City staff did discuss the Brownstones at Rigden Farm at Planning Coordination this past
Tuesday, November 15th. There is not a concern about the residential / commercial use mix in
the buildings along Illinois Avenue: however, there were concerns expressed related to the
following items:
• How will the Project Development Plan satisfy the requirements set forth in Section 3.5.2
(C)(1) Orientation to a Connecting Walkway and Section 3.5.2(C)(2) Street -Facing
Facades?
• Where will guests of the residents park?
• Quality of living as it relates to the internal drive aisle between the 3-story sides of the
buildings. That area becomes a narrow hardscape tunnel with little or no relativity to the
surrounding streets.
• Lack of direct pedestrian connectivity between the primary entrances to the dwelling
units and the public sidewalks along the streets.
• Grades on -site as they relate to storm drainage.
Staff did discuss the similarities between this proposal and the existing Brooklyn Park
Rowhouses to the east; however, these obvious dissimilarities were of more concern. They are:
• The Brooklyn Park Rowhouses have internal driveways that connect directly to
surrounding streets, with reasonably good visual connections from the streets into the
development.
• All of the dwelling units in the Brooklyn Park Rowhouses have direct pedestrian
connectivity to public sidewalks from their primary entries without having to cross
driveways or other vehicle ways. All pedestrian ways from the interior buildings in the
Brownstones at Rigden Farm must cross driveways.
These are concerns that staff expressed and wanted you to be aware of as you prepare plans for a
formal Project Development Plan submittal, where other issues and concerns may arise.
