that the power pole that your company co -locates is the one right on Harmony Road in direct line of sight of
thousands of motorists every day. Bob contends that he recommended that your company co -locate onto one of
the poles southwest of the existing movie theater building. The only way City staff can support the request to co -
locate on the pole you request is if the antennae array is designed to appear as an extension of the pole itself,
fencing requirements are met, and landscaping requirements are met. The proposed antennae arrays would be
fine on any of the poles south of the pole you propose because they are not in highly visible locations.

1 took some site photos of some of the other poles to the south of the one you propose, and have included them with
these comments. It appears that they all have vehicular access fairly close to the poles. You will need to contact those
property owners to arrange this, but locating to other poles along this power line is certainly a reasonable solution.

(9/10/2003) Leaving a message for Craig Forman does not satisfy this issue. Craig Foreman has suggested an
on -site meeting to fully coordinate the trail alignment with the placement of the equipment enclosure. Craig
Forman can be reached at (970) 221-6618.
(811212003) Please be aware that the City's Park and Recreation Dept. has a proposed regional trail along
the UP railroad and PRPA right of way. Contact Craig Foreman in the Park Planning Dept. in order to assure
that the location of the equipment cabinets and the fencing does not prohibit the extension of the trail nor
the connection to the existing sidewalk on Harmony Road. If Parks Planning has a conceptual alignment for
the trail extension please include on the plans.

T-MOBILE UPRR/PRPA CO -LOCATE -TYPE I (LUC), and we offer the following comments:

[9/10/2003] The Harmony Road pole is out of the question for what you propose. You are welcome to proceed
to hearing with a recommendation of denial for that location, or you can propose one of the poles to the south of
this requested pole.
[812212003] The design you proposed for the antennae array itself is not appropriate on the pole you propose
because of its high visibility. An array such as the one you propose would be acceptable on the next pole to the
south. The only appropriate antennae array for this pole, given its high visibility, is an antennae array that
appears to be an extension of the pole itself, or is camouflaged in some other way. (LUC - 3.8.13(C)(2) & (15) &
3.5.1(J)(2)]

[9/10/2003] The fencing must be opaque. There is a recent approval for a telecommunication co -locate on a
different pole along this same Platter River Power line about a mile and a half north of this site. Their enclosure
was within the Union Pacific Railroad right-of-way and also within the Platte River Power Authority easement. If
you wish to proceed to hearing with chain link as a proposed fencing material, the recommendation of staff to the
Hearing Officer will be to deny the project because it does not satisfy the applicable standards. I have enclosed
copies of the recently approved project.

stone, orstucco. Chain link is not allowed. (LUC 3.8.13(C)(5)]

[9/8/2003] Your response to this comment states "Due to the ground equipment location, it does not appear
feasible to place other vegetation with the existing natural grass landscaping. Also, the location in the front of the
compound is the access easement driveway. In would not be appropriate to place vegetation in front of the
proposed 12' gate or on the roadway." The standard must be met. The only reason you cannot meet the
standard is because you are proposing a layout that is not conducive to satisfying the required standards.
Revise your layout to satisfy the required landscape screening requirement. If you wish to proceed to hearing
without the required landscaping, the recommendation of staff to the Hearing Officer will be to deny the project
because it does not satisfy the applicable standards.
[812212003] You have proposed no landscaping. Landscaping is required to achieve a total screening effect of
the base equipment. Any meters viewable from the exterior of the equipment enclosure must be screened from
view of Harmony Road. Landscaping shall be equipped with automatic irrigation systems meeting the water
conservation standards of the City. (3.8.13(C)(4)&(7) & 3.2.1(H)]

1 had a discussion with Bob Barkeen about the previous conversations he had with your company regarding co -
locating the antennae array onto one of these Platte River Power Authority power poles. Bob said that it is true
that your company first intended to build a free standing monopole in this vicinity (near the southwest corner of
the movie theater building east of the railroad tracks). Bob said that it is also true that he directed your company
to co -locate on a nearby power pole. Bob, however made it very clear to me that he did not ever recommend
