HomeMy WebLinkAboutWIRELESS TELECOMMUNICATION EQUIPMENT, 1101 ACADEMY CT. - PDP - 26-03 - REPORTS - PROJECT NARRATIVENature of Request/Zoning Analysis Verizon Wireless is requesting Administrative Approval and any other permits necessary to allow for the construction of a low power telecommunications facility in an Industrial zone district. The Verizon Wireless facility will consist of twelve antennas attached at the 92' level of an existing PRPA transmission pole. Verizon Wireless' accompanying equipment building will be located inside the fence of the storage yard adjacent to the PRPA pole. Division 4.23 "Industrial District" of the Fort Collins Land Use Code allows the following: Wireless telecommunication equipment as permitted in the Industrial district subject to administrative review. In addition, per the pre -submittal meeting held with Bob Barkeen on 6/12/03, this application will be processed as an administrative review. Therefore, the Verizon Wireless proposed facility will be subject to an Administrative Review. Further, all setbacks will be complied with and no streets, rights -of -way or easements will be encroached upon. Communication Facility Components and Operations Each Verizon Wireless communication facility consists of a monopole or other support structure, six to twelve panel antennas, equipment shelter, a generator or emergency power source and communications dish, when needed. No nuisances will be generated by the proposed facility, nor will the facility injure the public health, safety, morals or general welfare. Digital cellular technology does not interfere with any other forms of communication whether public or private. To the contrary, digital cellular technology will provide vital communications in emergency situations and will commonly be used by local residents and emergency personnel to protect the general public's health, safety and welfare. Statement of Operations Once the construction of the facility is complete and the telephone switching equipment is fine-tuned, visitation to the site by service personnel for routine maintenance will occur an average of once a month. The site is entirely self -monitored and connects directly to a central office where sophisticated computers alert personnel to any equipment malfunction or breach of security. Because the cellular facility will be unstaffed, there will be no regular hours of operation and no impact to existing traffic patterns. No water or sewer services will be required. Ingress and egress will be provided along with parking for service personnel who arrive infrequently to service the site. Compliance with Federal Regulations Verizon Wireless will comply with all FCC rules governing construction requirements, technical standards, interference protection, power and height limitations, and radio frequency standards. In addition, the company will comply with all FAA rules on site location and operation. CITY OF FORT COLLINS ADMINISTRATIVE REVIEW APPLICATION PROJECT SUMMARY Petitioner Verizon Wireless (VAW) LLC d/b/a Verizon Wireless is the nation's leading provider of wireless communications. Verizon Wireless has the largest nationwide wireless voice and data network and over 30 million subscribers. Verizon Wireless is in 178 of the top 200 United States markets and 22 million of its subscribers are digital customers. Verizon Wireless is licensed by the Federal Communications Commission (FCC) and regulated by the Federal Aviation Administration (FAA). Digital Network The proposed network will include digital technology. Digital cellular is a new generation of wireless technology. By utilizing digital transmission, Verizon Wireless is able to dramatically improve the quality of service for wireless consumers. This digital transmission allows Verizon Wireless to enhance their cellular network in a number of ways, including: • Improved voice quality and consistency • Increased security and privacy • Feature -rich digital service choices such as voice mail, paging, and caller ID • Digital data transmission • Alpha numeric paging • Access to the World Wide Web Site Selection Once the decision has been made to expand cellular coverage to a community, Verizon Wireless engineers prepare a preliminary network design based on many factors, including the characteristics of the community, available radio frequencies and wireless equipment capabilities. A map of the selected "search area" and other requirements for the site are provided to property consultants who visit the community to identify and rank potential sites. This Search Area represents the area in which a facility must be located to allow it to function as an integral unit in the Verizon Wireless system. Whenever feasible, Verizon Wireless strives to acquire sites that blend with local character and are unobtrusive to the community. Existing structures such as water tanks; building rooftops, and competitor -owned towers are often the first choice for sites. When construction of a new structure is required, sites are chosen by their proximity to compatible land uses. Property Description The proposed facility will be located at 1101 Academy Court. The subject parcel is owned by Lockman Enterprises, LLLP. The parcel is located within the Industrial, District and is currently houses an equipment storage yard. Verizon Wireless is leasing approximately 864 square feet in the storage yard of the property for their equipment shelter. Verizon Wireless is also leasing space for its antennas on a Platte River Power Authority (PRPA) transmission pole. Access will be from Academy Court.
