please show and call out on the pipe profiles the existing City of Fort
Collins, ELCO and North Weld Irrigation District lines. Please provide a minimum of
18 " of clearance from these lines.
Show the electric duct bank crossing of the proposed storm line at Lemay Avenue.
Will there be a conflict between the proposed storm line on the north side of Lincoln
and any proposed duct banks as the storm sewer alignment seems to coincide with
the area that Electric utilities are usually located.
There seems to be a utility conflict at the crossing of the 8" water line and the
existing storm sewer. Please pothole to check existing elevations.

higher than invert in. Please redesign the proposed storm line, projecting the storm

be a positive slope at the manhole and throughout the pipe profile. If raising this
storm sewer causes a cover problem at Lemay Avenue then this should be
discussed at a utility coordination meeting.

access is in the City 100-year Dry Creek floodplain.
2. A floodplain use permit will be required for both the offsite work and the on -
site work that is in the 100-year floodplain. A $25 permit fee is required for
each permit.
3. Please see attached floodplain review checklist for items to be included on
the plans and in the drainage report. If the floodplain information causes the
drainage/ and or grading plan to become too cluttered, a separate floodplain
plan can be included.
4. Please see additional minor comments in the drainage report.
5. Sizing of the storm sewer along Lincoln should look at the FEMA 100-year
discharges in addition to local runoff if a swale is not going to be provided.

mitigation as "mitigation trees". Mitigation trees are added above and beyond

be maintained at 12'; there is a location on southbound Lemay where the lane was
narrowed to 10', and this is too narrow.

more information as required in LCUASS. Enough vertical information
regarding the design of Lemay needs to be provided to assess whether the
sidewalk being built along Lemay will be in the correct location with the
ultimate buildout of Lemay.
There are approved designs of Lemay avenue stretching from south of this site north
to Vine (in the Mulberry/Lemay Crossings, C3-1814, and Buffalo Run plans, C3-
1724). These plans may be used and referenced by this project, or, if this project
wishes to redesign Lemay, then both ends of the new portion need to tie into the
approved design(s) (station equations, vertical matches). Detailed design of Lemay
along the property's frontage is needed.

designs. The design on Lincoln needs to show that, when Lincoln is widened and
the ultimate median is constructed, the grade from the median to the ultimate curb
and gutter on the north will be a straight grade meeting standards. The ultimate curb
and gutter placement on both Lincoln and Lemay should ensure that grades
between the sidewalk and curb and gutter do not exceed 4:1 and should also
provide for a 2' shallow -graded area adjacent to the sidewalk on each side.

off of the pavement into perhaps a swale or small ditch. The edge of pavement (and
the bike lane) should not beat the low point. Also, as discussed in a previous

pavement should be at least as steep as that of the existing pavement (per
LCUASS). It isn't as critical where the pavement is being added to the center of the
street, starting with a shallower slope and dropping off to a steeper slope toward the
edge of the road. It is more important where the center of the roadway is steeper

representatives from Stormwater, Engineering, and other utilities (water/wastewater,

[10/23/03] No variance requests were received. Please submit variance requests
for:
1. Driveway separation distances.
2. The design of the left turn lane on Lincoln.
3. Sub -standard ROW dedication on Lincoln (typically, another 12' of ROW would be
required for the right turn lane at the intersection). The sidewalk and parkway as
shown are not acceptable. While we mentioned at an earlier meeting that the City
would entertain a variance to reduce the parkway width, it was not anticipated that
there would be no parkway at all. A minimum parkway width of 6' needs to be
provided, tapering to the standard parkway width at the property line to the east, and
this will still require a variance. The sidewalk and parkway should be within
dedicated ROW.
Original comment:
The access points shown do not meet the minimum separation distance from an
intersection as required by the Larimer County Urban Area Street Standards.
Please submit a variance request according to LCUASS 1.9.4. It is the City's
intention to support the variance, but not without conditions. Adding to comment #1
from Traffic Operations, the medians required to restrict access to ri/ro for both the
access on Lincoln and the one on Lemay should be standard medians in the center
of the street. "Pork chop" islands in the driveways would be insufficient. Also,
please note that the access location on Lincoln is approved on an interim basis only,
and should be noted that it will be removed in the future. When the property to the
east develops, a shared access needs to be provided with a greater separation from
Lemay than is shown with the current access. It is suggested to work with the
adjacent property owner(s) regarding cross access from this parcel to both the north
and the east.
