This letter serves as a variance request from the City of Fort Collins turn lane requirements.
Specifically, the turn lane in question is an eastbound left -turn lane at the western Sanctuary
West access point along LaPorte Avenue. The Larimer County Urban Area Street Standards
(LCUASS) requires left -turn lanes at all access points on arterial roadways. Laporte Avenue has
historically been characterized as a collector roadway and does not currently exhibit arterial
volumes. However, the roadway is classified as an arterial in the City's Transportation Plan.
Based on the remaining land available for development accessed by LaPorte Avenue, it is
highly likely that the expected arterial -level volumes will never be realized. In addition, the
following reasons further support the conclusion that a left -turn lane is not necessary at this
location:
• A left -turn lane is not needed from an operational standpoint due to the very small
amount of left -turning traffic expected at the access point (5 vehicles per hour or
less).
• Due to the presence of other existing access points in the vicinity of the western
access, the addition of a left -turn lane could introduce safety problems due to the
potential for head-on left -turn conflicts in the left -turn lane.
• The addition of a left -turn lane would require significant off -site right-of-way
acquisitions west of the site. A large portion of this additional ROW is currently used
by Poudre High School and may impact the facilities on the school site. Finally, it is
likely that a large segment of the existing bicycle path and sidewalk would need to
be re -located.

I received a Variance Request for this project to not install the Eb left turn lanes at their access drives
on Laporte. The requirement is per the LCUASS criteria for left turn lanes to be included at all access
or intersecting roadways on an arterial street.
I'm in agreement with the Variance Request and waive the need for left turn lanes on Laporte.
