[6/6/08] The water service for 2216 Laporte (actually fronts on Briarwood) currently
connects to the 27-inch main to the west which will be abandoned. This service will need to
be reconnected to the new main in Briarwood. How will service to this property be provided
throughout constructions?

7. If XSs 830.35, 830.25, and 830.15 must be extracted for Proposed Conditions, then
they should not be in the Existing Conditions models.
a. These sections are skewed to the alignment of the road, and are too long to represent
accurate hydraulics. Removing the XSs from the Existing model will remove errors
associated with section alignments.
8. The proposed roadway should be modeled as an inline weir, not as a conveyance
element. The current representation of this roadway crossing skews the results to mask the
rise created by the construction of the new roadway.
a. A road embankment may only be simulated in RAS when the weir function of the
roadway is 90% submerged, or more. Submergence on this crossing will not be achieved,
and the road must be represented as a broad crested weir.
b. Since a broad crested weir is a rapidly -varied flow structure, hydraulics at the weir will
be governed by the weir equation, which does not factor Manning's roughness. Therefore,
the assertion in Section 3-4 of the Floodplain Modeling Report (Page 3-4, last paragraph,
last sentence) that fill will not cause a rise is false. This conclusion is not substantiated with
the current modeling.
9. Please correct rounding errors in Tables 3-9 and 3-11.
10. Please revise the Pond 903 hex. outlet pipe calculations to reflect the tailwater rating
curve from the downstream cross section. The max WSEL for max discharge was utilized
for most of the pipe analysis. HEC-RAS can compute a rating curve for this cross section,
which may assist with data input for the culvert analysis.
11. Please label all BFEs on all work maps attached to the Floodplain Modeling Report.
12. Please refer to attached comments from the City of Fort Collins Floodplain. Review
Checklist (50% Development Review Submittals) for additional comments.

with ground water. The pond will fill full of water and flow down to the retention pond where
there is no outfall. This will cause both the water quality pond and the north -south retention
pond to fill with 3 feet or more of water. The pond can not hold water for more than 72
hours, so this is a problem and needs to be resolved.

John S. Griffith, P.E. #16030, is not complete as submitted and cannot be fully reviewed at
this time. The necessary revisions and corrections identified during this review process will
modify the results of the report, and those results must be reviewed before the report can be
approved.
2. Repeat comment from 09-2008; please combine all simulations into 1 single Project file
in HEC-RAS. This will allow all simulations to be compared against each other within the
same project.
a. The following note provided in the response to comments is not be acceptable; All
simulations are provided in the reports as they have been in previous submittals.
b. The Proposed Conditions model contains plan, geometry, and flow files labeled as
Existing. Please correct this error in all Proposed Conditions simulations.
3. Repeat comment from 09-2008; please add the off-line calculations for the discharge
from the existing hexagonal culvert to the Floodplain Modeling Report.
a. The analysis was included in the CD attached to the report, but the report must be
maintained as a stand-alone document. All supporting analyses, maps, technical
documentation, and text must be included in print, and bound in the text or Appendix of the
report.
4. The current No -Rise Certification does not explicitly identify which features must be
certified against no -rise. Furthermore, the report conclusions determine there is no rise
created by the project — this is not true, but if it were, the report would be internally
inconsistent. Please remove the current No -Rise Certification from the report.
a. All proposed modifications within the floodway must be accompanied by a No -Rise
Certification that is signed, stamped, and dated by a registered P.E. licensed to practice in
the State of Colorado.
b. Any No -Rise Certification must be accompanied by a floodplain use permit, and
submitted to Stormwater for approval prior construction mobilization.
5. A corrected effective condition must be prepared for this suite of models. The report
identifies changes to cross section location, and updates to cross section station/elevation
pairs with 2007 topo. The effects of these combined changes must be individually broken
out so the impacts from DE to CE, from DE to Existing, and from CE to Existing can be duly
investigated and justified.
6. Revise all references to interim conditions to read proposed conditions for clarity. You
may still reference the ultimate condition when referring to the residual floodplain anticipated
after the fully constructed Master Plan improvements are in place.

distance from the property boundaries and I do not know what it is supposed to represent.
I'm a little concerned as to what other comments may turn up with the next round of review
once things are presented more clearly.

[5/5/08] Barton row needs to be dedicated all the way to the existing property line so that a
separate tract of land isn't dividing the row and Sanctuary West. Conversations with
Vignette indicated that the school district was going to dedicate this area to the development
to be owned and maintained by this development. Either solution is fine, the plans just need
to reflect the option you are going with and all appropriate letters of intent received prior to
scheduling the hearing.
[3/20/08] Offsite row, slope & utility easements are required for Barton through the school
property. Offsite slope easements may be required for the Webb Ave street stub depending
on where the 4:1 slope ends. Offsite slope and utility easements are required to complete
the Briarwood connection to Laporte. An offsite access easement will be required for the
sidewalk through the small lot on the north side of the large detention pond. In order to go
to hearing, only letters of intent from the affected property owner is required. The actual
easement itself will be required during FC and prior to plan approval.

[10/30/07] This project is responsible for the design and construction of Webb Ave to the
property line plus 500' of offsite preliminary design. At minimum, Webb Ave must be
constructed to the PC's (including the pedestrian ramps) and type III barricades must be
provided. If any portion of the road is not constructed (from the PCs 'to the PL), then this
development is required to escrow the cash necessary to complete the street. An estimate
for our review and approval will be required in FC and that number will go into the
development agreement to be paid prior to the first building permit. Also, need to watch
whether the street is tipping up or down because the drainage has to either stay on site or a
drainage easement from the offsite property owner will be required.

will be responsible for escrowing the remaining dollars needed to complete the sidewalk to

The agreed upon figure will be put into the DA and paid prior to the issuance of the first
building permit.
