HomeMy WebLinkAboutCAMPUS WEST THEATRE REDEVELOPMENT - FDP - 23-04C - CORRESPONDENCE - (5)[1/17/06] Water quality mitigation is required per conceptual review comments. No water
quality treatment was proposed. The oil separator at the inlet is not mentioned as to what
the purpose is.

[9/14/06] 1. The plan and the report don't match in the placement of BMP's.
2. It appears some of the drainage is toward City Park Ave, what will protect that street?
3. The plan/report show straw wattles on concrete pans at the pond outlet, this doesn't work
(they float on hard surfaces). Please consider a different BMP here or a combination of
wattle and gravel, etc.
4. There are no calc's, and no surety indication.

[9/12/06] Please add another variance: A T encroachment into the ROW for the stairways
off Elizabeth was granted. (Please correct the other variance as redlined).
[6/27/06] Need to be a little more specific in line 48 and list the required setback of 100' and
the granted variance of 50'.
[2/28/061 The variance request has been granted. Please state the variance on line 48 of
the General Notes, cover sheet.
[1/18/06] The parking setback distance from Elizabeth is not being met. Per the volumes in
the parking lot and volumes on Elizabeth the setback is 100 feet.

[9/14/06] Maintenance seems to be an issue, especially for the 4-inch underdrain. A
discussion is needed between the City Stormwater staff and the engineer to develop a
maintenance plan including access and method.
[6/27/06] Reminder comment for final compliance.
[2/28/06] The concept of the underground storm water quality system is approved. At final
design, the best design can be discussed and how maintenance will be achieved.

[2/28/06] The variance request for an attached sidewalk along City Park has been granted
PROVIDED THAT the sidewalk width is increased to 8' or the walk must be detached. The
portion of the sidewalk outside of public row must be dedicated either as row or as an
access easement. Pleaserevise all plan sets (including the plat) accordingly.
[1/18/06] Sidewalk on City Park Ave doesn't meet minimum attached width requirement
Attached sidewalks are to be a minimum of 6 feet in width = The minimum width that can be
added to a sidewalk is 4 feet or the sidewalk will need to be rebuilt. With the elimination of
driveways, the new driveway and any curb, gutter and/or sidewalk that maybe damaged it
may make more sense to replace the walk rather than add to it.

[9/15/06]
[6/27/06] (Before Hearing) Plat shows the easement but the rest of the plan sets do not.
[2/28/06] (Before Hearing) A drainage easement must be provided where the underground
water quality structure is located and where the storm sewer/manhole is located in the north
east corner of the property. Must be shown on all plan sets.

[9/12/06] Please dimension the 28' width for both driveways and dimension the taper length
to the 26' width (must be 28' wide for at least 25' before tapering to 26').
[6/27/06] (Before Hearing) Now that the building has gone from 3 stories to 2 stories, the
30' EA goes to a 26' EA and drive aisle. However, driveways that serve 12 or more units
need to be a minimum of 28' wide and then may taper back to 26'. Need to be 28' for at
least 25' and then taper from there. The purpose is to allow for a little more room for a car
wanting to turn right exiting the project while another is.waiting to turn left. You may offset
the drive aisle to the right side versus tapering both sides if this helps your site layout. This
comment affects both the City. Park entrance and the Elizabeth Street entrance. Please
update ALL plan sets accordingly.
[2/28/06] (Before Hearing) Per a meeting with PFA, the existing curb cut off Elizabeth will
have to be rebuilt to the 30' width. There may be some room for compromise on the curb
return radii requirement of 25' however. PFA maybe able to defer to the LCUASS, table 8-
2, for curb return radii off a public street. I encourage you to speak with Cade Dann at PFA
as soon as possible.
[1/18/06], Need to show that the existing driveway off of Elizabeth Street aligns with the
proposed drive and is of adequate width. If not it will need to be reconstructed.
Number: 34 Created: 1/18/2006
[9/12/06] The sidewalk on the south side of the driveway on City Park is shown as 7'.
Needs to be 8'.
[6/27/06] Please change the "pedestrian" easement to "access" on all plan sets where the
sidewalk is outside the row.

[9/15/06] At staff review we discussed the sidewalk conditions at the northwest of the
parking lot. That area needs to be redesigned to be ADA accessible and reasonably level.
The bike racks should be reconfigured to allow for easier movement through here.
Number: 188 Created: 9/15/2006
[9/15/06] Please show the stairs on the backside of the Elizabeth -facing building.
Number: 189 Created: 9/15/2006
[9/15/06] Either recess or reverse the swing of the doors on the south -most units so they do
not impede movement through the sidewalk where it is already pinched due to the stairs.
Number: 190 Created: 9/15/2006
[9/15/06] Consider reconfiguring the ramping scheme north of the stairs to simplify overall
and eliminate the ADA ramp that pinches the through walk. Give me a call if you need more
explanation.

[9/15/06] Please show the transformer on the site and landscape plan.
Number: 192 Created: 9/15/2006
[9/15/06] Consider giving the restaurant entry more breathing room by pushing the bike
racks further north. It's pretty tight.
