The issuance of the DCP allows you to start grading and utility work on site. Building and structure work can not start until the building permit (footing and foundation permit) is issued. If you are ready to submit the final submittal I would check with planning and see if they would allow you to submit the plans prior to the hearing - we of course could not provide you comments on this submittal until a decision on the project has been rendered as we would need to address any possible requirements or conditions from the hearing, but this could gain you some time. The Owner/Developer needs to finalize financing with lenders etc. by the end of July 2006. They do not need a final DCP permit to acquire the approval etc. they just need to have a draft or agreed upon draft of what the City and Owner will be involved with on the project. I am to assume this includes fees, improvements, and expectations. Our final drawings will not be to Mylar until early -mid August and our revised hearing date is August 2, 2006. Is there any part of the process we can begin to get the ball rolling at the Owner's end before the end of the.month? I am sure if we can process parts it would be better than nothing at all. There are two sign offs on within engineering that are required for any building permit (footing and foundation included). A sign off from the Street Oversizing side of Engineering will occur once the Street Oversizing fees for the project have been paid. Fees are calculated once the building permit application has been submitted and the departments are noted of the request to issue a permit. This sign off is not dependent on the utility plans or DCP. The sign off of the Inspection side of Engineering for this project can occur almost immediately upon the issuance of the Development Construction Permit (DCP) provided the project is able to maintain emergency access, but will not be signed off on before a DCP is issued. Submittal for a building permit (footing and foundation permit) can run parallel to the to getting the final plans approved, development agreement completed and signed, plat filed and the DCP issued if that works with the building department. (this is not an issue for engineering) I don't know that the mentioned August start date for site work is achievable. This is in most part due to the timing of the hearing for this project and the steps remaining to get the project approved. The following is a list of items that will need to take place before work can start on site (This is not necessarily a complete list). Hearing - The hearing for this project is scheduled for Aug 2. The hearing officer has up to 10 days to render a decision. Once that decision is made there is a two week appeal period. This takes us to mid to late August with just this decision. Final Submittal - A final submittal and review will need to occur - this will take 2-3 weeks to complete. Hopefully all items will be addressed with this submittal and only one submittal will be needed. It could be possible that additional rounds of review could be necessary. I understand that this project is looking pretty good and the plans are in pretty good shape so hopefully only one submittal is necessary. Development Agreement - Once we have the final submittal and started the review on it we can work on creating a development agreement for this project. Once created we will need to have it reviewed, agreed upon and signed. Signing of Final Plans - Upon notice that mylars can be submitted we will need to get all the mylars submitted for City signature. Obtaining City signature typically takes a week to a week and a half. Development Construction Permit (DCP) - We already have the application for this. So once we are ready for mylars we will review the estimates against the plans to determine the dollar amounts .for the inspection fees and the infrastructure security. We will also schedule the DCP meeting once we are ready for mylars and have an agreement on the Development Agreement language. The permit can then only be issued once the utility plans have been signed by the City, we have prints and copies of the signed utility plans returned, plat has been filed, the Development Agreement has been signed by the Developer, the inspection fees have been paid, the erosion control deposit has been made, the letter of credit or bond provided for the infrastructure costs, and the permit has been signed.
