5. Natural Resources:
No comment on the replat.
b. Fire Department:
Check with Ron Gonzales with Poudre Fire Authority to see if there are any specific
fire code requirements regarding your proposed project.
7. Light and Power:
a. We'll need to see a site plan and a utility plan.
b. System modification and electric development charges would apply.
c. A new transformer may need to be located in the utility easement area.
d. Any relocation of existing electrical facilities as a result of this project can
be done, but at your cost.
8. Transportation:
a. No comment on the replat itself.
b. Make sure to provide a sidewalk from the front door to the street sidewalk
for both houses.
c. Coordinate the timing and the route of the house moving with Traffic
Operations.
9. Park Planning:
a. The neighborhood and community parkland fees are based on square footage
of each unit, and are due at the time of building permit.
10. Current Planning:
a. Refer to Section 3 (General Development Standards), and Section 4.7 (NCM
Zoning District) in the Land Use Code for the standards that apply to your
proposed development. The Land Use Code is available to view on the
internet at www.fcciov.com/ciiyclerk/codes".

complete list of submittal requirements.
c. The replat will require a public hearing with a hearing officer.

d. The site is on Stormwoter inventory map #6G. A copy of the map can be
obtained from the Utility Service Center at 700 Wood Street.
3. Engineering Department:
a. Street Oversizing Fees and Larimer County Road Impact fees may apply.
Check with Matt Baker for the specific amount of these fees for your
project.
b. Regarding the required surface of the off-street parking, you can have your
pick of a number of surfaces in Larimer County Urban Area Street
Standards (LCUASS) 22.5.4 through 22.5.7 for parking/driveways. This
ranges from a specific sub -base (gravel) to concrete/asphalt. See the

c. Upon replat, additional street right-of-way on Loomis may be required, and a
9 foot wide utility easement will be required to be dedicated behind the
front property line.
d. At least a basic Utility plan (prepared by a PE) will be required with the
replat.
e. You will be required to repair or replace any damaged curb, gutter, or
sidewalk to current standards.
f. Any public improvements must be built according to Lorimer County Urban
Area Street Standards (LCUASS).
g. If trips will be added to the alley (currently unimproved), the alley will be
required to be improved to LCUASS standards from where it abuts your
site, all the way to where the alley connects to Sycamore.
h. The existing curb cut on Loomis may need to be improved.
i. In the event that you need to look into getting neighboring properties to
stop using the alley right-of-way as part of their yard, contact the City's
Real Estate Services Department.
j. In the event that you intend to share a drivewaybetween the two houses,
you will need to dedicate an access easement where the shared portion of
the driveway is located to ensure the continued right to use the driveway
for both properties.
4. Water & Wastewater Utility:
Location: 425 N Loomis Avenue (G-6)
Proposal: Subdivide lot and add SF residence to new lot
Ex. Mains: 4-inch water main and 8-inch sanitary sewer in Loomis
Comments: The new lot and SF residence must have separate water/sewer services connecting
to the mains in Loomis. Development fees and water rights will be due at time of
building permit.

COMMENTS:
1. Zoning Department:
a. This conceptual review group is to provide comments on the replat
component of the request.
b. A 40 foot minimum lot width is required for each single family detached lot.
c. The property is in the NCM - Neighborhood Conservation Medium Density
zone district.
d. Buildings on both lots will need to comply with NCM zone district setback
standards.
e. One off-street parking space will be required per single family dwelling, or in
this case, one on each lot.
f. Vehicular access should be taken from the existing curb cut if possible or
from the alley.
g. The front setback for the placement of the house to be moved onto the site
is 15 feet, however the contextual setback provision in section 3.8.19 of the
LUC.
h. You are allowed to have more than one single family house on a single lot.
The fastest way to get approval to move the house would be to apply for
Basic Development Review for the site plan showing the new location of the
house on the lot. This process is applied through the Zoning department.
i. The process to create two lots is called a replat, which requires a Type 1
review process.
j. If the timing is such that the house needs to be moved on site before you
have approval of the Basic Development Review application, ask Carol Tunner
and/or Karen McWilliams form the Historic Preservation Office to verify
this fact, and Felix Lee, the Director of the Building and Zoning
Departments, may be willing to grant temporary permission to store the
house on the site.
2. Stormwater Utility Department:
Location: 425 North Loomis
a. This site is in the Old Town drainage basin where the new development fee is
$4,150/acre which is subject to the runoff coefficient reduction.
b. Before a building permit is issued, an approved drainage and erosion control
report and constructions plans are required and they must be prepared by a
professional engineer registered in Colorado.
c. Onsite detention for water quantity and extended detention for water quality is
normally required. One way to avoid water quantity detention is to show that the 2
lots do not exceed the imperviousness used in the drainage masterplan, which is
50% for this site. The water quality extended detention may be waived if other
Best Management Practices (BMP's) are used and a variance is justified by the
design engineer.

The request is to move the house that currently is located at 224 Willow to a
portion of the lot at 425 N. Loomis Street. The request also includes the request
to replat the existing lot at 425 N. Loomis (lots 9, 10, and southern 20 feet of lot
11 in the West End Addition) into two sepearte lots. The rehabilitation plans of the
house being moved onto the site include a full size basement and a 7 to 10 foot
extension to the back of the house.
