The inlet within the inner flowline can't be constructed in that location - the radius is just too tight. We'll need to address this issue prior to scheduling the public hearing. More than likely some sort of sidewalk along Laporte will be necessary to get the kids back and forth to school. This could be either in concrete at the ultimate location if you want reimbursement for the oversized portion OR it can be in asphalt with no reimbursement. The sidewalk along this development's frontage along Laporte must be constructed at the ultimate with an escrow for the curb, gutter and possibly the parkway landscaping. It is not known at this time whether or not the trees along Laporte will be planted now or later. We'll determine that in Final Compliance. There is an existing 60' so this development is responsible for dedicating an additional 12' of row plus the 15' UE. Inlets are shown within the radii on Tavelli. I've discussed this with Tracy Dyer, the inspector, and he would prefer that no inlets be set in a curve as it's very difficult to construct. Please take a look at it and see what you can do to move both. A variance may be considered for the exterior curbline if there are no other options but the inside radii is just too tight and the inlet will have to be moved. 9. The variance to minimum cover requirements was granted for the one section of pipe across Barton with the condition that the street be concrete for that one block, PC to PC. 10. There is a shed(?) shown within the proposed 9' LIE on the west side of Briarwood. This will need to be removed along with the two other structures shown within the Briarwood row. Is the property owner aware that all 3 structures must be removed? Please label the utility plan sheets as "existing shed (building, etc) to be removed". 11. Conversations with Vignette indicated that the school district was going to dedicate this area to the development to be owned and maintained by this development. Either solution is fine, the plans just need to reflect the option you are going with and all appropriate letters of intent received prior to scheduling the hearing. Offsite slope easements may be required for the Webb Ave street stub depending on where the 4:1 slope ends. Offsite slope and utility easements are required to complete the Briarwood connection to Laporte. An offsite access easement will be required for the sidewalk through the small lot on the north side of the large detention pond. In order to go to hearing, only letters of intent from the affected property owner is required. The actual easement itself will be required during FC and prior to plan approval. Would they prefer to sell this property to this development? 2. Webb Avenue is platted as a 51' row but the utility plan typical street section is showing 53' cross section. The utility plans have designed it as a 51' road - please correct and make all the sheets in all plan sets match. Must build to standard to the south PCs including the sidewalks (this part, and this part only can wait til Final Compliance). 3. Offsite grading shown on the northwest side of the property. If there is an existing drainage easement, then this is ok (please show and label as such). If there is not, than a letter of intent from the effected property owner is required prior to scheduling the hearing. An actual grading or slope easement will be required in FC. 4. A retaining wall is shown on the southeast corner of Briarwood and Barton. Our standards require that the wall be set back a minimum of 2' behind the row and it can not be placed in public row. This would push the wall back into another property and we would require a letter of intent prior to hearing and a slope easement in FC. 5. Lot 1, east end of Kruse needs a 5' access easement behind the interim curb, gutter and sidewalk to allow for the future removal and reconstruction for the ultimate design. The county is doing some widening improvements to Laporte that you may be able to coordinate your project with. Please contact Kyle Arnt(sp?) with the County to see where his project is starting to the east of you. You will need to tie into his plans (please submit a copy of his design so that we can see that yours ties in) and you might even be able to give him the money to build your portion of the improvements if it's not too late. If you can still do that, we will need some sort of letter from Kyle indicating that you have done so. If the county can't include your frontage with their project, then you will need to construct the improvements with this development. We (the city) will be taking cash in lieu of constructing the ultimate street connections for Barton and Briarwood where this development leaves off in the interim. [10/30/07] Per Conceptual Review, this development is responsible for improving Laporte to 36' (2-12' travel lanes and 2-6' bike lanes) in the interim to Taft Hill. A preliminary design (including 500' of offsite design) is due prior to going to hearing. Keep in mind minimum cover requirements over any structure. The final design will be due in Final Compliance.
