Please keep in mind that the E. Mulberry Corridor Plan has identified this section of Lincoln Ave. as a 4-Lane arterial. Department: Water Wastewater Issue Contact: Jeff Hill Topic: General Number: 27 Created: 6/6/2003 A meeting is needed between the developer of this site and the owner of the property to the east and north to discuss the future water and sewer requirements. This property alone may not warrant a water main looping; however, from the standpoint of the overall area, additional connections will likely be needed and will be required with this project. The water main located in Lemay is a cathodically protected water main. Include a Cathodic Isolation connection detail as well as clearly define the connection on the overall utility plans. Page 7 Department: Traffic Operations Issue Contact: Eric Bracke Topic: Traffic Number: 1 Created: 5/14/2003 1 have reviewed the TIS for the Bank of Colorado located at the intersection of Lincoln and Lemay. Overall, the intersection of Vine and Lemay does not meet the LOS standards found in Table 4-3 of the LCUASS. Short term operation needs to be LOS D or better and short term overall is at LOS E. Two of the movements EB/S13 are at LOS F in the AM and the standards require E or better. The project will be responsible for constructing the EB and WB left turn lanes at Vine and Lemay if other developments lag behind and fail to construct the improvements The access off of Lincoln is proposed to be a 3/4 short term and ri/ro in the long term. I would prefer to see it as a ri/ro access from the beginning. It is always difficult to modifiy access locations once they are in place. Medians should be installed on both Lemay and Lincoln. Number: 32 Created: 6/6/2003 A revised TIS (memo form) should be submitted with new signal phasing at Vine and Lemay to confirm the APF analyses. Department: Transportation Planning Issue Contact: Tom Reiff Topic: Transportation Number: 23 Created: 6/4/2003 The TIS identifies the Ped LOS for the street crossing of Lincoln to the Wal-Mart Supercenter and the Buffalo Run apartments as LOS B. However, in order to achieve this LOS of B the street crossing is required to have a 6' pedestrian refuge within a raised median. The pedestrian refuge within the median is also required as an element of the City's street standards as outlined in the LCUASS. The ped refuge should also be incorporated within the Lemay median, according to the LCUASS. Please include these features as part of the raised medians in subsequent submittals. Number: 25 Created: 6/4/2003 Parking layout and site design should not preclude future cross access to development that may occur to the east or north of this site. Please ensure that this remains the case in subsequent submittals. Please also bear in mind that the. driveway providing access to E. Lincoln should be a right -in / right -out only. Furthermore, as properties develop to the east a new shared access point to Lincoln will be required. Cross access opportunities also apply to pedestrian facilities, such as walkways and not be precluded by landscaping. Please work closely with the adjacent developer / property owner on identifying the cross access locations with this submittal. Who will be in charge of opening and closing the gate? when would that happen in relation to a storm event? what happens if the gate is left closed after a storm or opened during normal operations? and who is responsible for making sure that the system functions adequately? Topic: Storm Sewer Profile Number: 36 Created: 6/10/2003 The storm sewer along Lincoln Avenue has an invert at the manhole that is higher than invert in. Please redesign the proposed storm line, projecting the storm sewer elevations back through the Lemay Avenue intersection such that there would be a positive slope at the manhole and throughout the pipe profile. Please call out the 100 year HGL on the pipe profiles Topic: Utility Conflicts Number: 37 Created: 6/10/2003 The proposed storm sewer crossing of Lemay Avenue may have some major utility conflicts. Please show and call out on the pipe profiles the existing City of Fort Collins, ELCO and North Weld Irrigation District lines. Please provide a minimum of 18 " of clearance from these lines. Show the electric duct bank crossing of the proposed storm line at Lemay Avenue. Will there be a conflict between the proposed storm line on the north side of Lincoln and any proposed duct banks as the storm sewer alignment seems to coincide with the area that Electric utilities are usually located. There seems to be a utility conflict at the crossing of the 8" water line and the existing storm sewer. Please pothole to check existing elevations. Topic: Drainage Report Number: 41 Created: 6/10/2003 Please call out the 2 year flows in the drainage report rational method calculations as Q2, not Q10 as currently shown. Explain in the text of the report and provide a schematic of what pipe scenario corresponds to which to which storm sewer. Please specify how the pipe crossing of Lemay Avenue was designed. Provide 100 year master plan flows in the Lincoln channel upstream of Lemay. If the proposed improvements are the ultimate improvements for Lemay Avenue then pipe should be designed to carry 100 year master plan flows with no overtopping allowed since Lemay Avenue is an arterial street. Any such grading would require an off -site grading easement from the property owner. Why is the pavement thickness on the grading plan ? Please remove. Please provide a legend. Topic: Landscape Plan Number: 43 Created: 6/10/2003 There seems to be a conflict between one of the proposed shade tree along Lemay Avenue and the proposed storm sewer. Please rectify. For private easements (grading easement with neighbor) a copy of the completed easement will need to be submitted to the city prior to mylar approval. These plans may be used and referenced by this project, or, if this project wishes to redesign Lemay, then both ends of the new portion need to tie into the approved design(s) (station equations, vertical matches). Detailed design of Lemay along the property's frontage is needed. COLLINS, CO 80526 Staff has reviewed your submittal for BANK OF COLORADO PDP - TYPE I (LUC) #16-03, and we offer the following comments: ISSUES: Department: Engineering Issue Contact: Katie Moore Topic: General Number: 7 Created: 5/30/2003 Please provide a plat of the property with ROW and easements dedicated as necessary, since the property is not currently platted. Both Lincoln and Lemay are 4-lane arterials on the Master Street Plan, with a total of 11 5'of ROW. Utility easements 15' wide are required behind the ROW on both streets as well. ROW dedicated for Lemay should be located to provide for the ultimate alignment of Lemay as it swings east for the future overpass at Vine. Number: 8 Created: 5/30/2003 Regarding the ultimate design of Lincoln, the transition of Lincoln from 4-lane to 2- lane needs to occur at the next intersection east of Lemay. Studies have shown that the Lincoln/Lemay intersection needs to be 4 lanes on all sides to provide for the needed capacity. Number: 9 Created: 5/30/2003 The access points shown do not meet the minimum separation distance from an intersection as required by the Larimer County Urban Area Street Standards. Please submit a variance request according to LCUASS 1.9.4. It is the City's intention to support the variance, but not without conditions. Adding to comment #1 from Traffic Operations, the medians required to restrict access to ri/ro for both the access on Lincoln and the one on Lemay should be standard medians in the center of the street. "Pork chop" islands in the driveways would be insufficient. Also, please note that the access location on Lincoln is approved on an interim basis only, and should be noted that it will be removed in the future. When the property to the east develops, a shared access needs. to be provided with a greater separation from Lemay than is shown with the current access. It is suggested to work with the adjacent property owner(s) regarding cross access from this parcel to both the north and the east.
