Existing and Committed Surface Transportation Network
Within the study area, there are three primary roadways which would accommodate traffic to
and from the proposed project: College Avenue, Drake Road, and Thunderbird Drive.
College Avenue, State Highway (SH) 287 is a north/south, six -lane arterial roadway. The
Colorado Department of Transportation categorizes this section of SH 287 as a Non -Rural,
Regional Highway. The posted speed limit in the vicinity of the project is 40 MPH. The
intersection with Drake Road is signalized.
Drake Road is an east/west, four -lane arterial. The posted speed limit is 35 MPH.
Thunderbird Drive is an east/west local roadway. The intersection of Thunderbird Drive with
College Avenue is a three-quarter movement access with Stop sign control on Thunderbird
Drive.
Existing Traffic Volumes
Recent AM and PM Peak Hour traffic counts were taken at the intersection of College
Avenue and Drake Road. The traffic counts for the intersection of College Avenue and
Thunderbird Road were obtained from the Eckerd Drug Store (College/Drake) Transportation
Impact Study prepared by Matt Delich. The existing traffic volumes are shown in Figure 3.
The raw traffic count data is included in Appendix A.

I. INTRODUCTION
Project Overview
This traffic impact study addresses the capacity, geometric, and control requirements
associated with the proposed Drake Retail Development located on the southeast comer of
College Avenue and Drake Street in Fort Collins, Colorado. This study has been prepared in
accordance with the Larimer Urban Area Street Standards (LCUASS) specifications for an
Intermediate Traffic Impact Study.
The analysis contained in this report is based on two years: Existing - Year 2005 and Short
Range - Year 2010. The data includes existing and Year 2010 peak hour traffic volumes;
intersection levels of service, site -generated trip generation and distribution, project -specific
impacts, and roadway or intersection improvements.
Site Location and Study Area Boundaries
The site is located on the southeast corner of College Avenue and Drake Street. As per
correspondence and telephone conversations with the City of Fort Collins Traffic Engineer,
the study intersections to be examined in this traffic impact analysis include the following:
College Avenue and Drake Street, College Avenue and Thunderbird Drive, Thunderbird Drive
and the Frontage Road, and Drake Street and the right-in/right-out access. A site location
map is shown on Figure I.
Description of Site
The land for this development was occupied by a Sinclair gasoline station. The proposed
project would remove the existing gas station and construct a 3,500 square -foot retail
building. The building could house either a high -turnover sit-down restaurant, or a specialty
retail use. In discussions with the City of Fort Collins Traffic Engineer, it was decided to
analyze the impacts under the higher trip generating land use of high -turnover sit-down
restaurant.
Existing access to the site includes right-in/right-out access points to both Drake Road and
College Avenue. The City of Fort Collins is requiring the right-in/right-out access to College
Avenue be eliminated and a joint access with the Walgreen's store to the south be utilized to
provide the proposed development a three-quarter access to College Avenue. The right-
in/right-out access to Drake Road will remain. A site plan of the proposed development is
shown in Figure 2.
Pedestrian Facilities
Sidewalks exist adjacent to all streets in this area of Fort Collins. Sidewalks will be
incorporated within this development.
Bicycle Facilities
Bicycles are not allowed on College Avenue. Bike lanes exist on Drake Road.
Transit Facilities
Transfort serves this area of Fort Collins with routes 1 and 7. Stops are just south and east
of the College Avenue/Drake Road intersection.
