(All labeled) b) Include a table showing: City BFE at upstream (west) end of structure, regulatory base flood elevation, lowest floor elevation and lowest elevation of proposed HVAC equipment. c) Add note to the plan that a Iloodplain use permit is required prior to construction, along with a $25 permit application fee. (See note above under report section. If a permit has already been approved during the review process this note can state that a permit has already been completed.) d) Add a note to the plan that a FEMA Elevation Certificate must be completed and approved for the building structure prior to the release of the CO. Department: Water Wastewater Issue Contact: Jeff Hill Topic: General Number: 14 Created: 7/28/2003 The existing water line which extends into the site is a "PRIVATE" line. This line is fed by a master meter located adjacent to City Park Road. No meter or meter pit is required on this building and no fire hydrant will be allowed on the end of this existing water line. S&A Response: Meter, meter pit and fire hydrant have been removed. Additional bike racks are located Inside the building. Page 3 TAS Response: Lighting levels around the trash enclosure are increased to be at least OS fc. Barberry, crimson pygmy will replace the lilac. Department: Stormwater Utility Issue Contact: Wes Lamarque Topic: Drainage Number: 18 Created: 7/31/2003 A drainage easement will be required for all limits of the detention ponds. These can be done by separate document if no replat is to occur. S&A Response: Separate documents will be submitted after plans are approved. Number: 19 Created: 7/31/2003 Please provide details for the water quality outlet structures on the plans. An outlet structure similar to the City s standard would be preferred. They can be a smaller version and would provide a better design regarding aesthetics and space usage. An area inlet in the middle of the pond sticking out of the ground may be less appealing visually. S&A Response: Actually both are sore thumbs but inlets are precast and easier to construct Topic: Floodplain Number: 21 Susan Hayes 8/4/03 Created: 8/4/2003 1) Plat - It appears the plat is being revised so it must show the new floodplain boundary for the Canal Importation Basin. Add an additional note noting the date of the floodplain mapping so as not to cause confusion with the 1990 certification stating the site is not in the floodplain. S&A Response. There is no new plat with this project Notes added to ILC which is a reference map and included with the Utility plans. 2) Drainage Report a) Please clarify whether or riot the building foundation is slab -on -grade- If it has a crawl space or basement, the regulatory flood protection elevation is measured at the lower level, not at finished floor. S&A Response: Added that Ws slab on grade. b) On Page 1 please call out this is in the Canal Importation floodplain. S&A Response. Added to page 1. c) The Anderson report gave a range of regulatory flood protection levels since it was not known yet the exact location of the structure. Based on the given building location, the base flood elevation (BFE) must be calculated at the western edge of the building and this elevation stated in the report. The regulatory flood protection elevation is then calculated by adding 18 inches to the BFE. Please clarify in the report how you arrived at the elevation of 5040.35 for the regulatory elevation. One permit can be submitted and reviewed now for all work, or two permits can be submitted, one for the site work (submitted prior to beginning site work) and one for the building (submitted at time of building permit application). The Architects' Studio Response (rAS): Exterior lighting is shown on the site plan. Number: 24 Created: 8/29/2003 Canopy trees will need to be provided in the parldng islands within the parking lot. TAS Response: Water line is passing though the parking Islands on the south side. This condition makes It hard to have trees in the parking islands. However, we will have trees 10' away from the water line. Number: 25 Created: 8/29/2003 Please show existing fences on the site plan. Notes should be added showing where fences will be removed to provide pedestrian access to the north_ TAS Response: Existing fence Is shown on the site plan. Fence Is removed on the north end on the site to allow for pedestrian access. Number: 26 Created: 8/29/2003 Additional trees should be added to the north landscape area to fulfil tree stocking requirements. TAS Response: A storm drainage Is located on the north side. This condition makes it hard to fulfill free - stocking requirements. However, we will have tall shrubs. TAS Response: Transformer is located on the southeast comer of the building. Also, the lilac at the southwest comer of the trash enclosure creates a potential safety problem - suggest using a lower growing evergreen (not over 3' 0 maturity).
