CONCEPTUAL REVIEW SUMMARY - 3/4/02
Water/Wastewater Comments
Location: NE of Lemay Avenue and Lincoln Avenue (G-10)
Proposal: Bank and possible commercial building(s)
Ex. Mains: Water: 24-inch in Lemay, 8-inch in Lincoln
Sewer: 15-inch in north/south alignment approximately 200 to 300 feet east of Lemay
Comments: Provide 30 foot easement for the existing sanitary sewer. Extend water main in the
north/south street on east side of site. The need for a water main in the east/west drive will
be evaluated during the utility plan review when additional information regarding
development in the surrounding area is available. ELCO has existing water mains in
Lincoln and Lemay and a water service on Lemay which need to be shown on utility plans
and addressed accordingly. The water conservation standards for landscape and irrigation
will apply to the project. PIF's, water rights and development review fees will be due at
time of building permit. A water repay is also due for the developer's portion of the
24-inch water main in Lemay.
Location: 403/409 S Mason Street (0-7)
Proposal: Retail/commercial building
Ex. Mains: 8-inch water and 8-inch sewer in Mason
Comments: If there are existing water/sewer services extending onto the site, the services must be used
or abandoned at the main. A repay will be due for the Warren Lake Trunk sewer. The
water conservation standards for landscape and irrigation will apply to the site, and PIF's,
water rights and development review fees will be due at time of building permit.
Location: 302 Cherry Street (G-7)
Proposal: Addition to and expansion of services at juvenile halfway house
Ex. Mains: 4-inch water and 6-inch sanitary sewer in Cherry
Comments: If building addition necessitates an increase in the size of water service, PIF's, water rights
and development review fees will be due at time of building permit. If separate building is
constructed on the lot, separate water/sewer services may be required.
Location: 224 E Elizabeth Street (I-8)
Proposal: Add attached garage with possible living unit to an existing duplex
Ex. Mains: 16-inch water and 8-inch sewer in Elizabeth and 6-inch water in Mathews
Comments: If the third living unit is included in the addition, PIF's, water rights and development
review fees will be due at time of building permit.
Location: SE of Linden Street and Buckingham Street (Poudre River Oxbow site) (G-8)
Proposal: Mixed use - Office, commercial and residential
Ex. Mains: Water: 12-inch in Linden, 12-inch in Buckingham, 4-inch in First Street
Sewer: 30-inch on SW side of site, 8-inch in Buckingham, 8-inch in north 200 feet of
First Street
Comments: Provide 30 foot easement for the trunk sewer along SW side of site. Extend water mains
through the development connecting to the existing mains in Linden, Buckingham and First
streets. Schedule utility coordination meeting early in the project to insure that adequate
space and separation distances are provided for underground utilities. If a gray water

19. Local streets should intersect with the two abutting arterials every 660 feet. Exceptions
may be necessary for the future re -aligned Lemay Bypass. A variance would be
processed by the Engineering Department. It is likely that the driveway cut on Lemay
will be restricted to right-in/right-out tuming movements.
20. Utility Plans will be needed at the time of submittal. A Development Agreement will be
required prior to recording final documents. A Development Construction Permit will be
required prior to beginning site work. For further information, please contact Susan Joy,

21. For the larger surrounding context, please be aware that two existing local streets, Duff
and Webster, will need to be extended from the east to serve the 14 acre vacant area. For
further information regarding Transportation Planning issues, please feel free to call Tom
Reiff, 221-6608.
22. Please be aware of the pending East Mulberry Corridor Plan. There are long range plans
to re -align Lincoln and to extend Buckingham to the east. There is also some discussion
of down -zoning the property to L-M-N. The contact person is Pete Wray, 221-6376.
23. The Department of Natural Resources will require an Ecological Characterization Study.
This study should establish the boundaries of the wetlands and identify the existing trees.
In addition, the study should address the Limits of Development and establish the buffer
areas as called for in the Land Use Code. Native plants and grasses should be used in the
buffer zones. y
24. The City Forester should be consulted to evaluate the existing trees. If any trees are
found to be significant, then they should be preserved. Where trees cannot be preserved
they must be mitigated according to the Land Use Code. For further information, please

25. The construction phase will require a Fugitive Dust,Permit from the Larimer County
Health Department. Also, trash enclosures should be sized to accommodate various
containers for recycling. A single trash hauler should be used. For further information
on natural resource issues, please contact Doug Moore, 221-6750.
26. For an estimate of the Capital Improvement Expansion Fee, payable at the time of
building permit, please contact the Building Inspection Division, 221-6760. This fee is
adjusted annually.
27. There is a masonry oven on the property that was used not for incineration but for baking.
There are very few of these ovens left in Fort Collins. If the owner is willing, the Fort
Collins Museum would love to accept a donation for historic purposes. For further
information, please contact Carol Tunner, 221-6376.
9. Any water and sewer main brought to the property would have to be extended to the
limits of the property.
10. Please note that Elco also has mains in Lincoln and Lemay that may have to be crossed.
There may be an existing Elco service line that would have to be abandoned. For further
information regarding Elco facilities, please contact Webb Jones, 493-2044. City of Fort
Collins plant investment fees and raw water acquisition fees are due at the time of
building permit issuance. The Water and Sewer Department also has implemented a plan
check fee. For further information, please contact Roger Buffington, 221-6681.
11. The site will be served by the Poudre Fire Authority. They will require that a fire hydrant
be within 300 feet of all buildings capable of delivering a minimum of 1,500 gallons per
minute at 20 p.s.i. Addresses must be visible from public streets.
12. Access roads to buildings must feature no less than 25-feet inside and 50-feet outside
turning radii. Designated fire lanes must feature curbs painted red and "No Parking —
Fire Lane" signs. Addresses must be visible from the public street system. For further

13. The Street Oversizing Fee will be $11.03 per square foot for a bank with drive -through
facilities. The fee for the retail building is $6.24 per square foot and payable at the time
of building permit issuance. Keep in mind fees are adjusted annually. In addition, the
City collects the Larimer County Road Fee.
14. A Transportation Impact Study will be required which will address all modes. Check
with Eric Bracke, 221-6630, to determine the scope of the study. Keep in mind that the
intersection of North Lemay and East Vine is approaching capacity. Even though the
long range plan is to re -align Lemay to the east, interim improvements to this intersection
may be needed in the short range. If it is determined that there is no available capacity at
this intersection, the applicant can participate in improvements or wait until the
improvements are completed by others.
15. The developer is responsible for the repair of any damaged sidewalk, curb and gutter
along the public streets that front the project.
16. Lincoln has new section of pavement as a result of Buffalo Run Apartments. Please be
aware that any street cuts along Lincoln are subject to street cut fees based on the
condition of the asphalt. For further information, please contact Rick Richter, 221-6605.
17. Please be cautioned that any construction activity off -site will require an easement from
the property owner.
18. Additional right-of-way and easement may be needed along both Lincoln and Lemay. In
the case of Lemay, the right-of-way amount will be based on short term conditions. In
the long term, right-of-way for the Lemay Bypass will be required. Such dedication may
include additional land for slope easements.

development fees and charges. Street trees in the parkway strip must be kept 40 feet
from streetlights. Ornamental trees must be kept 15 feet from streetlights. For further

3. This site is in the Dry Creek Creek drainage basin where the new development fee is
$5,000/acre which is subject to the runoff coefficient reduction and due with building
permit issuance. The standard Drainage and Erosion Control Reports and construction
plans are required. Onsite stormwater detention will be required as will water quality
features. Usually water quality is provided by extended detention. All storm flows must
be routed to the outfall system presently a ditch along the north side of Lincoln.
4. The area along Lincoln is located within the 100-year floodplain. Therefore, no critical
facilities can be placed within this area. The balance of the site is located within the 500-
year floodplain. For further information regarding floodplain issues, and what constitutes

5. There is an existing storm sewer on the property that runs north to south that was
installed to serve San Cristo P.U.D. to the north. This storm sewer conveys storm flows
to the existing ditch on the north side of Lincoln. The problem, however, is that this ditch
does not presently have a proper outlet to the Dry Creek system. Since the area
downstream is located outside city limits, there would need to be design coordination
with Larimer County Engineering Department. The lack of a proper drainage outfall is a
major design issue that must be resolved.
6. The area to the east floods frequently and Larimer County has requested that no
additional runoff be allowed until the City and County can work out a solution.
Therefore, what was discussed with the potential developer of the surrounding property
(see Conceptual Review, January 7, 2002) is temporary retention with a phased project.
This corner site, by itself, is not large enough for temporary retention at the required two
times the total site runoff. In order to develop, there would need to be cooperation and
easements with the adjacent property developer. The City/County solution.to the East
Lincoln flooding problem is several years away.
7. Along Lincoln, there is a storm sewer that was installed for the Wal-Mart/Buffalo Run
projects. This sewer is 24-inches in diameter on the west side of Lemay. For some
reason, on the east side of Lemay, this sewer is reduced to only 10-inches. Such
transition does not work and would need to be rectified by any development proposal.

8. The City of Fort Collins has an existing 24-inch diameter water main in Lemay and an
eight -inch diameter water main in Lincoln. In addition, there is a water main in
Buckingham of undetermined size. There is an existing 15-inch diameter sanitary sewer
main that runs north to south located about 200 feet east of Lemay. This main would
have to be placed within a 30-foot wide easement if not already done so.
ITEM: Bank of Colorado - Northeast Corner of East Lincoln and Lemay
MEETING DATE: January 7, 2002
APPLICANT: Bank of Colorado c/o Mr. Dan Bernth, Realtec, 760 Whalers Way,
Building C, Suite 200, Fort Collins, CO. 80525.
LAND USE DATA: Request for 4,500 square foot bank, with accessory drive-thru facilities,
and separate 6,000 retail building on 1.4 acres at the northeast corner of East Lincoln and Lemay
within the old East Lincoln O.D.P.
COMMENTS:
The site is zoned I, Industrial which permits financial services as a permitted use subject
to Administrative (Type One) Review. The retail building, however, is not permitted in
the Industrial zone unless it meets the definition of a "convenience shopping center."
This definition is as follows:
Convenience shopping center shall mean a shopping and service center situated on seven (7) or
fewer acres with four (4) or more business establishments with separate exterior entrances,
located in a complex which is planned, developed and managed as a single unit, and located
within and intended to primarily serve the consumer demands of adjacent employment areas. The
principal uses permitted include retail stores; business services; convenience retail stores with
fuel sales (possibly including an accessory one -bay automatic carwash but not a multi -bay self -
serve carwash); personal business and service shops; standard or fast food restaurants (without
drive -up windows); liquor sales (for on- or off -premise consumption); beauty or barber shops;
dry-cleaning outlets; equipment rental (not including outdoor storage); limited indoor
recreational uses; pet shops; and uses of similar character. Secondary uses may include
professional offices; limited banking services such as branch banks (with limited drive -up
facilities) and automated teller machines; multi -family dwellings: medical offices and clinics;
small animal veterinary clinics; child care centers; and elderly day-care facilities.
2. The source of electrical power is along both Lincoln and Lemay. Electrical conduit is
stubbed to the property as part of the intersection widening project. There is sufficient
available power to serve the site. The number and location of the transformers must be
coordinated with Light and Power. Transformers must be both accessible (within ten feet)
to hard surface for emergency change -out and screened for aesthetic purposes, if visible
from a public street. Meters should be screened as well. Any modification to the existing
