[6/28/06] With the elimination of the south building, it may be possible to remove a portion
of the water main through the site. This will depend on PFA's fire hydrant requirements and
whether or not an acceptable layout for the fire line and domestic water services can be
developed. If the developer wishes to pursue this, a meeting with Water Utilities and PFA is
suggested.
The looped water line through the site is being retained in order to provide the
desired fire flows.

[6/27/06] Please change the "pedestrian" easement to "access" on all plan sets where the
sidewalk is outside the row.
[2/28/06] The variance request for an attached sidewalk along City Park has been granted
PROVIDED THAT the sidewalk width is increased to 8' or the walk must be detached. The
portion of the sidewalk outside of public row must be dedicated either as row or as an
access easement. Please revise all plan sets (including the plat) accordingly.
[1/18/06] Sidewalk on City Park Ave doesn't meet minimum attached width requirement
Attached sidewalks are to be a minimum of 6 feet in width — The minimum width that can be
added to a sidewalk is 4 feet or the sidewalk will need to be rebuilt. With the elimination of
driveways, the new driveway and any curb, gutter and/or sidewalk that maybe damaged it
may make more sense to replace the walk rather than add to it.
The sidewalk along City Park is to be an 8' wide attached walk. The existing walk
adjacent to the site is to removed along with the existing driveway cuts and new
sidewalk constructed.

(6/27/06] (Before Hearing) Repeat comment. Easements do not match on all plan sets.
The row is now incorrectly shown along Elizabeth on the site/landscape and utility plans.
[2/28/06] (Before Hearing) Need to coordinate the easements on the plat with the other
plan sets so all plan sets provide the same information. The drainage and utility easement
shown along the east property line is not shown on the other plan sets.
[1/18/06]Per the improvements shown on the utility plans it appears that the area east of the
utility, access, and emergency access easement along the eastern property line needs to be
a utility and drainage easement.
Additional easements have been shown to reflect the additional utility easement
desired for the sanitary sewer line and the primary electric line. The area in which the
water quality device is located is within a Utility and Drainage Easement.

[6/27/06] (Before Hearing) Now that the building has gone from 3 stories to 2 stories, the
30' EA goes to a 26' EA and drive aisle. However, driveways that serve 12 or more units
need to be a minimum of 28' wide and then may taper back to 26'. Need to be 28' for at
least 25' and then taper from there. The purpose is to allow for a little more room for a car
wanting to turn right exiting the project while another is waiting to turn left. You may offset
the drive aisle to the right side versus tapering both sides if this helps your site layout. This
comment affects both the City Park entrance and the Elizabeth Street entrance. Please
update ALL plan sets accordingly.
[2/28/06] (Before Hearing) Per a meeting with PFA, the existing curb cut off Elizabeth will
have to be rebuilt to the 30' width. There may be some room for compromise on the curb
return radii requirement of 25' however. PFA may be able to defer to the LCUASS, table 8-
2, for curb return radii off a public street. I encourage you to speak with Carie Dann at PFA
as soon as possible.
[1/18/06] Need to show that the existing driveway off of Elizabeth Street aligns with the

[6/27/06] Why no lighting at the ped circle on the corner? This area must be lit per code as
