(a) The proposed amendment is compatible with existing and proposed uses surrounding the
subject property, and is the appropriate zone district for the land. The following is a list of the
existing and proposed uses for the area surrounding the proposed Vehicle Storage facility and the
Operation Service Maintenance facility:
As stated above, surrounding the site are several city maintenance and operations facilities
with similar and complimenting uses as that of the proposed facilities.
(b) There would be minimal impacts to the natural environment with the development of the
Vehicle Storage facility and the Operation Service Maintenance facility. The existing parcels are
currently being used as a storage yard for city operations. The proposed projects are seeking a
silver LEED certification. In this pursuit several sustainable and environmental enhancement
methods will be perused on the site and landscape plans including water quality measures,
xericscape plantings, water permeable surfacing to reduce run off, and landscape buffering from
nearby residential.
(c) The development of this parcel will contribute to the logical and orderly development of this
part of town by:
The infrastructure to these parcels is already in place. As stated above, the proposed
development will compliment the existing city facilities surrounding the parcels to be rezoned.
The proposed development will capitalize on shared accesses from public streets and proposed
internal drives connecting to adjacent city facilities.

Vehicle Storage Facility and the Operation Service Maintenance Facility
Section 2.9.4(H)(2): Mandatory Requirements for Quasi-judicial Rezonings. Any amendment to the
Zoning Map involving the zoning or rezoning of six hundred forty (640) acres of land or less (a
quasi-judicial rezoning) shall be recommended for approval by the Planning Zoning Board or
approved by the City Council only if the proposed amendment is:
(a) consistent with the City's Comprehensive Plan; and/or - Applicable
(b) warranted by changed conditions within the neighborhood surrounding and including the
subject property. — Not Applicable
Justification:
The proposed rezoning of the Utilities Vehicle Storage and Operation Services Maintenance
Facilities Property, from Public Open Lands (POL) to the Employment (E), is consistent with the
City's Comprehensive Plan as per the following
1. The Cities Structure Plan has designated these parcels as employment.
2. The location of the proposed Vehicle Storage facility and the Operation Service Maintenance
facility was chosen for its close proximity to the Wood Street facilities including the streets, fleet
service and building repair facilities. Both of the Fort Collins Comprehensive Plan Policies T-9 and
Env-1 call for reduced vehicle trips to ease traffic congestion and to promote better air quality. By
placing the proposed vehicle storage facility and the operations facility adjacent to existing vehicle
maintenance and operation facilities, the vehicular trips city employees would need to make to
access the proposed facilities will be greatly reduced.
Section 2.9.4(H)(3): Additional Considerations for Quasi -Judicial Rezonings. In determining
whether to recommend approval of any such proposed amendment, the Planning and Zoning
Board and City Council may consider the following additional factors:
(a) whether and the extent to which the proposed amendment is compatible with existing
and proposed uses surrounding the subject land, and is the appropriate zone district for
the land; - Applicable
(b) whether and the extent to which the proposed amendment would result in significantly
adverse impacts on the natural environment, including, but not limited to, water, air,
noise, stormwater management, wildlife, vegetation, wetlands and the natural functioning
of the environment; - Not Applicable
(c) whether and the extent to which the proposed amendment would result in a logical and
orderly development pattern. - Applicable
