No Text No Text Street, and the proposed site access points onto LaPorte Avenue from the Sanctuary West ' development. The site location is shown in Figure 1. ' Description of the Site The proposed development includes 50 single-family dwelling units and 62 units in ' duplexes. The duplexes would be located on the west side .of the development and the single-family homes are located on the east side of the development. ' Proposed Access to the Site Access to the site is proposed at two locations: the west site access will be a full move- ment access onto LaPorte Avenue at Stephens Street (bus facility access). Another access onto LaPorte Avenue is proposed west of Briar -wood Road and east of Impala Drive. ' Currently, this access point is an unimproved city right-of-way that would be improved as a part of the proposed development. The proposed site plan is shown in Figure 2. Page 2 SECTION A Introduction LSC Transportation Consultants, Inc. has prepared a Traffic Impact Study (TIS) of the proposed Sanctuary West development to be located northwest of the LaPorte Avenue/ Taft Hill Road intersection in the City of Fort Collins, Colorado. This study identifies the traffic impacts of the proposed development on the surrounding roadway system and describes its access requirements. Specific steps taken in this analysis process are described below: • A review and analysis of roadway and traffic conditions in the vicinity of the site. • A determination of the amount of peak -hour traffic that would be generated by the proposed development and an analysis of the directional distribution of that traffic on the surrounding roadway system. • A determination of traffic impacts associated with the proposed development. These impacts are based upon estimates of the total amount of traffic on the surrounding roadway system in the vicinity of the development. • A determination of street and access improvements that will be necessary to mitigate the traffic impacts associated with the proposed development. Project Overview The analysis contained in this report is based on two planning horizon years: Analysis Year 2012 and Analysis Year 2027. The analysis assumes full buildout of the develop- ment by 2012. Site Location and Study Area Boundaries The Sanctuary West development is to be located northwest of the Laporte Avenue/Taft Hill Road intersection in the City of Fort Collins, Colorado. This revised study has incorporated changes and additions as requested by City of Fort Collins staff comments as well as reflecting the recent site revision with alignment of the west access point. This study first provides a summary of the existing roadways and traffic volumes in the vicinity of the proposed develop- ment and a summary of planned improvements to the roadway system. Next, estimates are made of the amount and directional distribution of vehicular traffic likely to be generated. This information is then combined with projected future traffic volumes in the vicinity to evaluate the impact of the new development on the future roadway system and, where appropriate, to make recommendations for the required roadway improvements. We trust that our findings and recommendations will assist in the planning for the proposed Sanctuary West development. Please call us if we can be of further assistance.
