solutions may be available.
Staff would like to discuss with you other options that will enhance the
landscaping of the site. It is our hope that we can arrive at a mutually agreeable
plan of action so that additional plant material can be installed this Spring.
Enclosed please find a copy of the approved Landscape Plan with ideas for
additional trees marked in red. Staff will be contacting you as a follow-up to this
letter to arrange a time to meet. Thank you for your attention to this matter.

In the Fall of 2004, Walgreen's applied to the City of Fort Collins for a Minor
Amendment to convert the Eckerd's Drugstore to a Walgreen's Drugstore. This
request was logged in as MA04099.
Staff responded to this request with a comment letter to Mr. Dillon Tidwell of Hunt
Douglas Real Estate Services on September 23, 2004. Comment number two of
that letter expressed concerns about the re -design of the building to
accommodate the glass tower which forms a display case for the two illuminated
mortar and pestle logos. The concern was that the design of the building to
create two upper -story glass displays may cause the building to fall out of
compliance with Section 3.5.3(D) of the Land Use Code. Further, if the two
illuminated logos were installed, Staff was prepared to require additional
landscaping as mitigation. A copy of this letter is attached.
In response to Staffs concern, Ms. Barbara DeBona of Lyman Davidson Dooley,
Inc., consultants acting on behalf of Mr. Dillon Tidwell, replied that the client
would prefer to retain the glass tower but the two neon mortar and pestle logos
would be removed from the plans and, therefore, additional landscaping would
not be necessary. Staff agreed and the Minor Amendment was approved.
A recent inspection revealed, however, that the two neon mortar and pestle logos
have indeed been installed unbeknownst to Staff. With the installation of these
logos within the display case created by the glass tower, Staff finds that the basis
on which the Minor Amendment was approved has been jeopardized.
Consequently, Staff will now require that the original terms of the Minor
Amendment, calling for additional landscaping as mitigation, be provided. Staff's
letter of September 23, 2004 called for the removal of one ornamental tree to be
replaced by the installation of four two-inch caliper street trees. Given the

The Walgreens store manager at 2614 South College Avenue forwarded Peter Barnes' letter of January
11 to our department. The letter concerned the neon mortar & pestle signs that have been installed in the
glass tower.
As I discussed with you a few weeks ago, these signs were not on the sign permit drawings or on our
drawings. The sign company made a mistake in assuming that this store would have the same type of
signs as our other stores with glass towers, and I apologize for that misunderstanding.
The letter indicated that in order to keep the signs, Walgreens could install three additional 2 '/2" caliper
trees — two in front of the store along College Avenue, and one at the southeast comer of the store. We
thank you for this alternative to removing the signage, and we are going to install the trees as you
suggest.
I have asked the company that provides landscaping services to this store, Rock Solid, to install the trees
at an appropriate time for the season. They will choose from among the trees listed on the Fort Collins
Street Tree List, or discuss any proposed alternates with the City Forester.
