Refer to the Fort Collins Development Manual for submittal requirements. c. The project will be considered a replat of the existing lot. Once the plat is complete, the new house on the new lot is a building permit review. d. The big issue is getting a new sewer connection from the new lot to the alley. e. Each lot must provide at least one off-street parking space. f. If you propose a garage on the new single family house, it must satisfy the standards for the treatment of garages found in the LUC Section 3.5.2(E). 2 c. Native grasses and plant materials should be used wherever appropriate, and bluegrasses should be minimized. d. If construction lasts for more than 6 months, you will have to file a permit for fugitive dust control with Lorimer County. 6. Fire Department: a. Address must be visible from the street using a minimum 6" numerals on a S contrasting background. b. A fire hydrant must be within 400' of every building (measured as a hose l� would lay) with a capacity of 1000 g.p.m @ 20 p.s.i. 7. Light and Power: a. Electric lines were burried underground in the last 4 to 5 years. b. Need to get a 6 foot wide easement across your lot (with the existing home) to locate the electrical service line for the newly created lot. E3 �r Transportation: ~� � tudy required. Each building needs a sidewalk connecting the entrance with the street -� sidewalk. c. If there is not an existing street sidewalk, one must be provided on the new lot, and possibly on the existing lot. d. Contact the Transportation Planning Department for information of the possibility of participating in a 50/50 cost share with the city on the required street sidewalk. 9. Historic Preservation: a. The new home must be compatible with the first home. Look at the features of the surrounding houses in the neighborhood. b. See section 3.4.7 of the LUC. c. The existing house may be eligible for historic designation. 10.Park Planning: a. The neighborhood and community parkland fees are based on square footage of each unit, and are due at the time of building permit. 11. Current Planning: a. Refer to Section 3 (General Development Standards), and Section 4.7 (NCM Zoning District) in the Land Use Code for the standards that apply to your 3 d. This proposed use is subject to type 1 review. 2. Stormwater Utility Department: a. This site is in the Old Town drainage basin where the new development fee is $4,150/acre which is applied to the new lot and is subject to the runoff coefficient reduction. b. The site is in inventory grid #9I. c. A drainage report is required and must be prepared by a professional engineer registered in Colorado. d. Normally water quality extended detention and water quantity detention is required. If your design engineer can show that the site imperviousness is less than or equal to the Old Town Masterplan imperviousness, the water quantity detention would not be needed. Other Best Management Practices need to be considered to meet the water quality requirements. 3. Engineering Department: a. Street Oversizing Fees have recently been updated. Check with Matt Baker for the specific amount of this fee for your project. b. The project may require a Traffic Impact Study (TIS). Contact Eric Bracke to determine if this study will be required. c. If the access is off the front, follow the city's driveway cut criteria. d. If the existing sidewalk is not existing or in poor condition it must be built or replaced. It should be a detached 4.5 feet wide sidewalk. e. There probably will not be additional right-of-way needed. f. Any design of Cowan needs to be to local street standards.. g. You will be required to have a Development Agreemnent, a Development �tr— Construction Permit, and Utility Plans. Aft- Aft- r� 4. Water & Wastewater Utility: a. Location: 637 Cowan Street (I-9) e-'hh o01 b. Proposal: Split existing lot and construct an additional SF residence c. Ex. Mains: 4-inch water in Cowan; 6-inch sewer in alley west d. Comments: Since this lot does not have frontage on the alley, an easement will be required across an adjacent property for the sewer service. The two houses may NOT share the same sewer or water service. PIF's and water rights will be due at time of building permit. 5, Natural Resources: a. Preserve the existing trees wherever possible. b.
