Page 14 I. a 5. Please revise the Ultimate Conditions hydraulic model to incorporate the bend between Section 0 and Section 100. Also, please define the channel bends and culvert skew at the Barton Street crossing in the model. This will be necessary to determine if super elevation and/or bank stabilization will be required when the channel is constructed. 6. Section 4.4 of the Major Drainage Report states Ponds 901 and 902 are not connected to the rest of the system due to the fact they are retention ponds. However, Pond 901 is show draining to Node 875 and eventually into the Southern Flow Path in Figure 4.2. In addition, Table 4.6 shows a peak discharge of 539 cfs that is reportedly being released into the ditch. Please verify the routing of Pond 901 and revise the report as necessary. 7. With this submittal, there is a pipe shown under Briarwood Road in the Utility Plans. This pipe is not incorporated into the hydraulic modeling. If the pipe is needed, please revise the hydraulic model to incorporate the standard bridge and weir approach. Number: 264 Created: 9/26/2008 [9/26/08] The south water quality pond is proposed within a wetland and will have problems with ground water. The pond will fill full of water and flow down to the retention pond where there is no outfall. This will cause both the water quality pond and the north -south retention pond to fill with 3 feet or more of water. The pond can not hold water for more than 72 hours, so this is a problem and needs to be resolved. Number: 265 Created: 9/26/2008 [9/26/08] The north -south retention pond will not be able to drain out the outfall pipe with the invert at the ditch bottom. There will be a normal water surface elevation during irrigation season and the depth of this flow will also not be able to drain out of the pond. In looking at the proposed grades, it seems the only solution would be a pumping system at this location. Further coordination needs to take place with the City to determine a solution. If the outlet invert is at the normal water surface elevation, and this is not the ditch bottom, than this is no longer an issue. The Sanctuary West Floodplain Modeling Report must be signed, stamped, and dated by a registered Professional Engineer (P.E.) licensed to practice in the state of Colorado. 2. Some WSELs from the floodway analyses indicate a 0.6-ft rise, which exceeds the 0.5- ft floodway requirement. Please revise the floodway analysis to reflect 0.5 ft of rise, and modify all documents as necessary. 3. All proposed modifications within the floodway must be accompanied by a No -Rise Certification that is signed, stamped, and dated by a registered P.E. licensed to practice in the State of Colorado (repeat comment). 4. Please combine all simulations into 1 single Project file in HEC-RAS. This will allow all simulations to be compared against each other within the same project. 5. Please add the overall floodplain map from Sheet 70 of 70 in the construction plans to the map pocket of the drainage report. 6. Please add the off-line calculations for the discharge from the existing hexagonal culvert to the Floodplain Modeling Report. The detail provided for the riser at the existing hexagonal culvert does not show the manually operated gate. Also, with all openings in the front of the riser section blocked by plates in the interim condition, it is unclear how the pond will be drained when the gate is opened. Please revise the detail to include the manually operated gate and show how the pond will drain. 2. The Major Drainage Report prepared by URS indicates the riser section will be 5.1' high. However, the detail provided in the Utility Plans shows a height of 4.9'. Please verify and revise as necessary. 3. Please provide design and details for the ultimate condition water quality ponds and outlet structures (repeat comment). 4. On the Utility Plans, the ultimate drainage channel is shown to terminate at the northern property boundary. Please show this swale with a bend to the east to match the hydraulic modeling submitted by URS so the location and size of the ultimate water quality pond can be verified. Also, there are two properties on the west side of Briarwood.. This easement does not make it clear that both properties are dedicating this easement. Perhaps a legal description is in order? [5/5/08] Barton row needs to be dedicated all the way to the existing property line so that a separate tract of land isn't dividing the row and Sanctuary West. Conversations with Vignette indicated that the school district was going to dedicate this area to the development to be owned and maintained by this development. Either solution is fine, the plans just need to reflect the option you are going with and all appropriate letters of intent received prior to scheduling the hearing. [3/20/08] Off -site row, slope & utility easements are required for Barton through the school property. Off -site slope easements may be required for the Webb Ave street stub depending on where the 4:1 slope ends. Off -site slope and utility easements are required to complete the Briarwood connection to LaPorte. An off -site access easement will be required for the sidewalk through the small lot on the north side of the large detention pond. In order to go to hearing, only letters of intent from the affected property owner is required. The actual easement itself will be required during FC and prior to plan approval. [3/19/08] Building permits can now be issued for the lots on the north side of the street because the street frontage will be complete. Lot 1 on the south side does not have a complete street frontage so no building permit can be issued for that one. A note on the Site and Utility Plans indicating this is required and it will also be stated in the Development Agreement.
