Projects in the vicinity of large natural habitats and/or natural habitat corridors, including, but not limited to, the Poudre River Corridor and the Spring Creek Corridor, shall be designed to complement the visual context of the natural habitat. Techniques such as architectural design, site design, the use of native landscaping and choice of colors and building materials shall be utilized in such manner that scenic views across or through the site are protected, and manmade facilities are screened from off -site observers and blend with the natural visual character of the area. These requirements shall apply to all elements of a project, including any aboveground utility installations. Response: Drainage details will be provided on final plans. Lighting: Even though there will be limited ped & bike traffic, there should be better lighting at the two eastern access points. Response: Specific plant species will be called out on FCP drawings. Lighting from the building mounted lights and pole lights on the interior of the site will provide the security needed for the site and entrances while being sensitive to the neighborhood concerns of light pollution and not exceeding the lighting requirements established by the Land Use Codes Department: Stormwater Utility Topic: Drainage Issue Contact: Wes Lamarque Number: 26 Created: 12/4/2003 Please revise the SWMM analysis using the City's standard of Mod SWMM per phone conversation. If there is already an easement for the existing storm sewer, it would have to provide 10-feet on either side of the proposed storm sewer to be used. This scenario is unlikely and a new easement is probably required, On -site drainage easements are also required for all drainage structures including storm sewers and detention ponds up to the 100-year WSEL. The disturbance caused by the outlet will need to be design to minimize and mitigate any impacts. Fort Collins Land Use Code 3.4.1(E)(2)(b) (b) If the development causes any disturbance within the buffer zone, whether by approval of the decision maker or otherwise, the applicant shall undertake restoration and mitigation measures within the buffer zone such as regrading and/or the replanting of native vegetation. The applicant shall undertake mitigation measures to restore any damaged or lost natural resource either on -site or off -site at the discretion of the decision maker. Any such mitigation or restoration shall be at least equal in ecological value to the loss suffered by the community because of the disturbance, and shall be based on such mitigation and restoration plans and reports as have been requested, reviewed and approved by the decision maker. Unless otherwise authorized by the decision maker, if existing vegetation (whether native or non-native) is destroyed or disturbed, such vegetation shall be replaced with native vegetation and landscaping. 3.4.1(G)(2) (2) Streambank Stabilization. When the Stormwater Master Plans and the Storm Drainage Design Criteria and Construction Standards of the city require streambank stabilization, native vegetation shall be utilized for such purpose, and engineered stabilization techniques such as exposed rip rap shall be avoided, to the maximum extent feasible. The use of native vegetation shall be the principal means of streambank stabilization, and the use of rip -rap for streambank stabilization shall be restricted to locations where the use of vegetation techniques is not reasonably feasible. COLLINS, CO 80524 Bob, Here are the responses to the First round PDP Comments ISSUES: Department: Current Planning Issue Contact: Bob Barkeen Topic: General Number: 35 Created: 12/10/2003 [12/10/03] The fence along Vine Drive is a solid wooden fence. This fence design should incorporate design features to enhance its appearance, such as masonry columns, trim details, etc. Is it possible to have the fence be designed as an "Art in Public Places" amenity? An elevation of the site plan will need to be included on the site plan. Response: The fence is over 50' from the sidewalk along Vine and will be screened from view with a row evergreen trees. Even though it will not be visible from the residences on Vine when the landscape buffer matures, we are planning on using the ornamental fence detailed on the site plan. Number: 36 Created: 12/10/2003 [12/10/031 Additional landscaping (trees and evergreens) will need to be located behind the two rear garages to meet tree -stocking requirements. Response The property immediately to the west of the site is owned by the City and is slated for future facilities development (see attached master plan). We are proposing to take the quantity of trees required for tree stocking and using them along the Right of way perimeter to enhance the screening of the project from public view. The trees will be above and beyond the quantity required for street tree and parking buffer planting. See attached Alternative Compliance Request Number: 37 Created: 12/11 /2003 [12/11/03] Additional landscaping (trees and evergreens) should be located adjacent to the storage bins to help provide additional screening for this utility. Response: We have added an evergreen tree hedge along vine street to screen the storage bins from the public view. Number: 38 Created: 12/ 11 /2003 [12/11/03] The paved area (southeast corner of the site) will need to maintain a 10-foot separation from the adjacent right-of-way. Response The paved area has been adjusted to provide a 10 foot separation from the adjacent right of way. Number: 39 Created: 12/11/2003 [12/11/03] The interior area of the site is a vehicle use area, which requires a minimum of 6% of the paved area to be landscaped. An island on the south side of Building A and perhaps an island within the gravel area would meet this requirement. Response: Due to the type of vehicles used at the facility and the nature of the use, trees planted within the paved or gravel area would probably be knocked over and destroyed. In addition, the waterline to the south of building A prevents a large portion of the area west of building A from being planted with trees. Similarly, the same waterline goes in between building B and C preventing trees from being planted there as well. We propose taking the trees and landscape required by the land Use Code in vehicle use areas and placing them along the perimeter of the site to increase the landscape buffer and help to further screen the site from public view. See the alternative compliance request Based on issues raised at the neighborhood meeting and from follow up calls, the notification area should be increased to include the Martinez Park Neighborhood and residences further south, especially along Wood Street. A map can be made representing the expanded notification area. Response: Bob, if you can get us a map of the expanded notification area then we will get revised mailing labels to you. Collins, CO 80524 Dear, Bob We are pleased to resubmit the site and landscape plans for the Fort Collins Vehicle Storage Buildings PDP. I have also included the soils report and an alternative compliance request. We have made a few minor adjustments to the plans. The City decided to utilize the existing curb cuts instead of construct new ones along Wood Street. We have adjusted the planting plan based on comments received at the neighborhood meeting. In response to the neighbors concerns, we have provided considerably more evergreen trees and increased the size of the buffer areas. We have also slightly adjusted the xeriscape garden design on the corner of Vine and Wood. All of the reviewing agents, except for Natural Resources and Water/Waste Water, indicated that the utility plans and drainage report were sufficient for hearing. We spoke with Jeff Hill at Water/Waste Water and Doug Moore with Natural Resources and they verbally agreed that any revisions to the engineering drawings can occur at the FCP level. Therefore, we have no new utility plans or drainage reports to resubmit.
