Number: 20 Created: 4/8/2003 Remove the ID sign from the site plan. The sign code regulates the location of the sign, not the site plan. Especially since the location on the site plan doesn't comply with the sign code. Number: 21 Created: 4/8/2003 Need to list the proposed use on the site plan. The narrative explains that it's a convenience shopping center, but the narrative doesn't get recorded. Need to state use on the plan. Number: 22 Created: 4/8/2003 Need 1 tree per 40' along the north lot line per Sec. 3.2.1(E)(4). Number: 23 Created: 4/8/2003 Need ramps at handicap parking stalls. This completes staff (and outside reviewing agencies) review and comments at this time. Additional comments and red -lined plans are forthcoming. This proposal is subject to the 90-day revision re -submittal requirement (from the date of this comment letter, being April 17, 2003) as 'set forth in Section 2.2.11(A) of the Land Use Code. Be sure and return all of your red -lined plans when you re -submit. The number of copies of each document to re -submit is shown on the attached Revisions Routing Sheet. If you have any questions regarding these issues or any other issues related to this project, please feel free to call me at 221-6341. Yours Truly, Steve Olt, City Planner Page 6 Number: 30 Created: 4/14/2003 Maintain 10 feet of separation between existing 36-inch water main and the proposed flared end section on the proposed storm sewer. Number: 31 Created 4/14/2003 Show all proposed crossing of the storm sewer in the profile view. Show and label required concrete encasement of storm sewer in the profile view. See site, landscape and utility plans for other comments. Number: 42 Created:4/16/2003 Abandon the existing 8-inch water main in McMurray and at the East edge of this site. Extend water service and fire line from McMurray to the proposed building Department: Zoning Issue Contact: Peter Barnes Topic: zoning Number: 13 Created: 4/8/2003 Land Use note on site plan states that max. building height is 30'. However, the elevations indicate that height is over 40'. Which is it? If over 40', then need to do Building Height Review per Sec. 3.5.1(6). Number: 14 Created: 4/8/2003 Per definition of "convenience shopping center", a bank is a permitted "secondary" use in the center, and can only have limited drive -up facilities. I question whether or not the proposed bank is a secondary use, and I don't think 3 drive -up lanes qualifies as "limited drive -up facilities". Number: 15 Created: 4/8/2003 Need to show building envelope dimensions and setback to McMurry. Number: 16 Created: 4/8/2003 Building doesn't appear to comply with build -to -line standards in 3.5.3(13)(2). Building can be no more than 15' from McMurry ROW. Number: 17 Created: 4/8/2003 It appears that the 4' wide sidewalk connection from McMurry only serves the rear entrances of a part of the building. What's the purpose of the walk? Number: 18 Created: 4/8/2003 In the event that a determination is made that 3 drive -up lanes does not violate the definition of "convenience shopping center", there does not appear to be adequate room for stacking of vehicles. Page 5 Number: 34 Created: 4/14/2003 Water Supply: Commercial - No commercial building can be greater then 300 feet from a fire hydrant. Fire hydrants are required with a maximum spacing of 600 feet along an approved roadway. Each hydrant must be capable of delivering 1500 gallons of water per minute at a residual pressure of 20 psi. 97 UFC 901.2.2.2 Number: 35 Created: 4/14/2003 Sprinkler Requirement: This proposed building shall be fire sprinklered. PFA requires a "Knox Box" to be mounted on the front of every new building equipped with a required fire sprinkler system or fire alarm system. 97 UFC 902.4; PFA Policy 88-20 Department: Police Issue Contact: Joseph Gerdom Topic: General Number: 26 Created: 4/9/2003 Lighting: Need .7fc of lighting along South face of building for 30 feet from each access point. Number: 27 Created: 4/10/2003 Lighting: Need minimum of 0.5fc adjacent to west side of building. Department: Transportation Planning Issue Contact: Mark Jackson Topic: General Number: 24 Created: 4/9/2003 I'm still unclear as to the uses for this site. I see the bank drive-thru listed on the site plan, but the TIS lists "Day Spa" as the use for traffic generation. I'd like to know if these estimates truly reflect the intended uses for this site. Number: 25 Created: 4/9/2003 Is the 4' sidewalk to the back of the buildings only for employee access or will customers use this as well? Department: Water Wastewater Issue Contact: Jeff Hill Topic: General Number: 28 Created: 4/14/2003 Show all existing and proposed water and sewer lines on the landscape plans. Maintain the required landscape/utility separation distances on the landscape plans. Number: 29 Created: 4/14/2003 Show existing/proposed gas and electric mains on the overall utility plans. Maintain 4 feet minimum separation between the proposed grease trap and all gas/electric lines. Page 4 Number: 38 Created: 4/16/2003 A formal decision for the variance request from driveway separation requirements is forthcoming. This had been discussed with Transportation staff during conceptual planning and no objections were raised. Number: 39 Created: 4/16/2003 Ensure that a copy of the plat (after the cover sheet) is provided when the construction plans are finalized for signature. Number: 46 Created:4/17/2003 Ensure that the title to all the plans read as Golden Meadows Business Park 2nd Filing. Topic: Plot Number: 44 Created: 4/16/2003 Please rearrange the order of the plat language to ensure that the owner signs off after the Certificate of Dedication, Maintenance & Repair Guarantees. (This accurately defines "undersigned" on the document.) Number: 47 Created: 4/17/2003 Technical Services had the following comments: 1. Boundary Closes 2. McMurry is spelled wrong on the plat (not McMurray). 3. Sight Distance Easement Note is not needed. 4. Plat name needs to be consistent, "2nd" in title v. "second" in "legal'. (Assuming should be "2nd" to be consistent with other documents). Topic: Site Plan Number: 43 Created: 4/16/2003 The site plan indicates "Future ROW' for right-of-way being dedicated with this project. Please remove "future" as it implies it is not to be dedicated at this time. Department: PFA Took: 6enerol Issue Contact: Michael Chavez Number: 32 Created: 4/14/2003 Required Access: A fire lane is required. (Bronze numerals on brown brick are not acceptable). 97 UFC 901.4.4 Page 3 Topic: Construction Plans Number: 40 Created: 4/16/2003 Indicate the curb return radius being proposed on the Harmony/McMurry ramp (it appears to be 20', a 25' radius is required at collector/arterial intersections). Number: 41 Created: 4/16/2003 It appears that the sidewalk running along the south side of the building will be on top of the retaining wall running along the south. Is this intended? The retaining wall appears to have close to a two foot drop at its maximum. . Number: 45 Created: 4/17/2003 The utility plans show numerous utilities within the sidewalk to be constructed. These are obstacles that cannot be located on a sidewalk and require separation from the sidewalk in accordance with LCUA55 Figure 16-L The sidewalk needs to be realigned and/or utilities relocated. It is my understanding that City utilities are attempting to coordinate with the amount of utilities in the area. Any discussion should also involve meeting sidewalk separation from these utility appurtenances. Number: 48 Created: 4/17/2003 Show the installation of a Type III barricade at the termination of the public sidewalk along Harmony Road at the east end of the site. Topic: General Number: 1 Created: 4/7/2003 Ensure that "McMurry" is shown as the name of the north -south street adjacent to the site (it's not "McMurray") on all the documents. Number: 36 Created: 4/16/2003 It doesn't appear that the ultimate design of Harmony Road (three through lanes) was accommodated into the site design. Please use the information provided on the "Harmony Road - Lemay Avenue to I-25 Horizontal Alignment" (C1-237) to accommodate for the future widening, providing right-of-way dedication and establishing setbacks from future edge of pavement. Additional right-of-way may be needed and the location of the building may need to be changed to ensure the 80' setback along the Harmony corridor. Number:37 0 Created: 4/16/2003 3.6.3(F) of the Land Use Code requires a local street connection along the eastern boundary of the site for future development to the east. In discussion between Transportation and Planning staff, alternative compliance to this section was viewed as acceptable, provided a bike/ped connection stub to the property is provided.
