Curb stop must be within an easement. Department: Zoning Issue Contact: Jenny Nuckols Topic: Zoning Number: 1 Created: 12/1 /2005 [12/1/05] The parking counts on the modification and the actual site plan need to be corrected. There is a total of 29 spaces being shown, not 27. Number: 2 Created: 12/1 /2005 [12/1/05] On the site plan under the Parking Requirements section "Restaurant" should also include the wording "future" or "potential" Number: 3 Created: 12/1 /2005 [12/1/05] Handicap stall #2 needs to signed as "Van Accessible" as well as "Handicap." Number: 4 Created: 12/1 /2005 [12/1/05] It looks to me like there could be several more street trees in grates added without encroaching in the site distance easement. Number: 5 Created: 12/1 /2005 [12/1/05] Add a note to the landscape plan regarding installation of landscaping prior to issuance of a CO. 3.2.1(1)(4) Comments from Current Planning: 1. As mentioned at our project review meeting on December 21, 2005, please add more glazing to the west elevation. 2. Enclosed please find the approved architectural elevations for the Minor Amendment that approved the conversion of Eckerd's to Walgreen's. This was approved on October 21, 2004. Please match the Walgreen's exterior materials and colors to the maximum extent feasible. Note that the awning color is "Forest Green." Also, note the cornice detail. The detailed cornice is how this building complies with having to provide a distinctive top. 3. There are five trees along the perimeter of the parking lot that are only three feet from the curb. Suggest adding wheel stops to prevent larger vehicles from damaging these trees. 4. Please add the enclosed General Notes to the Site Plan. 5. The parking lot light fixtures do not match Walgreen's. Enclosed please find the approved Lighting Plan for Walgreen's so you can match the specification, and mounting height, for the parking lot lights. 6. There is excessive illumination around the immediate building perimeter. Foot-candle measurements ranging from five to eight are unnecessarily bright for any practical purpose. Further, such levels are in sharp contrast to the roadway lighting which may contribute to driver distraction. As a remedy, either the eight "BB" fixtures must be reduced to four, or each lamp must be reduced from 100 watts to 50 watts. Page 4 Number: 32 Created: 12/27/2005 [12/27/05] Water supply appears to be available; however, the existing hydrant shall deliver 1500 g.p.m. @ 20 psi. Schedule a flow test with the water and fire departments. Number: 33 Created: 12/27/2005 [12/27/05] The building address shall be visible from the street fronting the property, and shall also be visible from the fire lane. Number: 34 Created: 12/28/2005 [12/28/05] Corrosives, flammable liquids, or reactive or toxic materials (as defined by the Uniform Fire Code), if used, stored or handled on site, must have a Hazardous Materials Impact Analysis (HMIA) completed and supplied to the Fire Department and Planning Department. Number: 35 Created: 12/28/2005 [12/28/05] Proper width of the fire lane shall be maintained adjacent to the trash area. Department: Police Issue Contact: Joseph Gerdom Topic: General Number: 14 Created: 12/20/2005 [12/20/05] Landscape: The salix (willow) on the north side has a 4'x6' - 4'-6' mature foot print - the sumac will have a sidewalk encroachment problem - SF (@ north drive entrance) not listed on plant schedule. Would recommend revising plant materials on north to lower, smaller foot prints to avoid site distance problems and conflicts with pedestrians. Department: Stormwater-Water-Wastewater Issue Contact: Wes Lamarque Topic: Stormwater Number: 11 Created: 12/20/2005 [12/20/05] Stormwater is ready for a hearing. Number: 12 Created: 12/20/2005 [12/20/05] At final, a discussion is needed to determine the best water quality treatment for this site. The existing off -site water quality pond is in a drainage easement and can be allowed to be utilized for this site even without owner approval. Every attempt should be made to notify and work with the property owner, but due to existing drainage patterns already flowing onto this property and a drainage easement granted to the City for the pond, this site can modify the pond to include the required water quality volume. Number: 13 Created: 12/20/2005 [12/20/05] At final, additional comments may be presented. Department: Stormwater-Water-Wastewater Issue Contact: Roger Buffington Topic: WatedWW Number: 16 Created: 12/21 /2005 [12/21/05] Are the water/sewer services being replaced/renewed at the same location as the existing services? If not, show location of existing services and add appropriate notes regarding abandonment at the mains. Number: 30 Created: 12/27/2005 [12/27/05] We will need a legal description of the emergency access easement shown on site after hearing for evaluation prior to obtaining a deed of dedication for the easement. Topic: General Number: 23 Created: 12/27/2005 [12/27/05] The development is not providing for a 15' utility easement behind the right-of- way on both Drake and College as is typically required per City standards. The applicant will need to provide information from all the utilities indicating that they have no objection to not providing the utility easement corridors. Number: 24 Created: 12/27/2005 [12/27/05] Should a utility easement be required [related to the previous ID23] private lines such as the roof drain shown on the north side of the building cannot be located within the easement. Department: Light & Power Issue Contact: Rob Irish Topic: Light & Power Number: 6 Created: 12/9/2005 [12/9/05) Any modification or relocation of existing electric facilities will be at the owner's expense. Number: 7 Created: 12/9/2005 [12/9/05] Transformer on utility plan shows an oval vault. This will need to be a pad -mount transformer for 3-phase power. Number: 8 Created: 12/9/2005 [12/9/05] There may be clearance problems for the pad -mount transformer between the trash enclosure and the underground roof drain. Coordinate this with Light & Power. Number: 9 Created: 12/9/2005 [12/9/05] Conduit is stubbed somewhere along the northeast corner of the property. Electrical service from the transformer to the building will be the responsibility of the owner. Number: 10 Created: 12/9/2005 [12/9/05] Normal development charges will apply. Will need completed C-1 form and One - line diagram submitted to Light & Power Engineering. Department: PFA Issue Contact: Ron Gonzales Topic: fire Number: 31 Created: 12/27/2005 [12/27/05] Access is appropriate; however, this fire lane must be extended south to join the frontage road in front of the Walgreen's drug store with the frontage road becoming an extension of the emergency access easement. Page 2 STAFF PROJECT REVIEW City of Fort Collins DESIGN EDGE Date: 01/10/2006 ANDREW LEMMER 1820 15TH AVE. #13 DENVER, CO 80202 Staff has reviewed your submittal for SINCLAIR REDEVELOPMENT, COLLEGE & DRAKE, THE DRAKE SHOPS PDP - TYPE I, and we offer the following comments: ISSUES: Department: Engineering Issue Contact: Marc Virata Topic: Construction Plans Number: 19 Created: 12/23/2005 [12/23/05] The demo plan specifies a private light to be removed which is east of a traffic control box, this is not the case and needs to remain as it's part of the photo radar system. Number: 20 Created: 12/23/2005 [12/23/05] The demo plan does not indicate the existing photo radar light/camera south of the previously mentioned light. Number: 21 Created: 12/23/2005 [12/23/05] The demo plan does not accurately show the location of the overhead electric tower along Drake Road. It appears on the drawing to be situated in the middle of the sidewalk but is located further north. This should be revised on all the drawings to make it more evident that the pedestrian sidewalk path along Drake Road is not as compromised as it appears. Number: 25 Created: 12/27/2005 [12/27/05] The horizontal control plan species curb return radii of 13' for the driveway out to Drake Road. Per LCUASS standards, 20' is required. We may entertain a smaller radii then standards, but further follow-up is needed. Number: 26 Created: 12/27/2005 [12/27/05] In checking with the City's Pavement Management Engineer, a mill and inlay will need to be specified for the entire south side of Drake Road from the patch shown for the utilities to the east edge of the driveway approach. If the curb can be removed for the driveway approach without disturbing the pavement, the mill and inlay section can limited to the utility connections, however the entire street width on the south side of Drake needs to be shown. Number: 27 Created: 12/27/2005 [12/27/05] For the north side of Drake Road, the mill and inlay needs to be shown as one rectangle without the jog currently shown per our street repair standards. Number: 28 Created: 12/27/2005 [12/27/05] The street repair on College Avenue should be expanded to half the lane width. Page 1
