Transportation Planning:
1. Alternative modes, including pedestrian, bicycle and transit, need to be included
in the transportation impact study.
2. Prospect Road is designated as a four -lane arterial east to County Road 5.
3. The project will need to provide connectivity onto adjacent streets and properties
based on standards included within the land use code.
4. Transit service will need to be provided to the area. The applicant will need to
work with Transfort to provide future stops and service to the center.
Natural Resources:
1. An ecological characterization study of the parcel and adjacent wetlands will
.need to be submitted.
.2. A wetland delineation study will need to be submitted.
3. A sensitive specie study will need to be submitted, including the Ute Ladies
Tresses orchid and Prebbles Mouse.
4. A buffer zone with a minimum distance of 100 feet from the banks of Boxelder
Creek will need to be provided. ,
Current Planning:
1. A neighborhood meeting will need to be held for this application.
2. The property will be subject to the design and land use standards within Section
3.5.1 and 3.5.3 of the land use code. Staff would request the applicant work
closely with the Current Planning Department when developing future site plans
for the project.
3. The frontage road within the proposed project is not annexed into the City of
Fort Collins. An application to annex this right-of-way will need to be submitted
and approved prior to taking an action on the ODP.
Advanced Planning:
1. The ODP must coincide with the current zoning on this property. The proposed
I-25 Corridor Plan does not propose any rezoning of the land at this location.
2. This area is included within the Prospect Road Streetscape Plan.

Water/Wastewater:
1. Service in this area is provided by ELCO Water District and Boxelder Sanitation
District.
ELCO Water District:
1. No issues with serving the project.
2. May need to bore under the interstate to provide infrastructure to the site.
3. Will need an additional tie into the water system.
Engineering:
1. Street Oversizing Fee for Fort Collins will apply. The applicant may contact
Matt Baker at (970) 224-6108 for an estimate of the fees.
2. Larimer County Street oversizing fees will apply as well.
3. Additional right-of-way for adjacent streets will need to be dedicated if the
existing right-of-way is less than required pursuant to the Larimer County Urban
Area Street Standards.
4. A Traffic Impact Study will need to be submitted for this project. The applicant
will need to contact Eric Bracke at (970) 224-6062 for a scoping meeting.
5. Significant improvements to the Prospect Road, I-25 interchange should be
anticipated. The applicant will need to work with CDOT for coordinating design
and funding for such improvements. The on -ramp from Prospect Road to north-
bound I-25 may need to be relocated. The applicant should also working with
applicants of other projects south and west of this site to coordinate
improvements. The City does not participate in the improvements to interstate
highways.
6. There is a 660-foot spacing requirement for intersection spacing onto arterial
streets.
Storm Drainage:
1. This site is in the Cooper Slough/Boxelder drainage basins where presently there
are no new development fees.
2. The standard drainage and erosion control reports and construction plans are
required and they must be prepared by a professional engineer registered in
Colorado. Onsite detention with a 2-year historic release rate is required. Water
quality extended detention is required to treat the runoff.
3. This site in the Boxelder floodplain so a floodplain use permit is required.
Please contact Marsha Hilmes-Robinson (221-6036) or Susan Hayes (416-2233)
for all the floodplain requirements
4. Presently, the Boxelder floodplain is a no rise floodplain but a floodway
designation is being proposed. If it is adopted by Council, it would make the
development of the site somewhat easier as long as there is no rise in the
floodway.
5. The site is on Stormwater inventory map #16J.
6. The irrigation ditch owners or companies will need to sign off on the plans.
7. Generally, use of irrigation ditches as a drainage outfall is prohibited. However,
with analysis and ditch company approval, that . may be accepted. Larimer
County will need to be involved with the drainage system outfall. Easements

LAND USE DATA: A request for an overall development plan for a regional shopping
center at the northeast corner of Prospect Road and Interstate 25, with 135 acres of
commercial, industrial and residential uses. The property is within the City of Fort
Collins and is currently zoned C — Commercial, I- Industrial and UE — Urban Estate
Residential. The following departmental agencies have offered comments for this
proposal.
COMMENTS:
Zoning:
1. Any structure greater than 25,000 sq.ft. in floor area will be subject to review by
the Planning and Zoning Board.
2. Future Project Development Plans will be subject to the design standards within
Articles 3 and 4 of the Land Use Code.
3. The site is not included within the Residential Neighborhood Sign District.
Light and Power:
1. Three-phase power is available at the Frontage Road.
2. Normal development fees will apply to the project.
3. The applicant will need to show the location of utility boxes, meters and service
lines on the utility drawings and site plan.
4. The applicant will be responsible to extend electrical conduit the length of the
project frontage.
Poudre Fire Authority:
1. Fire hydrants must be located within 300 feet of all buildings capable of
delivering water flows of 1,500 gal/min at 20 psi.
2. Address for the buildings will need to visible from the street, with a minimum of
6 inch letters on a contrasting background
3. Buildings may need to be fire sprinklered, based on size and use.

Center at the northeast corner of I-25 and Prospect Road presented before the
Conceptual Review Team on June 2, 2003.
The comments are offered informally by staff to assist you in preparing the
detailed components of the project application. Modifications and additions
