Meldrum A Fort Collins, Colorado 80521 email: trista()a oneearthsoludons.com phone. 970a93-7559 Alternative Compliance Request 637 Cowan Street PDP Final To: Troy Jones, Current Planning Department, City of Fort Collins From: Trista Sigler, One Earth Solutions Dear Troy, In response to comment number 52 for Cowan Street PDP, which recites code requiring three additional trees on site, I would like to request an alternative compliance to two of these. "Add another tree west of the existing house... section 3.2.1(D)(1)(c)" This part of the LUC requires "full tree stocking in all high use or high visibility sides of any building". This area of the building is not in high use nor does it have high visibility. It is the only open grass area in the back yard and is used partially for clothesline. There are currently three Elm trees and vines along the north property line in that area. See photo Bin exhibit. These elms and vines provide screening and continuity as well as a positive aesthetic quality between properties. The intent of the `full tree stocking' is to provide an adequate number of trees around a structure to provide shade, aesthetics, screening, continuity and enhancement to outdoor spaces. The existing vegetation adequately meets this intent. "Add a tree between the parking area and the north property line... section 3.2.1(E)(4)(a)" The LUC requires "one tree per forty feet along a side lot line parking setback area". Please see photos A thru E for existing vegetation surrounding the parking lot. Although only one large tree exists, there are several smaller trees and shrubs. There is an existing cable TV line and electric lines in this area as well as existing metal clothesline poles. Adding a tree in this area will prohibit the use of the existing clothesline and restrict the use of the only grass area in the back yard, as mentioned above. The intent of the `parking lot perimeter landscaping' is to provide shade and screening, mitigate air pollution and conflict of uses, and reduce glare and heat build-up. The existing vegetation adequately meets this intent. For further information, explanation, site photos, etc. please contact my office at any time.
